About this file

This file contains meeting minutes from multiple project discussions held between September 2024 and January 2025 for the Bomber Agile Common Hangar (BACH) project at Tinker AFB, along with RFI responses and a Sundown Policy document for foam fire suppression systems.

The minutes detail discussions about design requirements and coordination between USACE, Air Force, and contractor teams regarding: fire protection systems transitioning from foam to water-only sprinklers per new policy; Equipment and power requirements including 400Hz power for B-52s; Industrial waste and drainage systems; Security requirements during construction; Interior FFE requirements for break rooms and conference spaces; Layout modifications including removal of NDI space; AGE parking requirements (20,000 SF); and Manning levels (280 additional employees for 1st shift). The Sundown Policy document outlines the Air Force's transition away from foam fire suppression systems, requiring facilities to be designated as either Tier 1 (limited special cases) or Tier 2 (standard water sprinkler protection). Key implementation dates include foam systems lockout by March 2023 and full AFFF replacement with fluorine-free foam by October 2024 where foam systems are still required.

Rafael confirmed the design intent, and the design team is prepared to move forward.

Miscellaneous Items:

The design team has provided a BACH Fire Hydrant Plan. It was discussed that a low-profile hydrant is not permitted per the UFC. Additional discussions will take place at our next meeting. Below are questions from BCE.

1) What are the line sizes for the water lines and fire water lines?

2) Two fire pump rooms in the Hangar with one on north and south sides based on two firewater connections OR they using existing fire pump bldg. on the west side of Douglas as well as the fire water tanks?

3) Do we need the future campus Fire pump bldg. and fire water tanks for the B-21 campus now that

HEF is not required in the hangars? Question for Cahill maybe?

4) PIV locations for Firewater lines?

5) Fire hydrants not blocking any hangar access doors?

6) FH in the southwest corner is a dead leg, how long is this dead leg line?

7) Why not complete the loop on the west side of the Hangar? Paint hangar to the south will have a loop water around it on the north, west, and south sides.

8) Pressure/flow test data of existing lines being connected to on the south and west for domestic water and firewater?

Diana, For your SA, the design team requested and USACE allowed for a different sheet size.

See below:

Darin, Please see a achment for your reading pleasure, page 5. Long story short, Yes, USACE allows flexibility in sheet sizing for larger projects. Table 2-1 only lists ANSI sheet sizes, but we have also listed ARCH sheet sizes in RFPs so 30” x 42” is permi ed.

Architectural Sheet Sizes

Please have the DFPE confirm that the base power utility is considered reliable power regarding the use of electric motor-driven fire pumps. (UFC 3-600-01 §1-12.7.2).

OG&E will construct a new 40MVA substation with generator backup north of the BACH site and dedicated to TAFB . From the south of the BACH site OG&E will tie into an existing TAFB dedicated service sourced from OG&E substation 5 which is internal to TAFB. These two actions will satisfy the UFC requirements.

0008 – CRITICAL PATH

Has a design basis threat (DBT) been determined? If not, min. AT/FP standards per UFC 4-010-01 will apply.

The DBT memo is currently in coordination (draft version attached) and is based upon terrorist threats directed against DoD personnel. Threats to other assets and critical infrastructure and specific threats to facilities are beyond the scope of these standards, but they are addressed in UFC 4-020-01. As part of the design process, the designer shall apply UFC 4-020-01 in development of their design criteria.

Civil-Site

0013 – CRITICAL PATH

Need confirmation on security requirements for construction (access, fencing, monitoring, etc).

After getting clarification on the request, the safest option is to fence off the construction area so that security and access for the existing compound is maintained, but construction crews can access the site via their own gate that they secure when not in use. Essentially a freezone like currently being used at Lancer gate (construction crews have no access to the current compound they don’t need access to, but can easily access the construction site). I’m not familiar with security requirements for ongoing construction projects, but I assume at least a chain-link fence with barbed wire outrigger that’s secured at night/when not in use and an “authorized personnel only” type sign.

Subject: [Non-DoD Source] RE: TAFB BACH - WWYK263009 - RFI No. 16 - Confirm requirements for impacting the floodplain.

Chad, Below are the answers I received from CSU-CEMML management regarding a contractor being required to update the floodplain data after construction altered the landscape. Basically, there are no requirements in place for the CSU-CEMML enhanced floodplain data or the FEMA data. For the CSU data they do suggest reaching out to our floodplain sponsor for a “re-do” of the data. For FEMA floodplain data, there is no requirement, but if there is a benefit to the base, a LOMR or LOMA can be submitted.

I am not aware of any requirement to do this, and certainly not from our project or the CSU side of things. For a base to require a contractor to provide updated “post construction” flood data, I would imagine it would have to be in their contract to do so (with requirements for who is qualified for doing so). If you received such data, you could add that in as a separate feature to your Inundation feature class, but I would not recommend trying to alter the CSU Eng provided data (or FEMA for that matter).

In terms of the CSU flood data:

It would be assumed to be accurate as of the modeled date.

…Or in reality the date the LiDAR data that was used in the model was flown.

If a large area was affected, my suggestion would be for the PM to reach out to our sponsor (currently Heather Hatlestad) and request that we add the base back to our flood plain list for a priority “re-do” based upon significant constructions changes.
