About this file
This is a Submittals specification section (01 33 00) for the Folsom Warehouse Bridge Crane Replacement project under Solicitation No. 140R2026R0017, administered by the Bureau of Reclamation's American River Division at the Folsom Unit in California.
The specification establishes comprehensive requirements for contractor submittals throughout the project lifecycle. All submittal costs must be included in the Price Schedule for lump sum Contract Line-Item Numbers. Submittals are considered "shop drawings" under FAR 52.236-21 and require contractor approval before submission. General requirements include preparation in English, labeling with contract number and RSN (Required Submittal Number), use of US Customary Units, and unique sequential numbering for resubmittals. Drawings must be D-size (22" x 34") per ASME Y14.1 standards, computer-drafted in accordance with NIBS NCS standards in AutoCAD 2020 or later format, and utilize the provided BOR color table. Electronic files must be submitted via CDMS or on IronKey devices meeting FIPS 140-2 Level 3 Security requirements. A 3" x 3" approval stamp block must be reserved on all submittal cover sheets. Specific requirements apply to product data, certifications by registered California professionals, and manuals, which must be indexed, bound in 3-ring binders, and include both printed and PDF copies.
The specification includes detailed submittal procedures requiring complete sets of materials as listed in Table 01 33 00A, with transmittal letters identifying contract number, RSN, responsible code, set quantities, and resubmittal status. Resubmittals must be marked with readily identifiable changes and resubmitted within 14 days of receiving comments. Government review requires 21 days per submittal or resubmittal, with time extensions available if review exceeds the specified period and causes delay to contract completion. Submittals are returned as Approved, Conditionally Approved, or Not Approved (with exceptions for safety and scheduling items marked as Accepted, Conditionally Accepted, or Not Accepted). Hard copy transmittals are directed to the Contracting Officer Representative at the Regional Construction Office in Willows, California, the Area Manager in Folsom, or the Technical Service Center in Denver, depending on responsible code designation. Table 01 33 00A lists 71 Required Submittal Numbers spanning multiple disciplines including construction program, safety, environmental compliance, asbestos and coatings abatement, electrical systems, automation controls, and bridge crane specifications, with due dates ranging from 7 days to 60 days prior to specific work phases.
