About this file
This is a NASA Goddard Space Flight Center (GSFC) Configuration Management Plan directive document (No. 549-PG-1410.2.1F) that establishes methods for documenting changes to Code 549 facilities, equipment, and test environments. The directive applies to the Environmental Test Engineering and Integration Branch and will be effective from June 21, 2022 through June 21, 2027.
The document outlines configuration control procedures for environmental test equipment, support equipment, instrumentation systems, building systems, and cleanrooms. It requires all changes to be documented through a Configuration Change Request (CCR) form and includes specific processes for managing facility information, internal documentation, drawings, and test procedures. The directive establishes retention requirements for configuration records, with documents to be retained between 0-30 years after project completion. Key controlled items include environmental test facilities, test-related items, and integration support items such as lift slings, purge systems, and ground support hardware.

PROCEDURES
1.0 Facility Systems Under Configuration Control
Code 549 ensures changes in facility systems do not impact customer requirements by placing them under configuration control. These include Code 549 equipment used to manufacture or test customer hardware covered under the GSFC Quality Management System, or those items that directly impact the ability of Code 549 to manufacture or test hardware such as building electrical power. The following may be covered under configuration control:
DIRECTIVE NO. 549-PG-1410.2.1F Page 3 of 9
1. Environmental test equipment including control software
2. Environmental test support equipment such as test fixtures
3. Environmental Test Instrumentation Systems including Data Acquisition and Analysis Software
4. Building and plant systems controlled by Code 549 that support environmental test equipment, cleanrooms, and integration activities.
5. Cleanrooms and Clean Tents
Controlled Configured Item categories and descriptions are as follows:
Environmental Test Facilities: Code 549 Level
Baseline drawings Facility and equipment drawings including electrical, mechanical, piping diagrams or parts lists.
Support Documentation
Documents required for operation of a facility including setup, handling, and operating procedures.
COTS software Vendor supplied software such as facility operating systems, data acquisition, data reduction systems, or control systems.
User Developed Application Software
Documentation of user developed application software including macros used for facility control, data acquisition, data display, and data analysis.
Documentation includes code listings, code descriptions, and user manual.
Test Related Items: Items related to specific tests conducted by Code 549 and contractor
Test unique macro software
Test unique macros used to operate the facility or perform data reduction that affects safety, required test conditions, or data manipulation.
Production test parameters
Production test parameters not included in the test folio used to operate the facility or perform data reduction that affects safety, required test conditions, or data manipulation. Can include NASTRAN models.
Engineering Drawings
Test fixture design drawings, lift sling drawings
Test Procedures Special Facility Test Procedures
Procedures that define the test sequence Procedures that are designed to test or verify facility characteristics or parameters, and may increase risk to flight hardware that is currently in place using the facility. This procedure would normally be conducted on an informal basis, however the presence of flight hardware requires a

“Special” designation. Unless otherwise directed by the affected flight project, the procedure shall be conducted under the authority of a project Work Order Authorization.
Integration Support Items: Related to flight project support items.
Engineering drawings
These include items such as: lift slings, purge systems, ground support hardware, cable and harness schematics, thermal blanket drawings, and pressure systems
2.0 Configuration Control
2.1 Facility Information
A baseline is established when the software, equipment, or drawing is approved for use. Original drawings and/or information (vendor or in-house design) are maintained for the life of the equipment/software by the Group Lead or designee. Changes to equipment/software are accomplished by an approval process. This process requires the requestor to complete the Code 549 Environmental Test and Integration Configuration Change Request (CCR) form provided in Appendix B.
2.2 Code 549 Internal Documentation
Code 549 documentation includes operating manuals and other information. Drawings and facility related information may be kept on the AETD document Repository:
https://spaces.gsfc.nasa.gov/display/ETDDOC/549
During the change process, the change will be assessed as to impact on the existing operating manuals and procedures. Changes that affect these documents shall require the documents to be updated.
2.3 Drawings
The development and control of engineering drawings is specified in 549-WI-8072.0.23 Design and Control of Non-Flight Fixtures.
2.4 Environmental Test Procedures
Code 549 uses customer-supplied test plans and WOAs (Work Order Authorizations) as the basis to perform tests. The test process is covered in several Code 549 Program Guidelines listed in P.4. While in the process of testing, Code 549 Internal Facility Operating Procedures are followed and a folio of documentation is created. Code 549 internal documents include checklists, equipment procedures, operator records, "as-run" test levels, calibration data, deviation sheets, incident reports, etc. These documents are supplied to the customer upon request.
3.0 Change Process
DIRECTIVE NO. 549-PG-1410.2.1F Page 5 of 9
3.1 Change to Facility
If there is a change to a controlled item in the Environmental Test Facility, a CCR form will be completed. This form is provided in Appendix B. The CCR and any necessary attachments will be submitted to the configuration control authority (Group Lead or higher) for review and approval. The configuration control authority ensures all appropriate technical review and approval has been completed prior to his/her approval. After the CCR is approved, the change will be effective and documented as required. The CCR will be filed with the appropriate Group Lead. The Group Lead or designee will verify that the change has been implemented by inspection, testing, and/or other relevant processes. The verification process will be documented with photos, as-run test procedures, and/or other appropriate means.
3.2 Drawing Change Process
Drawing changes are performed in accordance with 549-WI-8072.0.23 Design and Control of Non- Flight Fixtures. The appropriate configuration control authority reviews and approves proposed changes.
3.3 Change to Environmental Test Procedures
Changes to environmental test levels/parameters are made in accordance with the appropriate Code 549 Program Guideline listed in P.4, and related Internal Facility Operating Procedures. Changes that affect project-supplied documentation (test plans, Work Order Authorizations, etc.) are made in accordance with that project's configuration management plan.

Appendix A – Definitions Electronic file repository- is used to store electronic engineering files in necessary file formats such as
AutoCAD or ProE A.1 Configuration Baseline - The point at which the configuration item (hardware or software) is considered “released” and any changes to that documentation must be tracked and/or approved to maintain function or traceability. This includes software and algorithms that are used in testing or data reduction and must be tracked to maintain traceability of how the test item was tested or the data reduced.
A.2 Configuration Change/Release Request (CCR) - A documented request to issue, change, revise, or delete a controlled document.
A.3 Configuration Identification – The process that applies identification conventions to configured items, e.g., unique numbering systems, etc.
A.4 Configuration Management - The systematic control and evaluation of all changes to baseline design and documentation.
A.5 Configured Item (CI) – Configuration Items are hardware, software, or documents that are under a formal change control process
