About this file
This is a pre-proposal conference presentation for a federal construction contract to rehabilitate the Kawuneeche Visitor Center and Administration Building at Rocky Mountain National Park in Colorado. The project involves comprehensive rehabilitation of three connected building nodes (administrative wing, visitor center, and comfort station) constructed in 1968-1969 and eligible for listing on the National Register of Historic Properties. Work must comply with the Secretary of the Interior Standards for the Treatment of Historic Properties and includes modernization of mechanical, plumbing, electrical, and telecommunications systems; improvement of building envelopes with energy-efficient windows and insulation; restoration of historic character and finishes; upgrades to accessibility and code compliance; and exterior improvements including parking lot repaving, site accessibility enhancements, and restoration of historic light fixtures to meet Dark Sky requirements. The contractor must also provide temporary facilities and relocate National Park Service staff and visitor services during the 548-day period of performance from November 1, 2026, to May 1, 2028.
The solicitation (140P2026R0057) is a firm fixed-price, small business set-aside procurement with an estimated contract value between $5 million and $10 million. NAICS code 236220 applies. Proposals are due electronically on August 31, 2026, at 3:00 p.m. MT, with pre-proposal questions due seven days prior. Award will be made using a Best Value Tradeoff process considering seven evaluation factors: technical approach, key personnel experience, project experience, management approach and project team, schedule, small business participation, and past performance. Proposals must include two volumes: a technical proposal with table of contents organized by the seven evaluation factors, and a business and price proposal containing SF 1442, price schedule, bid bond, representations and certifications, and subcontracting worksheets. Submission is electronic only to addresses specified in Section L of the RFP. A pre-proposal virtual conference was conducted on August 6, 2026. Inquiries should be directed to the Contracting Officer (timothy_burger@ios.doi.gov) and Contract Specialist (bruce_beck@ios.doi.gov).
