About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood seeks procurement, hauling, and delivery of aggregate stone and sand materials to Fort Riley, Kansas, with proposals due November 8, 2026 and questions due October 27, 2026. This is a Total Small Business set-aside.
Place of performance is Fort Riley, KS 66442. The procurement covers four material types—AB-3 (Aggregate Base Type 3), SA-1 (Select/Stabilized Aggregate Grade 1), SS-5 (Screened/Special Sand Fine), and FA-3 (Fill Sand/Unclassified Structural Fill)—for tactical trail maintenance, base road infrastructure, and erosion control. All delivered materials must strictly conform to specified gradation, moisture content, and purity standards with required laboratory certification provided before initial delivery. The contractor must utilize properly cleaned, tight-bed dump trucks or semi-trailers that prevent leakage, comply with all posted bridge and culvert weight limits, and operate safely across designated delivery routes. Deliveries must commence within five business days of order issuance, include twenty-four-hour advance coordination notice for site access during authorized hours (0800–1530), and provide certified weight tickets for site manager inspection and acceptance. All sand and SS-5 loads must be tarped to prevent dust and moisture loss.
The base year (January 1, 2027 through December 31, 2027) requires delivery of 26,693 net tons annually, with four option years following at identical annual quantities across five contract line items distributed among Range 18, Main Post Public Works Yard, Main Post Salt Barn, and Main Post Range Complex.
Contractor personnel must wear 3" x 5" identification badges at their own expense and maintain continuous liability insurance including statutory worker's compensation ($100,000 or Kansas state requirement, whichever is greater), general liability ($500,000 per occurrence), and automobile liability ($200,000 per person, $500,000 per occurrence, $20,000 property damage). Installation access requires submission of FR Form 103 and DD Form 3150 vaccination certification ten days before performance. The NAICS code is 212321, Construction Sand and Gravel Mining; PSC is 5610, Mineral Construction Materials, Bulk.
