The specification establishes comprehensive requirements for construction verification, field testing, and functional performance testing of electrical systems, subsystems, and related equipment. The contractor must include commissioning costs in prices offered for other work items and is responsible for furnishing all special tools, test equipment, and proprietary equipment required by manufacturers for programming and start-up. Key testing activities include pre-check out tests (static system-level checkout prior to energization), Site Acceptance Tests (SAT) conducted after delivery and installation to demonstrate proper functionality, and operational commissioning (functional tests of electrical and mechanical systems, motors, drives, automation controls, protective relays, and network devices). The contractor must provide skilled technicians for system start-up and debugging, coordinate with specialty subcontractors and equipment manufacturers, complete commissioning forms for each installation phase, notify the Contracting Officer (COR) 28 days in advance of the first commissioning activity and 14 days in advance of each subsequent session, and perform all work during an outage. Testing must conform to FIST, IEEE, NETA, ISA, NFPA, UL, and NEMA standards. Specific requirements address bridge crane electrical components, distribution panelboards, surge protection devices, raceways, conductors/cables, and automation control systems, including infrared thermographic scanning, variable frequency drive (VFD) testing, 100 percent I/O checkout, motor phase rotation verification, and load testing at 110 percent of hoist capacity. The contractor must provide final as-built drawings, operation and maintenance manuals updated to reflect final conditions, and initial system training for crane operators, with SAT commissioning test duration not to exceed 28 calendar days for the first crane and 14 calendar days for subsequent units.
