About this file

This document is a Questions and Answers (Q&A) file for RFP 140P2026R0057, a federal construction contract for the Kawuneeche Visitor Center rehabilitation project administered by the National Park Service (NPS).

The project involves comprehensive rehabilitation of the Kawuneeche Visitor Center and includes requirements for temporary facilities to house relocated NPS staff during construction. Key contractor responsibilities include: providing professional archaeological monitoring services during ground-disturbing activities; writing a Historic Preservation Treatment Plan; obtaining construction permits from the local Authority Having Jurisdiction (Grand County); providing environmental training videos for site personnel; conducting weekly cleaning of temporary trailers; managing snow removal within the project site limits; and relocating approximately 20 furniture pieces and limited NPS office equipment to temporary trailers. The contractor must also determine asbestos abatement scope based on the Hazardous Material Survey and demolition plans. Required key personnel include a Project Manager, Superintendent, On-site Quality Control Specialist, On-site Safety Specialist, and Historic Preservation Treatment Specialist/Firm, with some positions permitted to combine roles. A second site visit is scheduled for August 20, 2026 at 11:00 AM. The project is subject to the new Revolutionary FAR Overhaul and is set-aside for Tribal Small Business (TSB). Contractors may submit electronic funds transfer routing information at award rather than with their initial offer. Project Experience forms may reference work completed within the last 10 years, with more recent experience rated more favorably. Editable Word document versions of the Project Experience Form and Past Performance Questionnaire will be provided in Amendment 2.

This section also states in the first paragraph “Submit resumes for key personnel as identified in Section H of this solicitation and listed below. All personnel proposed are subject to substitution requirements contained in this solicitation.” Then in Section H under Special Requirement 5: Key Personnel it only lists the following positions: Project Manager, Job Site Superintendent, Job Site Quality Control, Job Site Safety Manager. There is no reference to the Historic Preservation Treatment Specialist in Section H. Can you please confirm if we are to sub a resume for the Historic Preservation Treatment Specialist and indicate if this person needs to be onsite any time work is taking place? With this having very stringent requirements for Historic renovation Past Performance and being set-a-side for TSB, would the NPS please consider extending the Project Experience completion in the last 7 years to 10 years?

10 years is acceptable, but more recent will be rated more favorable.

RFP 140P2026R0057 - ROMO-326235

Kauwaneeche Visitor Center

In the File labeled B08_P2026R0057_SF1442_and_Clauses_7_30_26, page 62 of the PDF, FAR Clause 52.232-38 Submission of Electronic Funds Transfer Information with Offer (JUL 2023) it states “The offeror shall provide, with its offer, the following information that is required to make payment by electronic funds transfer (EFT) under any contract that results from this solicitation.” Then has 7 individual bullets of information we are to provide with our offer, to include, The name, address, and 9-digit Routing Transit Number of the offeror’s financial agent. & The offeror’s account number and the type of account (checking, savings, or lockbox). This is very unusual for us to provide this information with our offer and we always see it being submitted only after award. We are also concerned about transmitting this information via a non-secured portal or email. Was this FAR clause inserted by mistake and would the DOI/NPS allow for the offerors to omit this information from our proposals and submit only if awarded the contract?

Offerors may include routing information and submission of electronic funds at award.

Amendment 0002, Issued

8/19/2026.

Factor 4 – Past Performance requires offerors to submit the attached Past Performance Questionnaire, B08_Attachment_6_Solit_PSP_Vol_I_PastPerf_REQD.pdf. The rating fields displaying “Choose an item” do not appear to function in the provided PDF.

Please confirm whether evaluators may manually enter the applicable rating in each field.

An editable Word document will be uploaded in Amendment 2 Amendment 0002, Issued

8/19/2026.

Factor 3 – Project Experience requires offerors to submit the attached “Project Experience Form,” B08_Attachment_5_Solit_PSP_Vol_I_Exp_REQD. The provided PDF format offers limited space for complete responses and may create formatting constraints. Please confirm whether the Government can provide the Project Experience Form in an editable Word format to allow offerors to respond to the requested information accurately and completely.

An editable Word document will be uploaded in Amendment 2 Amendment 0002, Issued

8/19/2026.
