1. Reference: Spec Section 01 57 19.03 20
MEC / UXO Requirements. Spec section 01 57 19.03 20 is included in the RFP, which to our understanding is outdated. Please advise if Spec Section 01 57 19.03 21 “Supplemental Temporary Environmental Controls – Secretary of the Navy (SECNAV) Explosive Safety Risk Acceptance Within Joint Region Marianas” would apply to this project, and if so, provide revised spec section for the J-875 project. (See attached from P-678 as reference).
RFI No. 01_01 57
19.03 21 P-678 Supp
ANSWER: Response deferred.
2. Reference: Spec Section 03 42 13.00 10
Plant Precast Concrete Products - Reinforcment. Spec section 03 42 13.00 10 includes reference ASTM listings for epoxy coated reinforcing bars and steel wire and welded wire reinforcement.
As the project site is well above the water table, and local precast manufacturers do not provide epoxy coated reinforcement in their products, we interpret that the epoxy coated reinforcement in not intended for this project.
Please confirm that if epoxy coated reinforcement is not specifically called out for in the product detail in the drawings, it is not required.

3. We respectfully requests a bid due date extension for the above-referenced project due to impacts caused by Typhoon Sinlaku, which recently devastated Guam.
As a result of Typhoon Sinlaku, a significant portion of the island experienced prolonged outages, including loss of power, potable water, and communication services for at least one week. These conditions materially disrupted normal business operations, access to offices, coordination with subcontractors and suppliers, and preparation of complete and responsive bid submissions.
Given these circumstances, we respectfully request a minimum one (1) week extension of the bid due date, as follows:
• Current Bid Due Date: June 16, 2026 (HST)
• Requested Revised Bid Due Date: June 23, 2026 (HST) Granting this extension will help ensure fair competition and allow offerors adequate time to prepare thorough and responsive bids following the island-wide disruption caused by the typhoon.
ANSWER: The proposal due date will be extended to June 23, 2026 in a forthcoming amendment.
4. Reference: SF1442 Block 13
Because of power outages, water utility outages, flooding and structural damage due to the super typhoon Sinlaku, local subcontractors have been without power or the ability to work for up to a week.
Due to these disruptions and the high volume of current bid activity currently underway, [Prime] and our subcontractors respectfully request that the Government extend the due date by at least 10 days; several areas on the island of Guam are still without power.
ANSWER: Refer to response to Q3.
5. Reference: Factor 1: Experience
RELEVANT CONSTRUCTION PROJECT: For purposes of this evaluation, a relevant construction project is defined as new construction of a multi-story administrative, office, training, or communications facility consisting of cast-in-place reinforced concrete building structure of approximately $30 million or more in dollar value and completed or substantially completed no earlier than ten (10) years from the date of issuance of this solicitation. Building repair, renovation, conversion, and addition work will not be considered as a relevant project.
Question: The contractor requests clarification on whether the Government will consider construction projects in the $20 million range as meeting the definition of a relevant construction project in lieu of the stated $30 million threshold.
6. Section 00 21 16 - Instructions to Proposers > Site Visit; 3rd paragraph
(c) Please submit the applicable information to jennifer.m.hue.civ@us.navy.mil on or before April 17, 2026, 2:00 p.m., Hawaii Standard Time (HST).
Question: Due to the recent typhoon impacting Guam, utilities and communication systems were significantly disrupted during the RFP release period. Notably, both the RFP release date and the due date for the site visit information submittal occurred during this disruption period.
In consideration of these circumstances, we respectfully request a one-week extension to the due date of the site visit information submittal, to be applied following confirmation of an amendment. This additional time will allow for proper review and coordination moving forward.
ANSWER: You may submit the required site visit forms through April 24, 2026, 2:00 p.m., HST. Due to the extenuating circumstances, we will continue to accept site visit forms after this deadline, but please consider VCC processing times and that forms received after the specified due date may not be approved in time to attend the site visit.

File geodatabases contain feature classes and tables. The names of these geodatabases should reflect the location of the geographic information it contains at the appropriate level of detail (region, special area, activity). The general format of personal geodatabase names is as follows:
Location_yyyymmdd.gdb
iii. Location = Location of the geographic information, defined to the appropriate level of detail. Names begin at the regional level, using the 2-digit country code from iNFADS (e.g. HI=Hawaii, GQ=Guam, JA=Japan, etc.) and may narrow into an area of interest within the region (e.g. Pearl Harbor, Yokosuka, Apra Harbor, etc.). The location can be further narrowed down to the activity level where the geodatabase can be identified by the activity’s UIC (N68032, N58003, etc.)
iv. yyyymmdd= Date that the geodatabase was created or amended, as expressed in year (yyyy), month (mm), and date (dd).
SECTION 01 57 19.03 21 Page 11
c. Data Retention: all proprietary data (electronic and paper formats) must be removed from contractor equipment and possession and returned to the government at the end of the period of performance and before the final invoice is approved.
d. Data Structure:
IV. Unless specifically directed otherwise, all data shall be structured according to the current version of the Spatial Data Standards (SDSFIE) in use by NAVFAC. This is the current version of the Navy Data Model (NDM). Information on the SDSFIE data model can be found at: https://sdsfie.org, and a copy of the current data model implementation shall be provided to the contractor. The data collection guide can be accessed at:
http://datacollectionadvisor.com/
i. If new data is being created and the corresponding SDSFIE data structure exists, the government shall provide unpopulated layers to the contractor structured per current NAVFAC standards.
ii. If new data is being created and the corresponding data structure does NOT yet exist, the contractor shall provide the GRC with a data dictionary identifying all of the SDSFIE Entity Types, attributes, and/or domain values associated with the new feature(s), the geographic area(s) covered by the data and Spatial extent information prior to the creation/editing of GIS data. Acceptable formats: MS Excel or MS Word. (Adobe PDF is not an acceptable format.
New non-SDS compliant attributes (meeting SDSFIE criteria) will require precise schema definitions.
e. Government Source Data: The contractor will be provided access to any GIS data required for the project via a government computer, which will require Contractor Common Access Card (CAC).
Government GIS repository is in an ESRI format. All data shall be returned in this format and structure unless the government specifies otherwise. A completed NAVFAC GIS Data Release form is required prior to data being released to the Contractor if editing is required to be completed on Contractor equipment.
f. Attribute Population:
i. The contractor shall consult with the COR before populating attribute tables to ensure the results match the current GeoReadiness interpretation of the SDSFIE.
ii. The contractor shall identify the classification, type, location, ID number, and any other necessary attributes (specified by the Government) for all new/updated/edited features.
iii. For new field collected data, attribution must include the date collected in the following format.
