7.2 EXTERIOR ELECTRICAL DISTRIBUTION
7.2.1 Primary Service
All medium voltage primary work will be performed in accordance with Tinker Electrical Standards by the local electric utility, Oklahoma Gas & Electric (OG&E). Voltage, capacity of service, type of service, transformer size, etc.
are all determined by the utility, based on load information provided by Tinker.
Primary service is 12,470V, 3-phase, 4-wire, wye, multi-point grounded.
Primary service to the site will be underground.
7.2.2 Primary Source and Point of Connection
The primary system serving the facility is owned by OG&E. Preliminary coordination has determined the BACH construction contractor is responsible for the following:
• Provision of underground ducts and service lateral conductors from the utility transformer to the connection at the service entrance equipment.
• Furnishing service lateral compression lugs to OG&E.
• Coordinating with OG&E for all work related to the electric utility system during construction.
OG&E is responsible for the following:
• Primary service to the facility pad-mount transformer(s).
• Pad-mounted transformer(s) and pads.
• Termination of service lateral conductors (compression lugs furnished by the building contract) at the utility transformer and connection at the transformer secondary connection service points.
Analysis of the building electrical load sets aside the option to provide a single service for the building and warrants (2) electrical services to serve the hangar building. This configuration agrees with the guidance of UFC 3-520-01 and naturally coordinates with the building plan, north shops and south admin area separated by a large hangar bay. This configuration also supports design criteria for future electrification of the Hangar.
Hangar electrical service sizing calculations are provided in Appendix 7.2. As indicated in the calculations, the Hangar North service should be served from a 1,000 kVA transformer and the south service should be served from a 1,500 kVA transformer. Appendix 7.3 provides calculations for the proposed service
Tinker Air Force Base, Oklahoma 65% Design Submittal
Design Analysis - 94 lateral conductors. These conductors remain sized to accommodate future electrification as agreed in the building de-electrification discussions.
Final transformer loading calculation will follow coordination with OG&E to determine the service source for all loads originating from the BACH project;

The Hangar Bay will generally be rated Class I, Division 2, for the areas noted above and throughout the room from finished floor up to (18) inches above finished floor. Pits or depressions below finished floor elevation will be rated Class I, Division 1.
Maintenance shops and other adjacent and communicating areas not suitably cut-off from the hangar bay will be rated Class I, Division 2 up to (18) inches above the finished floor. UFC 4-211-01 provided the criteria for suitably cutoff including solid walls with sealed openings extending a minimum (18) inches above finished floor or two normally closed (self-closing) doors in series and separated by a minimum of (5) feet.
The classification plans presented at 65% submittal also address special construction requirements related to activities planned for the Hangar Bay, LO Storage, PMD and associated Server Room and Entry Vestibule. Sheet keynotes on the plan describe the means and methods required to accommodate the planned use of these rooms.
7.2.6 Lightning Protection
A Lightning Protection Risk Assessment has been performed in accordance with NFPA 780 to determine that a Lightning Protection System shall be installed at the facility. This assessment is provided in Appendix 7.5. The main hangar roof is standing seam metal on structural steel framing. Air Force criteria prefers that metal roof, steel framed construction not be provided with air terminals as the structural steel framing and metal roof assembly is considered a unitary air terminal. Administrative spaces and shop spaces on the hangar north and south sides employ mixed roof types and a combination of standing seam metal and other roof materials with a combination of structural steel and precast concrete support structure. These areas are provided with lighting protection using dedicated air terminals and an associated roof/down conductor system due to the proximity of the boundary of the cone of protection. Each down conductor will be bonded to the building grounding ring in a test well.

Design Analysis - 104 gallon capacity. The connect fire main is similarly fed by multiple other fire water reservoir/pump arrangements.
Based on the fire pump performance information and hydraulic estimations, the existing water supply will meet the expected BACH fire water demand.
Information about the fire suppression design is in a later section.
The new 12-inch fire main will be routed under South Douglas Boulevard to the Bomber Campus to supply the BACH sprinkler risers. It remains to be determined if a check valve or isolation valve (in a vault) should be provided to permit a higher pressure or isolated zone in the Bomber Campus in the future when the Central Utility Plant fire water tanks / pumps are installed.
In accordance with UFC 4-211-01 site fire hydrants will be supplied from the domestic water underground utility lines. Hydrants will be spaced at maximum 300-foot intervals around the BACH, but not in front of hangar bay door openings; since the hangar bay doors are more than 360 feet wide, a hydrant must be placed at either side of both openings. The minimum service size for the fire hydrants will be 6 inches. A shut-off valve will be provided at each hydrant. One of the new fire hydrants will be located within 150’ of the fire department connection to the sprinkler risers for both buildings.
