About this file
This is a Special Notice announcing a Virtual Industry Forum on February 18, 2025, hosted by the US Army Corps of Engineers (USACE) Tulsa District regarding the construction of a Bomber Agile Common Hangar (BACH) at Tinker Air Force Base in Oklahoma City. The project involves constructing a 4-dock hangar for program depot maintenance, spanning 197,003 square feet with 420,352 square feet of apron paving, estimated between $250-500 million.
The project specifications include a single-story structural steel framed hangar bay with full span trusses, deep foundations with piers and driven piles, and a support area featuring single and two-story administrative spaces. The facility will include restrooms, lockers, offices, breakroom, FEMA storm shelter, and hazardous material storage. Interested parties must email Jon Larvick for MS Teams meeting access, with bidder inquiries accepted through ProjNet from February 14-March 7, 2025. One-on-one meetings will be available following the forum, with interested firms required to submit capability statements on the day of the forum. The project falls under NAICS code 236220 with a small business size standard of $45M.

4.1 GENERAL PARAMETERS
Located at Tinker AFB, Oklahoma, this project will consist of the construction of a new 196,830 GSF Bomber Agile Common Hangar (ACH) and its supporting facilities. The CAT CODE in the 1391 document is listed as 211- 116 Hangar, Maintenance Depot in DAFMAN 32-1084 Air Force Standard Facilities Requirement, 4 November 2022. This facility is divided into three main components that include a 139,256 GSF hangar bay in the central core with an attached 16,381 GSF one-story shop area to the north and a 41,193 GSF two-story shop/administrative space to the south. The ACH is a mission critical facility that will be designated the source of repair for the depot maintenance of the B-52 and B-21 Bomber aircraft and is required to provide a reliable and responsive source for repair and maintenance for these first line weapon sysrootems including additional activities necessary for the B-52 modernization and B-21 activation. Building floor plans were created addressing site orientation and user requirements along with installation requirements to execute the ACH.
The facility's central core is the overall hangar bay. It is made up of four individual maintenance docks. The maintenance docks require support spaces on each side of the hangar bay.
The spaces adjacent to the south of the hangar bay include administration, office, and workshop areas, as well as a tornado shelter/break room, numerous storage areas, tool and workshop areas, and associated support spaces. The second floor, which is unique only at the south side, will encompass the required administrative offices and support spaces.
Adjacent to the north side of the hangar bay, spaces include the required Landing Gear, Engine, Tire, and Sheet Metal depot maintenance shops and like the south side, a storm shelter/breakroom, restroom, and associated building support spaces, along with several office spaces.
This facility is to be located adjacent to the pre-established Eastside Depot Maintenance District at Tinker AFB. We strove to adhere to the guidelines and standards set forth within the TAFB Facilities Standards (IFS) during design. At the charrette, it was discussed that this was a new campus.
Base as in components that include a 139,256 GSF hangar bay in the ce h an attached 16,381 GSF one-story shop area to the north and F two-story shop/administrative space to the south. Overall, this structural steel-framed facility was sited to match the orientation of the surrounding hangars with the sliding hangar doors located on the east and west ends. The central hangar bay utilizes a prefinished, insulated metal panel wall system above a masonry & brick veneer lower wainscot. The north and south walls contain a series of fiberglass translucent panels to help capture as much natural lighting as possible for use at each dock area within the hangar, in turn, reducing energy consumption. The hangar bay will be comprised of a pre-finished standing seam metal roof system. The exterior façade of the office and shop areas attached to the north and south sides of the hangar bay will match the adjacent hangar bay wainscot using the same combination masonry/brick veneer but will continue the veneer to the top of wall, thus providing appearance, material, and color continuity around the entire facility. Both areas will use a low-slope single ply membrane roof system that is hidden from view below by a parapet wall. All windows and door frames will be a dark bronze aluminum with light bronze glazing everywhere except storefronts, which require dark bronze glazing in a dark bronze frame. Lastly, dark bronze aluminum airfoil sunshades will be provided at south facing windows.

4.8 PLUMBING FIXTURE CALCULATIONS
4.8.1 Criteria
Per SOW, this facility is anticipated to have 319 personnel. There will be 100 staff in open offices, 24 in private offices, and 195 production staff in the hangar. Per NFPA 101, the maximum occupant load is 810 people. At the charrette, the Users requested additional fixtures for the hangar staff.
Per UFC 1-200-01, General Building Requirements, the plumbing criteria has been determined using IBC (International Building Code) Chapter 29 as modified by UFC 3-420-01, Plumbing Systems.
UFC 3-420-01, Table 403.1 Minimum Number of Required Plumbing Fixtures states: For the business classification, add the following to the description:
training rooms, support areas (such as for the administrative and supervisory offices for industrial shops and warehouses), and locker rooms for indoor sporting events and similar activities.
UFC 3-420-01 4-5.3 replaces IBC Section 403.1 Minimum Number of Fixtures with the following: Use the actual number of occupants for whom each occupied space, floor or building is designed to calculate the design occupant load. The designer must document the calculations for the design occupant load. These calculations must be reviewed and approved for the project to ensure that the number of plumbing fixtures is appropriate.
Occupants: 810 (FPE calculated max.)
The government strives to maintain a 50:50 male to female occupant ratio for this facility but realizes that the current distribution is skewed considerably and thusly asked for additional fixtures accordingly.
