About this file

This is a specification document (Section 26 05 02 - Basic Electrical Materials and Methods) for the Folsom Warehouse Bridge Crane Replacement project under Amendment No. 0004, Solicitation No. 140R2026R0017, issued by the American River Division of the U.S. Bureau of Reclamation for the Folsom Unit of the Central Valley Project in California.

The specification establishes requirements for electrical materials, installation methods, and quality standards for the bridge crane replacement project. Key requirements include: all basic electrical materials and methods costs must be included in Price Schedule line items; equipment manufacturing facilities must be ISO-9001 certified; all welders must be qualified per ASME BPVC-IX; field testing personnel must meet NETA ATS Section 3 qualifications; and all materials and equipment must conform to NFPA 70 and IEEE C2 standards. Galvanized mounting brackets, bolts, nuts, and washers must be provided per ASTM A 123 and A 153 for major equipment items, while minor items require galvanized steel or non-corrosive metal; cadmium-plated hardware is prohibited. The contractor must provide all testing equipment, calibration, and programming for crane electrical systems, deliver special tools and spare parts to Folsom Dam prior to commissioning, provide pad-lockable circuit breakers and disconnect switches, and coordinate manufacturer expert engineers with 30 days advance notice for on-site support during testing and commissioning. The contractor must notify the Contracting Officer in writing at least 45 days prior to Factory Checkout Testing (60 days for international suppliers). Final acceptance is contingent upon complete system installation and operational status, with the Government reserving inspection rights at the supplier's manufacturing plant. Contractor-caused damage or installation failures must be corrected at contractor expense, and all as-built drawings must be submitted per project record document requirements.
