About this file

This file is a Pre-Proposal Questions & Answers (Notice No. 12) issued by the Department of the Navy, Naval Facilities Engineering Systems Command Pacific, dated July 9, 2026, for RFP N62742-26-R-1306 concerning JFY 2022 Project J-875, a Battle Staff Training Facility at U.S. NAVSUPPACT MCB Camp Blaz, Guam.

The document contains responses to five contractor inquiries regarding technical specifications and scheduling matters. Question 181 addresses composite deck requirements, with the Government clarifying that Section 05 30 00 is applicable only if steel deck is used as stay-in-place formwork for structural slabs at elevation 16'-0". Question 182 confirms that a W18x18 Elevator Hoist Beam must be provided as indicated on Drawing SF108. Question 183 clarifies that concrete architectural features (molding, bands, arches, and exterior wainscot) are treated as additional cover for typical reinforcing on exterior beams, columns, and walls, with references to specific sheets and sections for guidance. Questions 184 and 185 address requests for proposal deadline extensions—one citing impacts from Amendment 0005 and pending RFI responses, and another requesting a two-week extension due to Typhoon Bavi recovery disruptions affecting local subcontractors and suppliers. Both deadline extension requests were denied, with the Government stating that the proposal due date remains unchanged. The document emphasizes that these Q&As are for information only and the RFP remains unchanged unless amended in writing on a Standard Form 30.

PRE-PROPOSAL QUESTIONS & ANSWERS

JFY 2022 PROJECT J-875, BATTLE STAFF TRAINING FACILITY,

U.S. NAVSUPPACT MCB CAMP BLAZ, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The

RFP remains unchanged unless it is amended in writing on a Standard Form 30.

NOTICE NO. 12:

181. Reference: Drawing SF102-103, Second Floor Framing Plan

General Notes regarding Composite Deck were removed. Please confirm that composite deck is not required and spec section 05 30 00 is not applicable for this project.

ANSWER: The notes give the contractor the option to use stay in place metal forms, or removable forms to construct the structural slabs at EL 16’-0”. Section 05 30 00 is applicable if steel deck is used as a stay in place form.

182. Reference: Drawing SF108; Roof Framing Plan

General Notes #10 indicates W18x18 Elevator Hoist Beam. Please confirm if this is required for

Hydraulic Passenger Elevator.

ANSWER: Provide beam as indicated.

183. Reference: Drawing A-740, A-750, Detail A3 for Dwg A-740; Detail A2, B5, & C5 of

Drawing A-750

Please confirm if concrete moulding, band, arch, and exterior wainscot doesn’t need steel reinforcement.

ANSWER: The architectural features mentioned are treated as additional cover for the typical reinforcing for the exterior beams, column and walls to which it is added. This is indicated by the notes below the beam, column and shear wall schedules on sheet SJ601, and in Section

B4/SB501.

184. Reference: Amendment 0005 Doc

After receiving Amendment 0005, which included Government responses and revisions affecting several areas of the solicitation and impacting multiple cost elements, the Contractor respectfully requests an extension to allow adequate time to review the changes, evaluate the pricing impacts, and update its proposal response accordingly. The Contractor has also submitted additional RFIs seeking clarification on certain Amendment 0005 responses. Since the pending RFI responses may further impact pricing and proposal preparation, the Contractor respectfully requests that the

Government grant an extension to allow sufficient time to incorporate these clarifications into its final proposal submission.

ANSWER: The proposal due date remains unchanged.

185. Request to Extend Proposal Due Date by Two Weeks Due to Typhoon Bavi Recovery

Impacts

We respectfully request the Government’s consideration to extend the current proposal due date by two (2) weeks in light of the significant disruptions caused by Typhoon Bavi across Guam and the Commonwealth of the Northern Mariana Islands (CNMI).

Typhoon Bavi resulted in widespread power outages, communication disruptions, and operational delays for many local subcontractors and suppliers who are essential to the development of complete and competitive proposals. Recovery efforts remain ongoing, and numerous firms are still restoring facilities, re-establishing internet connectivity, and addressing storm-related impacts to their workforce and operations.

Given the heavy reliance on local subcontractors for pricing, technical inputs, and site-specific coordination, the current conditions have materially affected industry’s ability to finalize proposal components within the existing timeline. A two-week extension would allow contractors sufficient time to:

• Receive delayed subcontractor pricing and technical data

• Incorporate updated material availability and logistics information

• Ensure accuracy and completeness of proposal submissions despite storm-related disruptions

• Maintain full compliance with solicitation requirements

This request is made to support fair competition and ensure the Government receives fully developed proposals that reflect accurate post-storm conditions.

We appreciate the Government’s consideration and remain prepared to meet any revised deadlines issued through amendment.

ANSWER: Your request has been considered; however, the proposal due date remains unchanged.
