This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses under FAR Subpart 19.106.
Place of performance is the Folsom Dam Warehouse, approximately 2 miles north of Folsom in Sacramento County. Liquidated damages are assessed at $2,900 per calendar day for schedule delays.
Scope includes removal and disposal of the existing crane (which contains asbestos and hazardous materials), design and fabrication of a new 30-ton bridge crane with 40-foot span and approximately 150-foot runway length, installation of new power supply to the main disconnect, rail survey with optional repair or replacement, commissioning and load testing, and operation and maintenance training. The new crane must comply with CMAA 70 Class C service, ASME B30.2, and OSHA standards. The crane must operate on 480-volt 3-phase 60 Hz power and include an automation control system with PLC, VFD motor controls, HMI, anti-collision functionality, anti-skew systems, and no-fly zone features. All personnel must comply with Critical Area access requirements including Tier 1 background investigations and PIV enrollment.
The estimated price range is $1,000,000 to $5,000,000. The NAICS code is 237990, Other Heavy and Civil Engineering Construction, with a $45 million small business size standard. Performance and payment bonds at 100 percent of contract price are required within 7 days of award; a bid guarantee of 20 percent of bid price or $1,000,000, whichever is less, is required.
Evaluation uses FAR Part 15 with non-price factors weighted significantly more than price. Technical approach narrative is limited to 20 pages; past performance to 3 pages (Past Performance Questionnaires excluded); key personnel to 20 pages.
