About this file
This is a Class Justification and Approval (J&A) document for use of other than full and open competition for a single responsible source procurement by the Department of the Navy, Naval Facilities Engineering Command, Pacific, located at Joint Base Pearl Harbor-Hickam, Hawaii.
The procurement involves Federal Signal Mass Notification Remote Terminal Unit UVRI-B UltraVoice® equipment for 56 DPRI Guam projects. The government seeks to install new Indoor Remote Terminal Units that receive transmission signals from the Mass Notification System and disseminate emergency broadcasting messaging to building occupants to protect life by instructing appropriate actions. The estimated total cost of construction for 56 contemplated fixed-price construction contracts is redacted, with a redacted portion allocated specifically to the Federal Signal equipment procurement. The government's estimated cost for indoor controllers is based on one controller per building at a redacted unit cost, as provided by the Naval Information Warfare Center Contracting Officer's Representative. The statutory authority cited is 10 U.S.C. 2304(c)(1), permitting procurement from a single responsible source when no other supplies or services will satisfy agency requirements.
The justification establishes that the Federal Signal UVRI-B UltraVoice® is the only compatible system that meets all three requirements: UFC 4-021-01 Design and O&M Mass Notification Systems standards, Authority to Operate (ATO) accreditation specifications, and naval facilities performance standards. Market research conducted via the System for Award Management (SAM) website on April 23, 2020, yielded no responses from alternative manufacturers capable of providing compatible equipment. Procuring alternative equipment would result in substantial duplication costs exceeding redacted amounts, as existing installations at communication hubs and emergency operation centers are already fitted with Federal Signal Remote Terminal Units and would require replacement or retrofitting. The Contracting Officer determined the anticipated cost to be fair and reasonable, with provisions for future market surveys on subsequent projects to identify potential alternative sources.
