About this file
This is a Pre-Proposal Questions and Answers document (Notice No. 8) issued June 23, 2026, for RFP N62742-26-R-1306 by the Department of the Navy, Naval Facilities Engineering Systems Command Pacific, for the construction of a Battle Staff Training Facility at U.S. Naval Support Activity MCB Camp Blaz, Guam under JFY 2022 Project J-875.
The document addresses revised responses and clarifications on technical and operational requirements. Personnel working in secured areas must be U.S. citizens, naturalized citizens, legal aliens with alien registration numbers, or temporary non-immigrants with valid ID cards. H-2 temporary resident workers are permitted as temporary non-immigrants. All utility tie-ins, controls integration, testing, commissioning, and cybersecurity accreditation for generator systems must be fully independent and priced within their respective bid items (Base Bid for Emergency Generator and Bid Option 2 for Standby Generator are mutually exclusive). Systems requiring Risk Management Framework accreditation and cybersecurity compliance are addressed in UFGS 25 05 11 and UFGS 25 08 11. The project does not require a Construction Security Plan or Site Security Manager oversight. The contractor laydown and staging area is identified on Sheet C-101, and contractors must provide their own temporary utilities per Section 01 50 00. Regarding floor finishes, raised access flooring does not require base and floor finish underneath. Cable lengths provided on Sheet EP720 are for engineering calculations only and must not be used for bidding or procurement; contractors are responsible for estimating their own cable lengths. For structural items, bids shall be based on the estimated quantity specified on the Price Proposal Schedule rather than quantities derived from drawing calculations. Forthcoming amendments will clarify the mechanical enclosure wall footing schedule (FTG1) and provide wide flange beam sizing for steel framing.

122. Section 01 14 00
The project specifications (Section 01 14 00) state that “Aliens will not be admitted to the work site without approval. Clearance for aliens may require approximately 20 workdays for approval.” Please confirm that H 2 workers are permitted on this project and identify any restrictions that may prevent them from obtaining access to the secured area. Additionally, please advise whether access approval can be obtained prior to the H 2 worker’s arrival on Guam, as the recruitment and mobilization costs are significant.
Please confirm whether manpower within the secured area will be limited due to SSM oversight requirements, and if so, please specify any restrictions that may impact staffing levels or productivity.
ANSWER: Foreign Nationals who are H-2 temporary resident workers are considered
Temporary Non-Immigrants, the base access requirements for whom are discussed in para. 1.5.1.
There is no requirement for personnel to be physically on Guam prior to the Contractor submitting for installation access, provided all required information is provided. This project does not have a Site Security Manager.
123. Site Utilization/Logistics Plan
Please confirm the total laydown area that will be allocated to the contractor for this project, including any potential locations under consideration.
Please confirm whether the contractor will be permitted to tie into the existing utility system and obtain metered temporary power for the project.
ANSWER: The Contractor Laydown and Staging Area is identified on Sheet C-101. The
Contractor must provide temporary utilities. Refer to Section 01 50 00 TEMPORARY
CONSTRUCTION FACILITIES AND CONTROLS, para. 3.2 AVAILABILITY AND USE OF

Please confirm the required floor finish for the Pavilion.
ANSWER: See response to Q111.
130. Drawing/Sheet No. Sheet A502 General Wall Detail
Per the reference plan, the wall below the rigid raised flooring is shown with a floor cove base.
Please confirm whether the cove base is still required. In addition, please indicate the floor finish scheduled below the rigid raised flooring on all concrete structures and advise what finishes are required in these areas.
ANSWER: Where raised access flooring is installed, base and floor finish is not required underneath. In areas without raised access flooring, install base and floor finish on concrete slab.
131. Drawing/Sheet No. Sheet EP720 Cable Schedule
Please confirm whether the listed lengths for each Load Description should be used uniformly in the bid.
ANSWER: Please refer to General Note 1 on sheet EP720 regarding cable lengths. These lengths are provided strictly for engineering calculations, such as voltage drop, and must not be used for bidding or procurement. The electrical contractor is responsible for estimating their own cable lengths based on the contract documents.
