About this file
This is a Questions and Answers amendment to a federal solicitation for fire system inspection and repairs services. Solicitation 36C25926Q0519, issued by the Department of Veterans Affairs Network Contracting Office 19 (serving VA Western Colorado Healthcare System in Grand Junction, Colorado), seeks contractors to perform fire system inspections and repairs on a one-year-only basis. The work involves correcting previously identified deficiencies and documenting repairs for Joint Commission audit compliance. The facility operates 13 wet-piped fire suppression systems across various buildings (B1, B5, B6, B7, B8, B12, B13, B20, B22, B33, B34, B36, and B45), with antifreeze or glycol loops located in Buildings 6 and 36. The Product Service Code is J012 (Maintenance and Repair Services), with NAICS Code 561621. All offers must be submitted via email to Contracting Officer Heather Chase (heather.chase2@va.gov) by June 29, 2026 at 12:00 PM Mountain Time.
The amendment addresses questions regarding the scope of work and provides two attached reference documents: the Life Safety and Environment of Care Document List and Review Tool (10-2023) and the VHA-Joint Commission Clarification Document (effective January 1, 2023) to establish standards for inspections and repairs. Work items outside the scope include dry systems, deluge systems, backflow preventers, fire pumps, and pressure regulating valves. Additional details regarding control valves and flow switches are referenced in CLIN 3 of the Statement of Work. The solicitation represents a new requirement with no incumbent contractor, as this is distinct from previous monitoring services performed by Vulcan Fire and backflow services performed by Citrine, LLC.
