Section L In Instructions for the Submission of Offers and Other Information, Factor 2 – Key Personnel Experience calls for the following resumes to be submitted: Project Manager, Superintendent, On-Site Quality Control, On-Site Safety Specialist (Can be combined with other role) and Historic Preservation Treatment Specialist. This section also states in the first paragraph “Submit resumes for key personnel as identified in Section H of this solicitation and listed below. All personnel proposed are subject to substitution requirements contained in this solicitation.” Then in Section H under Special Requirement 5: Key Personnel it only lists the following positions: Project Manager, Job Site Superintendent, Job Site Quality Control, Job Site Safety Manager. There is no reference to the Historic Preservation Treatment Specialist in Section H. Can you please confirm if we are to sub a resume for the Historic Preservation Treatment Specialist and indicate if this person needs to be onsite any time work is taking place? Additionally, as is pertains to Key Personnel Experience, there does not appear to be any key requirements, such as education (i.e. Degree in Construction Management, Engineering, etc), time in role (i.e. min 5 years in role), or special certifications (i.e. OSHA 30, First Aid/CPR, USACE QCM Certificate, LEED, etc). Can the NPS please provide these requirements if they exist?
The Historic Preservation Specialist is defined in 01 35 91 as: “An experienced firm with the required certifications and training that can demonstrate through past performance that they are qualified to perform this work.” The specifications do not require an on-site presence and mention 10 years of relevant experience for supervisory roles. This can also be achieved by an individual on the contractors staff with experience. This can be a shared duty, please submit a resume (firm or individual).
For Key Personnel Experience, experience requirements are included in the specifications. You are current that it does not have specific educational, etc. requirements. •Project Manager (can combine with safety or historic preserva on)

With this having very stringent requirements for Historic renovation Past Performance and being set-a-side for TSB, would the NPS please consider extending the Project Experience completion in the last 7 years to 10 years?
10 years is acceptable, but more recent will be rated more favorable.

In the File labeled B08_P2026R0057_SF1442_and_Clauses_7_30_26, page 62 of the PDF, FAR Clause 52.232-38 Submission of Electronic Funds Transfer Information with Offer (JUL 2023) it states “The offeror shall provide, with its offer, the following information that is required to make payment by electronic funds transfer (EFT) under any contract that results from this solicitation.” Then has 7 individual bullets of information we are to provide with our offer, to include, The name, address, and 9-digit Routing Transit Number of the offeror’s financial agent. & The offeror’s account number and the type of account (checking, savings, or lockbox). This is very unusual for us to provide this information with our offer and we always see it being submitted only after award. We are also concerned about transmitting this information via a non-secured portal or email. Was this FAR clause inserted by mistake and would the DOI/NPS allow for the offerors to omit this information from our proposals and submit only if awarded the contract?
Offerors may include routing information and submission of electronic funds at award.
Amendment 0002, Issued
8/19/2026.

The provided PDF format offers limited space for complete responses and may create formatting constraints. Please confirm whether the Government can provide the Project Experience Form in an editable Word format to allow offerors to respond to the requested information accurately and completely.
An editable Word document will be uploaded in Amendment 2 Amendment 0002, Issued
8/19/2026.
