About this file

This is a Technical Exhibit for an Indefinite Delivery Indefinite Quantity (IDIQ) paving contract issued by the United States Army Garrison Dugway Proving Ground, Directorate of Public Works, dated 12 March 2026. The exhibit establishes specifications and requirements for extracting asphalt core samples from existing pavement and subsequently patching the resulting holes.

The exhibit details eight phases of work: Equipment must be a power-driven core drill with a diamond-tipped bit having a minimum nominal diameter of 4 inches (100 mm) per ASTM D5361/D5361M standards. During the Coring Operation phase, the core must be drilled to the full depth of the asphalt layer using water as a cooling agent while maintaining perpendicular barrel positioning to the pavement surface, per ASTM D5361/D5361M and WAQTC TM 11 standards. Core Extraction requires careful removal using a lifting device to prevent damage; if damage occurs, a replacement core must be taken within 4 inches of the original location. Cores must be immediately labeled with a unique identifier including project number, lot number, and core number per UFGS 32 12 15.13. Hole Preparation involves cleaning debris and water, then applying a tack coat to vertical surfaces for proper bonding. The Asphalt Mixture must be a hot-mix asphalt (HMA) meeting the project's job mix formula (JMF) with specified stability, flow, air voids, and voids in mineral aggregate (VMA) criteria per UFGS 32 12 15.13. Placement and Compaction requires layered placement and mechanical compaction to achieve 92-96% theoretical maximum density. The Surface Finish must be smooth, flush with surrounding pavement, free of Foreign Object Debris (FOD), and meet straightedge smoothness tolerances per UFGS 32 12 15.13.
