About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood seeks an indefinite-delivery, indefinite-quantity contractor for miscellaneous paving construction services at U.S. Army Dugway Proving Ground, Utah, with sealed offers due November 18, 2026, at 1300 MDT. The procurement is restricted to 8(a) small businesses authorized by the Small Business Administration's Utah District Office to perform within that district's geographic region; firms serviced by other SBA District Offices may compete if they maintain a bona fide place of business in Utah.
Place of performance is Dugway, Utah. The contract covers construction and repair of asphalt and cement concrete pavements, gravel and earth surfaced areas, roadways, parking areas, sidewalks, curbs, and utility distribution systems (water, sewer, storm water) across five work zones radiating outward from the installation boundary (0–10 miles, 10–20 miles, 20–30 miles, 30–40 miles, and 40+ miles). The facility encompasses approximately 14.9 million square feet of paved surfaces across roadways, parking areas, motor pool facilities, and storage areas. Work is performed under a 12-month base period (April 21, 2027, to April 20, 2028) plus four one-year option periods, with an estimated annual magnitude of up to $5,000,000 and a maximum contract value of $30,000,000 across all periods. A guaranteed minimum of $50,000 per period applies.
NAICS code is 237310, Highway, Street, and Bridge Construction, with a small business size standard of $45 million. Pricing is firm fixed price. The contract structure requires unit pricing across multiple line items including mobilization and demobilization, demolition, earthwork, erosion control, utility installation, concrete and asphalt paving, markings, fencing, and miscellaneous materials. All contractor personnel must complete AT Level I and iWatch training within 14 days of hire. Contractor must provide a Project Manager (minimum five years construction and five years management experience, or 15 years total), Site Supervisor (five years construction with three years supervisory), Quality Control Manager (ten years construction with seven years QC inspection), and Safety Manager (three years construction with two years safety management). Performance and payment bonds are required. Work hours are 7:00 AM to 5:30 PM Monday through Thursday. Comprehensive technical specifications address Standard Specification Book (UDOT 2026-based), quality management plans for materials suppliers, asphalt slurry seal, airfield pavement work, sampling and testing protocols, and mandatory fugitive dust control across 18 compliance forms covering crushing, screening, stockpiles, hauling, staging, backfilling, site preparation, clearing, grading, demolition, disturbed soil and land, sawing, trenching, loading, paving, trackout, and traffic activities—all subject to Utah Administrative Code R307-205-6(2) trackout prevention and air quality standards. Amendment 0001 added a Questions and Answers document; questions must be submitted by November 4, 2026, at 1500 MDT (site visit questions by October 22 at 1500 MDT). A virtual site visit only is offered. Contract Specialist Nicholas J. Rowton (nicholas.j.rowton.civ@army.mil) and Contracting Officer Jim Keetch (Alfred.j.keetch.civ@army.mil) receive sealed offers.
