About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks design-bid-build construction of a two-story Battle Staff Training Facility at Marine Corps Base Camp Blaz, Guam, with proposals due July 21, 2026. The procurement is unrestricted; estimated cost ranges from $25 million to $100 million.

Place of performance is Guam. The facility will serve the Third Marine Expeditionary Brigade Marine Air-Ground Task Force and comprises approximately 55,701 square feet of reinforced concrete construction with mechanical, electrical, emergency power, and information systems designed to meet Unified Facilities Criteria and accommodate Guam's seismic and environmental conditions. Support facilities include utilities, site improvements, emergency generator, access roads, and parking.

The NAICS code is 236220, Commercial and Institutional Building Construction. The contract is firm-fixed price with a mandatory performance period of 1,157 calendar days after notice to proceed, beginning within 15 days of award. Performance and payment bonds are required within 21 days of award. Liquidated damages are assessed at $6,258 per calendar day of delay.

Technical evaluation comprises three factors: Factor 1 (construction experience with multi-story administrative, office, training, or communications facilities featuring cast-in-place reinforced concrete of approximately $30 million or more completed within ten years); Factor 2 (past performance evaluated through CPARS or past performance questionnaires); and Factor 3 (safety performance requiring DART rates at or below 2.99 and TCR rates at or below 4.49 for five calendar years). Award will be made to the lowest reasonably priced technically acceptable offeror without discussions, with evaluation initially limited to the three lowest-priced proposals.

The base item includes labor, material, and equipment with sub-line items for soil removal (1,100 cubic yards) and Cement Deep Soil Mixing (8,227 cubic yards). Three optional line items are available: a pavilion with site development, a standby generator complex, and security fencing. A planned modification (CLIN 0005) covers Furniture, Fixtures, and Equipment with a government estimated budget of $3,934,910, permitting contractors to propose a Handling and Administration Rate not to exceed 5%.

Large business offerors must submit a Small Business Subcontracting Plan with minimum targets of 40 percent small business, 5 percent service-disabled veteran-owned small business, 3 percent HUBZone small business, and 9 percent women-owned small business. Personnel working in secured areas must be U.S. citizens, naturalized citizens, legal aliens with alien registration numbers, or temporary non-immigrants with valid ID cards; H-2 temporary resident workers are permitted. A mandatory pre-proposal site visit occurred May 19, 2026. All proposals must be in English and U.S. dollars, with offerors maintaining current System for Award Management registration at time of award.

Prevailing wage rates per Guam General Wage Decision No. GU20260002 Modification No. 1 include carpenter ($18.03/hour), electrician ($18.59/hour), cement mason ($16.49/hour), HVAC mechanic ($19.36/hour with $1.09 fringe), and laborers ($12.58–$13.03/hour). The contractor must mobilize within 30 calendar days after GEPA NPDES permit issuance and implement a Workforce Housing Logistics and Material Management Plan. A Quality Control Manager possessing a Bachelor's degree in engineering or architecture, current professional engineer registration, and minimum 10 years construction experience with 2 years as QC Manager is mandatory, with completion of CQM for Contractors course certification required within 90 days of award. Multiple QC specialists are required for concrete (ACI-certified), exterior finishes, fireproofing, elevators, mechanical, electrical, telecommunications, landscape work, and fire protection (with Fire Protection Engineering P.E. licensure and 5 years experience). Testing laboratories must be accredited per ASTM standards. The Defense Priorities and Allocations System rating is DO-C2.

Recent amendments (effective through July 7, 2026) address drawing discrepancies, structural and finish specifications, revised CDSM quantities, and new DFARS compliance clauses (DFARS 252.240-7995 and DFARS 252.240-7996) prohibiting awards to Chinese military companies and entities subject to their control.
