IV. Task Requirements
The contractor will be expected to staff both second and third shift personnel to conduct detailed and documented rounds of all critical facility systems.
The contractor will be expected to support planned and unplanned activities, levied by Project and Code 549 customers that are not during standard working hours with little or no notice. It is an inherent part of I&T activities.
The contractor should be ready to respond to all requests.
a. Facility Equipment
In general, equipment is identified in the Code 549 Environmental Test and Integration Equipment List and in the Environmental Test and Integration Facilities Handbook. Facility equipment includes built-in test facilities such as thermal vacuum chambers, shielded enclosures, fixed vibration shakers and the high-capacity centrifuge, as well as instrumentation and control systems. The contractor shall also maintain any electrical or mechanical support equipment that is required for facility equipment operation. Other equipment shall be required that is not identified specifically in these documents; however, the scope of operations remains the same and the additional equipment would be similar.
b. Physical Plant Equipment
During the performance of periodic and emergency maintenance on integration and test support systems, the contractor must interface with utility systems such as power, steam, chilled water, and process cooling water, and mechanical systems such as heating, ventilating, and air conditioning. The contractor is responsible for maintenance of the utility systems to these interfaces.
The contractor shall maintain and operate certain services in Buildings 5, 7, 10, 15, 29, and other areas such as the facility process water system, the emergency power systems, secondary switchgear and circuits for facilities/equipment, the high pressure GN2 generation and storage systems, the LN2 storage systems, and the emergency compressed air system.
System Responsibility/Interface
Electrical Power & Emergency Generators
Secondary switch gear and distribution panels, including designated motor control centers and circuits in associated with all Environmental Test and Integration test facilities, ancillary systems and equipment in Buildings 7 and 10.
Maintaining correct identification of all associated branch circuit breakers.
Chilled and Process Water System
All branch lines and ancillary equipment associated with Environmental Test and Integration facilities. Interface is located at the convector valves and controls and at valves located at cooling tower water chiller input and output.
c. Cleanroom Maintenance
The contractor shall maintain GSFC cleanrooms and clean tents such that continuous operations are maintained. Maintenance may require additional special filters for projects with unique airborne cleanliness concerns from recirculated and makeup air. Cleanrooms and clean tents to be maintained are as identified in Task Order 6.
d. Housekeeping
System Responsibility/Interface
Compressed Air System
All portions of the system connected to Environmental Test and Integration equipment in B5, 7, 10, 15 & 29 with the interface located at air controllers or the valve nearest Environmental Test and Integration equipment, including the central supply equipment, instrumentation, and distribution piping.
Emergency Air Compressors
All portions of the emergency air supply system connected to Environmental Test and Integration facilities and equipment.
LN2/GN2 Storage & Generation System
Complete responsibility for the systems.
Cleanroom Hot Water Re-heat
All pumps, heating coils, valves, and Systems control components with the interface at the heat exchanger
Lifting Device and Equipment (LDE) Preventative Maintenance (PM) and Corrective Maintenance (CM)
All 549-owned LDE shall have preventative and routine corrective maintenance performed as appropriate.
Comprehensive list of all LDE, for which ETIS is responsible is provided in Appendix B.
Mobile Aerial Platform (MAP)/Powered Industrial Truck (PIT) PM and CM
All 549-owned MAP and PIT equipment shall have preventative and routine corrective maintenance performed as appropriate. Comprehensive list of all 549-owned MAPs and PITs for which ETIS is responsible is provided in Appendix C.

All permanent quiet and ESD grounding systems within the Environmental Test and Integration facilities shall be verified and maintained for compliance.
Cleanroom Air Handling
Complete responsibility for the systems
The contractor shall supply custodial and cleaning services for selected areas of the Buildings 7, 10, 15, and 29 Complex. The routine daily and/or weekly services are carried out to a normal reaching height above the floor. Building layouts giving areas of responsibility are as identified by the shaded areas provided in Appendix A.
Lab areas are to be kept clean and uncluttered. Unnecessary items are to be removed on a daily basis or as soon as possible. The contractor is also responsible for providing special periodic (roughly once per year) facility cleaning of elevated areas that are not covered during routine services.
Continue implementation of LSS requirements to maintain efficient space utilization of basement storage areas.
