About this file
This is a NASA procedures and guidelines document (549-PG-8071.0.2B) that establishes mandatory procedures for thermal blanket fabrication and installation at the Goddard Space Flight Center's Environmental Test Engineering and Integration Branch (Code 549). The document is effective from September 23, 2020 through September 23, 2025.
The document details the step-by-step process for thermal blanket support, including initial project requests, material requirements development, inspection procedures, template creation, fabrication, and installation. Key requirements include: material inspection upon receipt, PDL approval of template designs before fabrication, weight and resistance measurements of completed blankets, optional blanket bakeout coordination with Code 549 Space Simulation group, and template retention for 5 years after launch. The process involves collaboration between the Thermal Blanket Support (TBS) Group, Product Design Lead (PDL), and project Quality Assurance personnel. Work completion is verified through signed Work Order Authorizations (WOA) and material certifications must be documented. The document includes appendices defining relevant terms and acronyms, as well as a change history log showing updates since its initial 2012 release.

PREFACE
P.1 PURPOSE
The purpose of this procedure is to identify the procedures and responsibilities for thermal blanket fabrication and installation.
P.2 APPLICABILITY
This procedure applies to thermal blanket work performed at the Goddard Space Flight Center, Code 549, and covers thermal blanket support that is in accordance with a Customer and/or Product Design Lead (PDL) supplied released design (build-to-print).
a. In this document citations are assumed to be the latest version unless otherwise noted.
b. In this document, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms “may” or “can” denote discretionary privilege or permission; “should” denotes a good practice and is recommended but not required; “will” denotes expected outcome; and “are/is” denotes descriptive material.

PROCEDURES
Responsibilities
1. The Thermal Blanket Support (TBS) Group receives a request for thermal blanket support from a project. The Thermal Blanket Support Lead for the project should meet with project personnel to review the task requirements.
2. The TBS Group and the Thermal PDL shall develop initial blanket design concepts to establish material requirements and quantity to fabricate flight and GSE blankets. The TBS Group, with written project approval, will order materials needed for the fabrication of the GSE and flight blankets, taking into account the expected need, fabrication, and material expiration dates.
DIRECTIVE NO. 549-PG-8071.0.2B Page 3 of 6
3. The TBS group will inspect upon receipt of material for shipping damage, matching material to order, and ensuring that required vendor supplied documentation, including Material Certifications (Certs), are included. For non-standard materials, a more intrusive inspection might be specified by the Thermal PDL. Tape and film are tested to verify lack of silicones or other outgassing materials according to the project Contamination Control Plan.
4. Materials failing inspection will be immediately (after inspection) returned to the vendor for replacement.
5. After the PDL provides a written released Work Order Authorization (or similar authorization for projects not using a WOA system), the TBS will proceed with bulk blanket layup, template development, and fabrication.
6. Templates are produced, by cutting and fitting approved film to the hardware, flight like mockup or flight hardware drawings (if drawings were provided by the project). Templates should include locations of hardware attach points, grounding and vent locations and design. Template design shall be checked and approved by the thermal PDL before fabrication of the blankets will start. Resulting templates can be transferred to drawings at the projects request and support.
7. Flight blankets are then fabricated from the approved templates and bulk blankets per the WOA. The flight blankets should be fit checked to the hardware and attach points should be finalized.
8. Following fabrication, the TBS Group will visually inspect the product to assure conformance with the design. The blankets shall then be weighed and recorded in the blanket log and/or WOA. The resistance of the blanket grounds shall be measured and recorded on the blanket log and/or WOA. If specified, these measurements may be witnessed and approved by project QA personnel at the discretion of the thermal PDL.
9. If required by the project, a blanket bakeout will be coordinated by the Thermal PDL with the Code 549 Space Simulation group. The bakeout should occur at either or both the bulk blanket layup or the fabricated blanket stage.
10. Thermal blanket technicians shall install and ground the thermal blankets in accordance with project approved requirements. Installed blankets will be inspected by the project and QA personnel at the discretion of the Thermal PDL. The appropriate WOA steps should be signed off by the TBS group.
Material certifications and grounding measurements shall also be included with the WOA if indicated.
11. The TBS Group will deliver the completed manufactured blankets, documents, and any spare material at request of the project and/or Thermal PDL, when the task is complete.
12. The templates will be offered to the project for archiving. If the project does not specify that they wish to retain the templates, the TBS group will store them for a minimum of 5 years after launch of project. Past the 5 years from launch or spacecraft storage, TBS will attempt to notify Code 545 Thermal Engineering branch management or project lead they are about to be disposed of. If after attempted contact with the thermal branch or project lead there is no response, the templates may be disposed of.
13. Signed off WOA indicates work completed to the satisfaction of the customer.
