About this file

This is Amendment 0005 to a federal solicitation for the rehabilitation of the Kawuneeche Visitor Center at Rocky Mountain National Park (ROMO). The amendment, effective July 30, 2026, adds three updated documents to the bid package: Drawings, Specifications, and a Questions and Answers document. All other terms, conditions, clauses, and provisions remain unchanged. Offerors must acknowledge receipt of this amendment prior to the bid opening hour and date by completing the required form sections and returning them, or by submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The primary document included is a comprehensive Questions and Answers record containing 191 industry questions and corresponding government responses addressing the project scope. Key elements covered include: contractor responsibilities for archaeological services and ARPA permitting (with associated timelines included in the performance period); staff relocation and temporary facility management requirements; hazardous materials abatement scope determination based on the hazmat survey and demolition plans; historic preservation and masonry cleaning standards requiring mockup approval; server relocation coordination responsibilities divided between the contractor and NPS/DOI IT; asbestos abatement quantities treated as estimates with additional ACM addressed through differing site conditions procedures; and various technical specifications clarifications for HVAC, plumbing, electrical, fire suppression, structural, and technology systems. The amendment also addresses procurement clarifications, including editable Word document formats for project experience and past performance forms, extension of acceptable project experience timeframe to 10 years, and confirmation that small business prime offerors receive maximum credit for Factor 6 without separate submission requirements.

RFP 140P2026R0057 - ROMO-326235

Kauwaneeche Visitor Center

In the File labeled B08_P2026R0057_SF1442_and_Clauses_7_30_26, page 62 of the PDF, FAR Clause 52.232-38 Submission of Electronic Funds Transfer Information with Offer (JUL 2023) it states “The offeror shall provide, with its offer, the following information that is required to make payment by electronic funds transfer (EFT) under any contract that results from this solicitation.” Then has 7 individual bullets of information we are to provide with our offer, to include, The name, address, and 9-digit Routing Transit Number of the offeror’s financial agent. & The offeror’s account number and the type of account (checking, savings, or lockbox). This is very unusual for us to provide this information with our offer and we always see it being submitted only after award. We are also concerned about transmitting this information via a non-secured portal or email. Was this FAR clause inserted by mistake and would the DOI/NPS allow for the offerors to omit this information from our proposals and submit only if awarded the contract?

Offerors may include routing information and submission of electronic funds at award.

Amendment 0002, Issued

8/19/2026.

Factor 4 – Past Performance requires offerors to submit the attached Past Performance Questionnaire, B08_Attachment_6_Solit_PSP_Vol_I_PastPerf_REQD.pdf. The rating fields displaying “Choose an item” do not appear to function in the provided PDF.

Please confirm whether evaluators may manually enter the applicable rating in each field.

An editable Word document will be uploaded in Amendment 2 Amendment 0002, Issued

8/19/2026.

Factor 3 – Project Experience requires offerors to submit the attached “Project Experience Form,” B08_Attachment_5_Solit_PSP_Vol_I_Exp_REQD. The provided PDF format offers limited space for complete responses and may create formatting constraints. Please confirm whether the Government can provide the Project Experience Form in an editable Word format to allow offerors to respond to the requested information accurately and completely.

An editable Word document will be uploaded in Amendment 2 Amendment 0002, Issued

8/19/2026.

31 Questions are in regard to the revegetation spec (32 92 00). Will the required seed mix for revegetation be provided? Yes, the seed mix will be provided by the government.

Amendment 0002, Issued

8/19/2026.

Questions are in regard to the revegetation spec (32 92 00). Will the forest litter be provided by NPS? Or can the forest litter be gathered from the surrounding area by the contractor?

Forest litter can be collected by the contractor in the area.

Amendment 0002, Issued

8/19/2026.

The contract documents reference a project DDC system in Section 01 50 00 and a building automation system in Section 01 91 14. However, Division 23 does not include a DDC/BAS specification, and M600/M700 indicate standalone programmable thermostats and Honeywell JADE W7220 economizer/DCV controls. Please confirm whether any HVAC equipment is required to be connected to a central DDC/BAS. If so, please identify whether the BAS is existing or new, the BAS manufacturer/system, required DDC controllers, network architecture, point requirements, and required integration scope.

The design intent was always to provide standalone thermostat controls for the new systems—no central controls system. So, the notes/description of the system controls intent in the mechanical drawings and Div 23 specs is correct.

Amendment 0003, Issued 8/21/2026.

B09_Amendment_1_What_Evaluators_Will_Ask_for_Each_Factor_0001 document – Factor 5 – Schedule bullet 2 states that “Is the schedule in accordance with the Baseline Schedule Review Checklist included in Section J.” However, this document does not appear to be present in Section J of the RFP. Please provide the schedule review checklist Attachment 10.

The Baseline Schedule Review Checklist has been added to Section J as Attachment 11. Offerors shall prepare their proposed baseline schedule in accordance with this checklist.

Amendment 0003, Issued 8/21/2026.

Factor 6 Small Business Participation - Please confirm whether small business Offerors are required to submit anything for Factor 6 – Small Business Participation. If so, please identify the specific information, or confirm if documentation is not required the small business prime offerors receive maximum credit.

Small business prime Offerors will receive the maximum score for Factor 6 and do not need to submit separate Small Business Participation documentation.

Amendment 0003, Issued

8/21/2026.

Business & Price Proposal states: “SUBCONTRACTING PERCENTAGE WORKSHEET: Complete and submit the attached ‘Report on Limitation on Subcontracting’ form. The form itself requests input of amounts paid; however, for solicitation purposes, input projected amounts based on your proposed pricing and that of your anticipated Subcontractors. Refer to Clause” However, the sentence ends at “Refer to Clause” without identifying the applicable clause. In addition, Section J does not identify a “Report on Limitation on Subcontracting” or Subcontracting Percentage Worksheet among the listed attachments. Section J lists Attachments 1 through 10, including the Volume II Subcontracting Plan as Attachment 9, but no Subcontracting Percentage Worksheet. Section M further states: “h. SUBCONTRACTING PERCENTAGE WORKSHEET (SET-ASIDE): This worksheet will be reviewed for completeness and correlation to proposed pricing.” Please confirm whether small business Offerors are required to submit the Subcontracting Percentage Worksheet / “Report on Limitation on Subcontracting” form. If required, please provide the referenced form and identify the applicable clause referenced in Section L.

As this procurement is a Total Small Business Set-Aside, all Offerors are required to submit the “Report on Limitations on Subcontracting” form (Subcontracting Percentage Worksheet) with their Volume II – Business & Price Proposal. The applicable clause is FAR 52.219-14, Limitations on Subcontracting, and the form has now been added to Section J as Attachment 12. Offerors shall input projected amounts based on their proposed pricing and anticipated subcontractors.

Amendment 0003, Issued 8/21/2026.

Requirement 6 lists the KEY Trades as Mason, Mechanical. Electrical and other. Section L Factor 4 and Section M define Key Trade Subcontractors requiring signed LOCs as carpentry, mechanical, plumbing and concrete, no mason. Is a masonry LOC required and what is other?

The Key Trades requiring a Letter of Commitment are Carpentry, Mechanical, Plumbing, and Concrete Amendment 0003, Issued

8/21/2026.

We are asking for a bid date extension. The only site visit that subs attended was held on 8-20-2026 and as you can see from this list not a single subcontractor ask any questions to us as there was not enough time form site visit date until question due date.

The Question Due Date is extended until End of Day on Wednesday, August 26. The proposal Due Date remains August 31.

Amendment 0003, Issued

8/21/2026.

Proposal Submission: Please confirm whether proposals are to be submitted electronically only, or if a hard copy is also required. If both electronic and hard-copy submissions are required, please provide the required format, number of copies, and delivery instructions for the hard-copy submission.

No hard copies - Refer to Section L.

Amendment 0004, Issued

8/26/2026.

40 Note 8.06 on A201 says to block off mechanical vent at interior. Is there scope for the exterior at this location or is it to remain as is?

Exterior vent/louver is to remain. Keynote 08.06 requires the existing mechanical vent opening to be blocked at the interior with new mineral-wool insulation and new GWB finish. No exterior infill or removal is required.

Amendment 0004, Issued 8/26/2026.

41 Will an updated asbestos reinspection and sampling results be issued prior to proposal due date?

Section 02 82 13, Paragraph 1.1.E states that a Colorado Certified Asbestos Building Inspector will conduct a re-inspection and sample as needed because the last inspection occurred in 2017. The intent of this section is for the Contractor to retain the Colorado Certified Asbestos Building Inspector and abate as required.

Amendment 0004, Issued 8/26/2026.

Amendment 0004, Issued 8/26/2026.

The asbestos portion of the specification refers to sections of the building by era of construction. Is there a map of the construction years for the buildings that can be used to line up the areas?

Use the construction chronology shown on G002: original KVC construction 1968-1969, Auditorium addition 1989, and Comfort Station addition 1999. The asbestos specification's references to the '1963 construction era' do not match the architectural record and should be corrected. The 2005 office-bathroom renovation referenced in the hazardous-material documents is a later interior renovation, not one of the principal building

Amendment 0004, Issued 8/26/2026.

The table for Egress Component Widths Per IBC 1005.3.2 on G003 Code Analysis indicates a reduced egress capacity factor of 0.15 inches per occupant. Can this be revised to the standard factor of 0.20 inches per occupant? Based on the occupant load and egress capacity provided, it does not appear that the additional capacity from using the reduced factor is needed. Leaving the 0.15 factor on the drawings may cause the AHJ to require a voice evacuation system. Please confirm if the drawings can be revised to use the standard 0.20 factor. If the 0.15 factor must remain, please confirm wheter a voice evacuation system will be required.

Revise the egress-width factor on G003 from 0.15 inch/occupant to 0.20 inch/occupant for doors/corridors. The project does not need the reduced factor for capacity. The revised factor does not change the adequacy of the indicated egress widths. No voice-evacuation system is intended solely as a consequence of egress-width sizing.
