About this file

This is a Class Justification and Approval (CJ&A) document authorizing the use of other than full and open competition for a brand-name procurement.

The Department of the Navy, Naval Facilities Engineering Systems Command Pacific (NAVFAC) is authorized to procure Schneider Electric PowerLogic ION8650-B (64MB) electricity utility revenue meters on a brand-name basis for the Marine Corps' defense policy review initiative program. The meters provide Advanced Metering Infrastructure (AMI) front-end interfaces and software for contract actions requiring interface with the networked AMI system at Andersen Air Force Base, Marine Corps Base Camp Blaz, and Naval Base Guam. This CJ&A supersedes CJ&A No. 20-016, which expires September 30, 2025, and authorization under this CJ&A expires September 30, 2030. All Schneider Electric PowerLogic ION8650-B meters are authorized regardless of procurement method or strategy, including contracted, in-house shop forces, base operating support contracts, or materials supply chain contractors. The estimated total value through September 30, 2030 includes funding from MILCON (Military Construction) and MAMIZU (Government of Japan Funding) sources.

The statutory authority for this non-competitive procurement derives from Title 10 U.S.C. 3204(a)(1) and (b)(B)(i) and (ii), implemented by Federal Acquisition Regulation 6.302-1, based on reasonable need for standardization and interoperability with existing AMI Network equipment and software. The justification emphasizes cybersecurity requirements, the need to minimize Authority to Operate (ATO) delays, data management system consistency, operational efficiency, and avoidance of substantial cost duplication. A sources sought announcement published August 19, 2025, closed September 3, 2025, with no responses, confirming Schneider as the only responsible source meeting government requirements for compatible advanced energy meters and government-licensed configuration software.
