About this opportunity

The National Park Service seeks a general contractor through Mount Rainier National Park to remove an existing modular building at Camp Muir and replace it with two new climbing shelters, with proposals due December 10, 2026, at 12:00 PM Pacific. The procurement is a Total Small Business set-aside. The contract is firm fixed-price, with an estimated value between $1,000,000 and $5,000,000 and a required performance period of 365 calendar days after notice to proceed.

Place of performance is Camp Muir at 10,080 feet elevation in Pierce County, Washington, within Mount Rainier National Park, and the site remains open to public mountaineers year-round. All construction materials must move by helicopter. Proposals must include all aviation costs, assuming 9 helicopter days limited to lightweight or medium-lift aircraft. RFI responses permit heavy-lift operations with a long-haul line only if lifts begin and end outside park boundaries and maintain a 2,000-foot minimum altitude.

Environmental special contract requirements restrict helicopter flights to the Kautz and Ricksecker helibases. Work below 4,800 feet is limited to daylight hours from March 15 through September 30. Work below 3,800 feet is limited to the period from two hours after sunrise to two hours before sunset from April 1 through September 23. Imported materials require weed-free certification submitted 14 days before use. Stone and gabion rock must come from NPS-approved weed-free quarries. Davis-Bacon wage rates apply for Pierce County.

Offerors must provide documentation of up to three relevant projects completed within the past five years, proposed key personnel resumes, and a technical narrative limited to 10 pages covering logistics, risk mitigation, and a construction schedule in MS Project Gantt Chart format. Past performance references must use the provided questionnaire or CPARS evaluation reports. The bid bond equals 20% of the total proposal price or $3,000,000, whichever is less. Performance and payment bonds are required at 100% of the original contract price.

Experience & Key Personnel, Technical Approach & Schedule, and Past Performance are weighted equally, and all non-price factors combined are equal in importance to cost/price. The Government contemplates award without discussions and may select other than the lowest-priced proposal when a higher-priced proposal's benefits merit the price differential. A virtual site visit is scheduled for November 17, 2026, at 10:00 AM Pacific via Microsoft Teams, with an in-person option at Mount Rainier Visitor Center. Juan Roman is the Contracting Officer. The NAICS code is 236220, and the PSC is Y1QA.
