About this file

This is a Questions and Answers document for the Folsom Dam Warehouse Bridge Crane Replacement solicitation (140R2026R0017). The document provides clarifications on contract requirements and does not address specific products or services pricing, response dates, or award terms.

Key clarifications include: the Onsite Safety Representative may serve as a collateral duty to the site superintendent if all requirements are met; full-time onsite supervision and safety walks begin after contractor mobilization, while weekly coordination meetings begin at contract start; the 600-calendar-day performance period is negotiable and contractors may propose longer durations in the Value Added section to accommodate crane component lead times of approximately 50 weeks, though the Government is not obligated to accept such proposals. The 600-day completion clock starts at Notice to Proceed and includes time for required submittals and approvals; resubmittals resulting from Government comments do not extend the completion deadline. The Folsom Dam Warehouse work area is designated a Critical Area requiring all contractor and subcontractor personnel to be badged or escorted at all times with Tier 1 background investigations and PIV enrollment; interim badges may be issued after preliminary security paperwork submission and fingerprint checks while full background investigations are pending. The contractor is fully responsible for escort labor costs at a 1:10 ratio, all lifting and rigging equipment, and temporary power connections. Regarding optional rail work, the Government will exercise rail adjustment/repair (Optional Schedule 1) or rail removal/replacement (Optional Schedule 2) based on post-award survey results; any out-of-tolerance rails will be brought into compliance as part of the project scope. Performance and Payment Bonds at 100 percent of the original contract price are required unless the contract is valued below the FAR 28.102-1(a) threshold.

Folsom Dam Warehouse Bridge Crane Replacement

Solicitation No.: 140R2026R0017

Questions and Answers

1. Question: Reference 01 35 30, 1.05.B and 1.06. Confirm the Contractor's Onsite Safety Representative may be held as a collateral duty of the site superintendent, consistent with 1.05.B (which allows non-safety duties), rather than a separate dedicated position, provided the individual is onsite during all construction activities.

Answer: Confirmed, provided they meet all requirements stated in 01 35 30.

2. Question: Reference 01 35 30, 1.06.A.2. Identify the objective criteria the COR will use to deem the Onsite Safety Representative's effort insufficient, which triggers a full-time safety representative at no additional cost. Will the Government give written notice and a cure period before invoking this provision?

Answer: The Government may or may not issue written notice and/or cure period before invoking this provision.

3. Question: Reference 01 35 30, 1.05.B.6; 01 14 12; 01 31 22, 1.06. Confirm full-time onsite supervision, weekly coordination meetings, safety walks, and three-week look-aheads are required only during active onsite construction, and that supervision may demobilize during offsite design and fabrication when no onsite work occurs.

Answer: The full-time onsite supervision and safety walks will begin after the contractor mobilized to the project site, whereas the weekly coordination meeting shall be coordinated and conducted as soon as contract Period of Performance begins. The purpose of the Weekly Coordination Meetings is specified in 01 31 22, 1.06A(2). The 3-week looks-ahead schedule shall be provided and discussed during each Weekly Coordination Meeting.

4. Question: Reference SF 1442, Block 11. Block 11 states a 600 calendar-day performance period and marks it mandatory or negotiable. Confirm which applies, and if negotiable, whether offerors may propose a longer period to accommodate crane component lead times of up to approximately 50 weeks.

Answer: The SF1442, Block 11 states, “This performance period is negotiable. (See Section H and Section L). Section H.2 states, “The Contractor shall be required to.... (c) complete the entire work ready for use not later than 600 days after the date the Contractor receives the notice to proceed. The time stated for completion shall include final cleanup of the premises.” Section L.8 states, “Value Added ideas – Contractors may propose an enhanced solution or unique approach to enhance the Governments requirement.”

Section I includes WBR 1452.215-87, Incorporation of Technical Proposal – Bureau of Reclamation which allows the Government to incorporate all or parts of the successful offeror's technical proposal.”

In short, Contractors may propose a longer period to accommodate crane component lead times of up to approximately 50 weeks as part of the Value Added section. However, the Government is not required to accept the proposed Value Added item.

5. Question: Reference 01 32 10; 01 33 00. Confirm Government submittal and design-review turnaround times, and whether Government review durations and resubmittal cycles caused by Government comments are excluded from the 600 days or are grounds for a time extension.

Answer: Refer to specifications Section 01 33 00, Submittals, paragraph 1.06 D for Government Review duration. Resubmittals are not merit for a time extension in accordance with specifications Section 01 33 00, paragraph 1.06 E 3 b.

6. Question: Reference 01 14 10, 1.04.A; SF 1442. The Permit to Work and mobilization require prior approval of the Land Use plan, Baseline and Updated Schedules, Safety Program, and Security Program. Confirm whether the 600-day clock starts at NTP regardless of the time the Government takes to approve these permit-gating submittals.

Answer: The 600 day completion time starts at NTP and includes time for the required submittals and approvals. The Government has considered the time required for all necessary submittals and approvals and determined the 600 day completion time to be appropriate.

7. Question: Reference 01 14 30. Will the Government commit to a target turnaround for approving Interruption of Service requests, and confirm that delays in granting requested outages, or Government-scheduled outages, that affect the critical path are excusable and compensable?

Answer: Refer to specifications Section 01 33 00, Submittals, paragraph 1.06 D for Government Review duration.

8. Question: Reference 01 35 50, 1.02.D and 1.04. Confirm whether the Folsom Dam Warehouse work area is a Critical Area requiring PIV credentials for all personnel, or a Non- Critical Area requiring only Contractor-issued badging. If Critical, confirm all field personnel, including subcontractors, must complete Tier 1 background investigation and PIV enrollment.

Answer: The Folsom Dam Warehouse work area is a Critical Area. All Contractor and subcontractor personnel will be required to be badged or escorted at all times as described in Specification Section 01 35 50.

9. Question: Reference 01 35 50, 1.10.D and 1.10.E. Confirm personnel may work under an interim or provisional badge, issued after the preliminary criminal records and fingerprint check, while the full background investigation of one to three months completes, so field start is not gated by full adjudication.

Answer: An interim or provisional badge may be issued once the Contractor personnel has submitted required security paperwork and enrolled for PIV card and no issues are found from fingerprint check. It is imperative that the Contractor personnel submits all required paperwork timely and accurately to ensure the most efficient review process and meet contractor schedule needs and contract requirements.

10. Question: Reference 01 35 50, 1.02.E.1.c (1:10 ratio). For personnel who are escorted rather than badged, confirm the Contractor must supply escorts at a 1:10 ratio, whether any Government escorting is available, and that escort labor is a Contractor cost.

Answer: The Contractor is responsible for all labor costs associated with providing the required escorts for the duration of the contract in accordance with Specification Section 01 35 50. The Government will not be providing any escorts for the Contractor.

11. Question: Reference 01 35 50, 1.02.E; 01 14 30, F.1.3. Confirm the recurring training burden per worker, the 1-hour Folsom Security Training and the 1-hour HECP familiarization, and whether these repeat for each crew rotation or subcontractor mobilization.

Answer: The 1-hour of Folsom Security Training is only required for personnel having unescorted access, while the 1-hour HECP familiarization is mandatory for all Contractor personnel working onsite prior to entering areas under interruption of service. These trainings do not repeat for the same contractor personnel for each crew rotation, however, these trainings are required annually.

12. Question: Reference 01 35 50, 1.05.D and 1.02.F. Confirm expected vehicle inspection durations, stated up to 15 minutes for Critical areas, and whether a Government escort will be available daily at the start of the work window to avoid delivery and crew standby.

Answer: Personal vehicles and contractor work vehicles coming into the Folsom Warehouse project site do not need to be inspected and searched daily prior to entering.

However, all vehicles entering into the facility are subject to search and/or inspection at any time as specified in Section 01 35 50. 1.02F(1)(a)(1). Contractor personnel with Unescorted privilege (has a letter “E” identified on their badge) shall escort delivery vehicles and other contractor personnel (who require to be escorted) into the facility. Government escorts are not available to escort contractor personnels.

13. Question: Reference 01 11 00, 1.02.B.4; Price Schedule Optional Schedules 1 and 2. Base scope includes only the rail survey (CLIN 16); rail adjust/repair (Optional Schedule 1) and rail removal/replacement (Optional Schedule 2) are options. Will the Government evaluate or exercise these options at award, or defer the decision until after the post-award rail survey?

Answer: The decision will be deferred until after the post-award rail survey (RSN 41 22 14-

2) is submitted.

14. Question: Reference 41 22 14 (rail survey); 41 22 16. If the post-award survey finds the existing rails out of tolerance for safe operation of the new crane, but the Government does not exercise the repair or replacement options, how will acceptance, load-test compliance, and the 5-year crane warranty be administered, and who bears the risk of a compliant crane on non-compliant rails?

Answer: The Government will exercise Options 1 or 2 or neither based on the results of the rail survey (RSN 41 22 14-2). A rail that is out of tolerance will be addressed and brought back into tolerance as part of the scope of this project whether by Option 1 or 2 of the price schedule.

15. Question: Reference Price Schedule; 01 32 10. If rail options are exercised after the survey, confirm the performance period will be equitably adjusted for rail procurement and installation given rail lead times.

Answer: Section H.4 of the Solicitation states, “Schedule Integration. Upon option exercise, the Contractor shall submit a revised schedule incorporating the option work within 7 days after receipt of the option exercise notice. The Government may issue a unilateral time extension if warranted by the option’s scope.”

16. Question: Reference 41 22 14. May the crane design assume the existing runway rails and their survey-verified elevation and alignment as-is, or must the design accommodate a range of rail conditions and replacement scenarios?

Answer: The design should be completed with the assumption that the rails are within the acceptable tolerances per CMAA 70 as this would be the condition of the rails after either option is or isn’t exercised based on the result of the rail survey.

17. Question: Reference 01 12 10, 1.02.F; Attachments 10 and 13. Is any Government-owned crane, forklift, or lifting equipment in the Warehouse available for Contractor use during removal and installation, or must the Contractor furnish all lifting and rigging equipment?

Answer: Government-owned equipment in the Warehouse are not available for Contractor use. Contractor must furnish all equipment required to perform work, including lifting and rigging equipment.

18. Question: Reference SF 1442, Blocks 12a and 12b. Confirm whether Performance and Payment bonds are required and, if so, the required amounts or percentages and the number of calendar days after award for submission.

Answer: Per the SF1442, Block 12a states, “The Contractor must furnish any required Performance and Payment Bonds.”

In addition, Section I includes FAR 52.228-15, which states:

“(b) Amount of required bonds. Unless the resulting contract price is valued at or below the threshold specified in Federal Acquisition Regulation 28.102-1(a) on the date of award of this contract, the successful offeror shall furnish performance and payment bonds to the Contracting Officer as follows:

(1) Performance bonds (Standard Form 25). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price.

https://www.acquisition.gov/far/part-28#FAR_28_102_1 https://www.gsa.gov/forms-library/performance-bond

(2) Payment Bonds (Standard Form 25A). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price.”

19. Question: Reference 01 14 30, I and J. Confirm the Contractor provides temporary power to the listed critical loads only when disconnecting the permanent source, and that outage windows (4 hours for critical loads, 5 days for distribution) will be scheduled to allow crane tie-in and testing without repeated remobilization.

Answer: Confirmed. The Contractor is responsible for determining if repeated remobilization is necessary for crane tie-in and testing.

20. Question: Reference 41 22 14; Attachment 12 Q&A. Confirm a COTS or hybrid crane design that meets all performance requirements and visually matches the existing crane's size, shape, and scale will be acceptable and not down-scored relative to a fully custom built-up design.

Answer: A COTS or hybrid, assuming hybrid means a combination of COTS and custom fabricated, will be acceptable so long as it meets the requirements of the SOW. If the Contractor believes this will add value to the project, they may propose this in their bid as a value adding concept or idea.

21. Question: Reference 01 14 10, 1.04; laydown drawing 485-D-61367. Confirm the size and location of the available laydown and staging area, and whether the Government will relocate stored Warehouse contents to provide work and laydown space, or the Contractor must work around stored materials and the roughly 14-foot center path.

Answer: The approximate size of the use area in front to the right of the Warehouse is 40 ft long by 30 ft wide. The approximate size of the larger use area to the Southeast of the Warehouse is 160 ft long by 59 ft wide. Government will relocate Warehouse contents that are within the approximate 14 feet center path. See answer to Questions 38 and 49 from Amendment No.4.

22. Question: Reference 01 14 12, 1.02; 41 22 14 (testing). Confirm extended hours or weekend work will be approved, with the required advance notice, for the operational and load test and other outage-dependent activities, and that approval will not be unreasonably withheld.

Answer: Any contract works outside the allowable work hours including weekend and holidays may be allowed as approved by the COR. Provide written notice to the COR 14 working in advance as specified in Section 01 14 12, 1.02B for review and approval.

However, it does not guarantee approval.
