About this file
This is a Source Selection Statement documenting NASA Goddard Space Flight Center's evaluation and selection decision for the Environmental Test and Integration Services (ETIS) III contract (solicitation 80GSFC18R0034). The procurement was a full and open competition for a Cost-Plus-Award-Fee IDIQ contract with a 5-year ordering period and $274M maximum value, requiring Secret facility clearance and supporting NASA GSFC's Engineering and Technology Directorate.
Five companies submitted proposals by September 24, 2018: AECOM, INTERFUZE, Jacobs Technology, Northrop Grumman Innovation Systems (NGIS), and Sierra Lobo Inc. The evaluation was based on Mission Suitability (weighted most important), Cost, and Past Performance factors. NGIS received the highest Mission Suitability score of 954 points with "Excellent" ratings in Technical and Management Approach and "Very Good" in Small Business Utilization. NGIS's total proposed cost was $253,980,615, slightly higher than SLI's lowest cost but lower than other offerors. Based on NGIS's superior technical ratings and reasonable cost, they were selected for award on June 19, 2019, despite not having the lowest cost or highest past performance rating. The contract requires environmental test and integration services for NASA GSFC's Mechanical Systems Division, including formulation, design, development, fabrication, integration, testing, verification and operations of spaceflight and ground systems.
