About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 seeks construction services to upgrade the fire alarm system at Tomah VA Medical Center in Tomah, Wisconsin, with proposals due November 4, 2026. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under 38 U.S.C. 8127, foreclosing competition outside that pool.
Place of performance is Tomah, Wisconsin. The project encompasses fire alarm system replacement across 53 buildings on the medical center campus, with all labor, materials, equipment, qualified supervision, and related items to be provided by the contractor in accordance with specifications and drawings. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors. The PSC code is Z1DA, Maintenance of Hospitals and Infirmaries.
The contract is firm-fixed-price with a project magnitude between $5,000,000 and $10,000,000. The total schedule is 430 calendar days after Notice to Proceed, comprised of a 60-day pre-construction submission period (extended from 20 days per Amendment A0003), 350 days for campus work, and 10 days for closeout. Amendment A0003, published October 7, extended the preconstruction submission period and bid due date; it also references Addendum No. 1 (dated September 29) and RFI responses (dated October 6).
Work must maintain Infection Control Risk Assessment (ICRA) Class III or Class IV standards depending on building location. The existing fire alarm system must remain operational until the new system is fully installed and functional. All wireless spectrum-dependent devices require NTIA SPS Equipment Certification prior to delivery. The contractor must submit a fully resource-loaded Critical Path Method construction schedule within seven calendar days of Notice to Proceed, with baseline approval within 30 days. A Site Safety and Health Officer and Construction Quality Control Manager, each with specified certifications and experience, must be designated and remain separate from other supervisory roles. Bidders must provide proof of SBA SDVOSB certification, a bid guarantee of at least 20 percent of bid price (not to exceed $3,000,000) on SF24, performance and payment bonds on SF25 and SF25A, an approved CPM schedule, and an Experience Modification Rate from their insurance carrier. A maintenance bond period has been reduced to one year. Award will be made to the lowest responsive, responsible bidder. Bids are due via email by 10:00 AM Central Time with virtual public bid opening at 11:00 AM the same day.
