About this opportunity

The National Park Service is conducting market research for the comprehensive rehabilitation and accessibility improvements of the Kawuneeche Visitor Center located north of Grand Lake, Colorado at Rocky Mountain National Park. The project requires construction services falling under NAICS code 236220 (Commercial and Institutional Building Construction), with contractors expected to demonstrate federal construction experience, knowledge of Colorado local licensing and permitting requirements, bonding capacity for performance and payment bonds, and expertise in historic building rehabilitation in compliance with Secretary of the Interior Standards. Prospective contractors must respond to the Sources Sought Survey Questionnaire by May 7, 2026 at 12:00 PM Mountain Time, submitted to timothy_burger@ios.doi.gov and bruce_beck@ios.doi.gov, providing detailed company information, relevant experience, small business certifications, and the percentage of work they intend to self-perform. The government plans to issue a competitive Request for Proposals in May-June 2026 and anticipates awarding a single Firm-Fixed-Price contract. This is a market research phase only; no proposals are currently being requested or accepted.

This opportunity carries no set-aside designation and the government has not identified any current incumbents or existing contractors associated with the project. The estimated construction cost ranges between $5,000,000 and $10,000,000, with a $45.0 million size standard applicable under NAICS 236220. The project scope encompasses replacement of mechanical, electrical, and plumbing systems; installation of fire suppression and IT/AV/security systems; window replacement for energy efficiency; accessibility upgrades to exterior entrances, routes, buildings, restrooms, and parking; site drainage improvements; and rehabilitation of historic elements to meet National Register of Historic Places standards. The period of performance is 365 calendar days with anticipated construction completion by July 2027, during which Rocky Mountain National Park will remain open to the public, requiring contractors to implement structured scheduling and protective measures to minimize visitor impact.
