About this file
This is a NASA Work Instruction (WI) document that details procedures for receipt, verification, testing, and storage of raw materials at the Advanced Manufacturing Branch. The instruction applies specifically to metals obtained by the Advanced Manufacturing Branch and stored in the Building 5 Raw Materials Storage Area.
The document outlines mandatory compliance procedures including initial inspection of delivered materials for kind, count, and condition, permanent marking with Material Certification Tracking Numbers, and material verification testing (Rockwell hardness and IACS conductivity for aluminum). It specifies that certified materials must be used for flight and critical GSE products, with uncertified materials restricted to fixtures and non-flight parts. The instruction requires material certification documentation to be scanned and stored on code 547's server, with proper segregation of uncertified materials. Training requirements include forklift, crane, PPE, and hazard communication training as needed. The document is effective from September 27, 2022 through September 27, 2027 and was issued by NASA Goddard Space Flight Center's Advanced Manufacturing Branch.

Pertinent Safety Data Sheets (SDS) shall be available for review prior to handling any raw materials.
All precautions mentioned in the SDS shall be followed when handling any raw materials.
Refer to the 500-PG-8715.1.2, Applied Engineering and Technology Directorate Safety Manual, sections
3.2 and 3.3, for the minimum safety requirements when operating hand tools and powered equipment.
Protective equipment, including personal protective equipment for eyes, face, and extremities, and protective shields and barriers, shall be provided, used, and maintained in a sanitary and reliable condition for the work to be performed. All applicable safety procedures shall be followed in association with utilized equipment.

Instructions
Receipt:
a) Delivered material will be initially inspected by the receiving personnel for Kind, Count, and Condition and to assure all required certifications and/or requested documentation has been included with the order.
b) The material shall be permanently marked with the Material Certification Tracking Number (Heat number, Lot number or Purchase order number) using a permanent marker, or equivalent. If material is marked appropriately from the manufacturer, there is no need to re-mark material. Material of a smaller form may be identified with a tag containing the Material Certification tracking Number placed with the material in a clear plastic bag, or the tag may be taped directly to the material.
Verification:
Note: This section only applies to metallic raw materials that have hardness and conductivity requirements.
a) The receiving inspection Quality Representative (QR) will perform a material verification such as Rockwell hardness, and International Annealed Copper Standard (IACS) conductivity, (conductivity is performed on aluminum only). The QR shall affix the appropriate stamp provided for this step and record the results on the supplied manufacturers paperwork.
b) If the results from the material verification are inconsistent with the applicable material specification, the material shall be kept segregated from all other material. A sample of the material may be sent to the Materials Branch for additional chemical and/or physical analysis. Based on the results of this testing the material may be accepted for usage, or the order may be refused and returned to the vendor.
Testing:
a) A complete chemical and physical analysis may be performed by the Materials Branch if deemed necessary to verify the traceability and/or the chemical/ physical properties of a material prior to being issued for any specific application.
Storage:
a) The Material Certification documentation shall be scanned to code 547’s server, identified with the
Material Certification Tracking Number. NOTE: Material which does not go through the above verification process or without traceable paperwork shall be considered material uncertified for space flight use and segregated from the certified material.
DIRECTIVE NO. 547-WI-4520.2.2G Page 4 of 7
b) Uncertified materials may only be used for fixtures or other parts and cannot be used for fabrication on any in-scope Flight or critical GSE product.
c) When returning material to the flight certified material storage area it must be verified the material is identified with the material certification tracking number and that there is traceability to the certification paperwork.
d) Any in-stock material that was stored prior to the verification process described above may be used for flight (In Scope) product provided it has been properly identified with the Material Certification Tracking Number, and have copies of Chemical/Physical, and C of C documentation on file. Material verification by the Metrology Group shall be performed prior to issuing the material for fabrication.
The results shall be recorded on the appropriate Work Order, or Tracking Log.
Issuing Material:
a) All Flight and Critical GSE products shall be fabricated using certified materials.
b) Fabrication personnel will provide a Tracking Log and applicable drawing to the material cutting area.
c) The material cutting personnel will provide the material and, for jobs that require material traceability, will include a copy of the respective material certifications in the appropriate electronic storage location.
