About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 seeks labor and equipment to repair fire suppression and alarm system deficiencies at VA Western Colorado Healthcare System in Grand Junction, Colorado, with proposals due June 29, 2026, at 12:00 PM Mountain Time. This is a Total Small Business set-aside. The one-year period of performance runs July 15, 2026, through July 14, 2027.
Place of performance is Grand Junction, Colorado. The scope spans three distinct work categories: kitchen hood fire system repairs at three locations (NFS, Canteen, and CLC) under CLIN 0001; battery replacement and fire alarm sensor-strobe upgrades at the parking garage and Buildings 5, 6, 33, and 37 under CLIN 0002; and correction of quarterly sprinkler system deficiencies across 13 buildings (1, 5, 6, 7, 8, 12, 13, 20, 22, 33, 34, 36, and 45) under CLIN 0003. The work is limited to correcting previously identified deficiencies documented in inspection reports and preparing repair documentation to support Joint Commission audit compliance. CLIN 0003 work includes five-year internal piping inspections with photographic evidence, removal of flushing connections and sprinklers at branch line ends, and OS&Y valve inspections in 2.5-inch, 3-inch, 6-inch, and 8-inch sizes. Buildings 6 and 36 contain antifreeze or glycol loops requiring specialized attention. The scope explicitly excludes dry systems, pre-action systems, deluge systems, backflow preventers, fire pumps, and pressure regulating valves.
This is a new requirement with no incumbent contractor. Current fire suppression monitoring is performed by Vulcan Fire, and backflow preventor services are provided by Citrine, LLC. The NAICS code is 561621, Security Systems Services (except Locksmiths), and the PSC code is J012, Maint/Repair/Rebuild of Equipment—Fire Control Equipment. Offers must be emailed to Contracting Officer Heather Chase at heather.chase2@va.gov. The price schedule contains three line items with quantity measured in job orders; offerors submit unit pricing per job order. Previous inspection reports and deficiency documentation are attached.
