About this file

This document is a technical specification section for a Programmable Logic Controller (PLC) system as part of the Folsom Warehouse Bridge Crane Replacement project, a federal procurement under Solicitation No. 140R2026R0017 for the American River Division, Central Valley Project in California.

The specification requires the contractor to furnish, install, test, and deliver a complete crane automation control system including two PLC assemblies, a Human Machine Interface (HMI) with graphic displays, AC and DC power supplies, communication modules, and surge protection devices. The PLC must be capable of controlling hoist motors, travel motors, and variable frequency drives through binary and analog inputs/outputs, with microprocessor-based architecture supporting multiple communication protocols (Ethernet/IP, Modbus TCP, RS-232). The specification mandates the Opto 22 groov EPIC (GRV-EPIC-PR1) PLC or equal product with minimum 2 megabytes memory, 44 base I/O ports, and programming capability in ladder diagram, function block diagram, and structured text per IEC 61131-3. The system must operate in ambient temperatures from 20 to 120 degrees Fahrenheit with up to 100% relative humidity and withstand vibration of 2g at 10-500 Hertz. The HMI requires a minimum 19-inch touchscreen display with four hierarchical display levels, real-time alarm annunciation, trending capabilities, and color-coded status indicators (green for de-energized, red for energized, yellow for alerts). All components must be from the same manufacturer, include redundant AC/DC power supplies, implement watchdog monitoring functions, and comply with referenced standards including IEEE, IEC, ASME, NFPA, and CFR requirements. The contractor must deliver spare parts (one of each type: PLC, AC power supply, I/O modules, communication modules, HMI, and control power transformer) within seven days prior to installation and complete Factory Acceptance Testing and Site Acceptance Testing per specification requirements.
