About this file
This is a Statement of Work (SOW) for Task Order 7-5 Modification 3 under the Environmental Test and Integration Services (ETIS) III Contract #80GSFC19C0060 at NASA Goddard Space Flight Center. The SOW details requirements for advanced manufacturing support services from October 1, 2023 to September 30, 2024.
The contractor must provide technical staff across multiple manufacturing areas including Manufacturing Engineering, Precision Assembly, Machining Technology, Electroplating, Composites, Maintenance & Logistics, Material Cutting, Procurement, and IT support. Key workload requirements include completing approximately 240 simple, 200 medium, and 120 complex machining requests; performing about 500 material cutting tickets; and handling various assembly, plating, and composite fabrication tasks. The SOW notes significant scope reductions effective January 1, 2024 due to CCRS cancellation, with 30-40% decreases across multiple areas including Precision Assembly (30%), Electroplating (40%), Maintenance & Logistics (40%), and IT support (40%). Work will be performed primarily on-site at GSFC, with ISO 9001 quality requirements and monthly reporting to the COR.

This support is in accordance with the requirements of WBS 1.1.4.2 of the contract Statement of Work and the subtask elements described in Section IV below.
Technician support is required for the Manufacturing Engineering Group (MEG), Precision Assembly Group, Machining Technology Group, Electroplating Group, Composites Group, Maintenance & Logistics Group, Procurement Group and Information Technology (IT) Group. This includes Material Handling, Tool Crib and Shipping/Receiving support.
All of these areas support the fabrication, assembly and testing performed in the Advanced Manufacturing Branch. To deliver quality service at a competitive cost, the contractor may be requested to provide additional fabrication support services or may be requested to de-scope tasks as needed.
The contractor shall provide support to identify and implement hardware and software systems to enhance operations and improve efficiencies. This includes but is not limited to new machine tool acquisition and CAD/CAM systems.
III. Period of Performance
The period during which the work for this task shall be performed is between October 1, 2023 and September 30, 2024.
IV. Task Requirements
Workload for the various areas of manufacturing supported by the AMB is driven by the projects expected to be supported during the Period of Performance. Task operations are monitored by government technicians and engineers and are in accordance with ISO 9001 Work Instructions (WIs), Procedures and Guidelines (PGs) and Goddard Procedural Requirements (GPRs). Tasks can be complex in nature and involve the fabrication, assembly and test of prototype, flight and non-flight hardware and assemblies that utilize government furnished precision equipment and tools.
The contractor is expected to support planned and unplanned activities levied by Project and Code 547 customers that are not during standard working hours with little or no notice. The contractor should be ready to respond to all requests.
a. Manufacturing Engineering The contractor shall provide skilled labor to perform MEG Planner duties that include evaluating Work Requests, interpreting complex drawings, developing quotes, generating travelers, verifying financing, tracking workflows, closing out paperwork and ensuring customer satisfaction.
This support will be required for the DAVINCI, Dragonfly, OSAM-1, RST and other projects as needed. Planner support for RST is reduced by 50%.
b. Machining Technology The contractor shall provide skilled machinists capable of programming, setting up and operating a variety of 3-axis, 4-axis, 5-axis, lathe and EDM machining centers. Quantities below are based on the anticipated number of parts completed during the twelve-month task period. Complexity is driven by the how time-consuming a part is to make (e.g., number of features, tolerances, material hardness, etc.).
Work Requests to be completed:
i. Simple: ~240
ii. Medium: ~200
iii. Complex: ~120
Machining areas that have reduced scope include EDM and 3-Axis.
c. Precision Assembly The contractor shall provide skilled labor to perform simple to complex precision sheet metal fabrication. Technicians shall perform hardware assembly for various flight projects and NASA missions as requested. The contractor-supplied technicians are expected to develop individual procedures or modify existing procedures as needed to perform all fabrication, assembly and test requirements for the projects.
Due to the cancellation of CCRS, the amount of Precision Assembly work is anticipated to decrease by 30% effective January 1, 2024.
d. Electroplating The contractor shall provide skilled labor to perform iridite, type 2 anodize, masking, passivation, electropolishing, etching, grit blasting and other plating support as requested.
The contractor will be responsible for creating the operation sequence steps that will be used to electroplate both flight and non-flight hardware and for verifying the integrity of plating sequences by documenting the accuracy of the final product's electroplating processes.
They will be responsible for following industry standards for electroplating processes and be able to utilize various plating inspection hardware and software tools.
Senior level technicians shall be able to perform scheduled chemical analysis on various electroplating bath equipment and document the test results in the organizations electronic database.
Due to the cancellation of CCRS, the amount of Electroplating work is anticipated to decrease by 40% effective January 1, 2024.
e. Composites The contractor shall provide skilled labor to perform prepreg consolidation and layup, tube fabrication, honeycomb panel construction, bonded joints and inserts, autoclave curing, machine panels, flight structure assembly and more. Quantities are based on the anticipated number of parts completed during the twelve-month task period. Complexity is driven by the how time-consuming a part is to make (e.g; manufacturing technique, material selection, cure times, etc.).
i. Simple: Bonded coupons, simple GSE support and test coupons: ~225
ii. Medium: Fabrication and assembly of mid-size flight assemblies and GSE hardware: ~4
iii. Complex: Fabrication and assembly of large flight assemblies and GSE hardware: ~2
