About this file
This is a NASA Goddard Space Flight Center (GSFC) Procedures and Guidelines document (549-PG-8700.1.1I) establishing the process for using Code 549 Environmental Test Engineering and Integration Branch facilities and support. The document outlines mandatory compliance procedures effective February 25, 2021 through February 25, 2026.
The procedures detail the steps for customer engagement with Code 549, including requirements analysis, cost estimation, safety evaluations, and equipment control. Key operational requirements include: completion of safety evaluation forms by customers before work begins, procedures for environmental testing (structural dynamics, electromagnetic, space simulation), cleanroom/tent support maintenance, and manufacturing support services. The document also establishes strict controls for Lifting Device Equipment (LDE) keys, requiring storage in either the Code 549 Tool Crib area or Thermal Vacuum Operations Shift Leader area, with detailed check-out procedures and operator authorization requirements. Record retention requirements are specified for various documents, including safety evaluation forms (3 years) and LDE operator authorizations (3 months or when no longer needed).

P.9 MEASUREMENT/VERIFICATION
Issues, concerns or questions regarding Code 549 support are discussed between the Branch Head (or group lead) and the customer. Corrective actions or improvements are implemented as deemed appropriate.
PROCEDURES
1. Code 549 will request detailed requirements when contacted by a customer interested in using Code 549 facilities or personnel.
2. Code 549 reviews requirements to determine the availability of resources and provides the customer with a cost estimate including the scope of work.
DIRECTIVE NO. 549-PG-8700.1.1I Page 3 of 9
3. After the customer approves the scope of work and the cost estimate, Code 549 will request from the customer a list of any customer supplied equipment to accomplish the work.
4. Code 549 will provide the Code 549 Safety Evaluation Form to the customer to complete with respect to their equipment/hardware that they will bring to Code 549 workspaces. Code 549 will notify the customer that it is their responsibility to update the safety evaluation form each time hardware changes occur that may affect Code 549 facilities and/or personnel, or prior to each new test. If at any point Code 549 personnel feel that hazards are not adequately controlled, work may be stopped until the situation is resolved with the customer.
5. Code 549 executes the work after approval. The hazards should be adequately controlled and funding provided. Execution will include the following:
• If the task requires environmental testing (structural dynamics, electromagnetic, and/or space simulation), Code 549 will perform the work using applicable procedures. If requested, the customer will be provided a report and applicable data products. Code 549 may maintain a copy of the test report/data for reference only.
• If the task requires cleanroom/tent support, the area will be maintained and tested per Code 549 procedures.
• If the task requires manufacturing support (integration, thermal blankets, cables & harnesses, etc.), the customer will provide quality requirements and procedures to ensure products are manufactured appropriately. Code 549 delivered products will comply with GSFC and customer quality requirements. For integration activities, Code 549 provides manpower and expertise only.
6. Customers may provide quality oversight as deemed necessary.
7. Customers should provide Code 549 with comments for support improvement.
8. Use of Code 549 Lifting Devices and Equipment (LDE) – In order to maintain control of Code
549-owned cranes, mobile aerial platforms (MAP), and powered industrial trucks (PIT) within the Building 7/10/15/29 I&T complex, the keys for these devices will be stored and can be accessed in the following areas:
Primary: A locked box in the Code 549 Tool Crib area (Building 7 Room 176), controlled by the tool crib attendant. This location should be used whenever possible.
Backup: When the tool crib is not open (usually outside of dayshift M-F hours), a locked box in the Thermal Vacuum Operations Shift Leader area on the operations floor of Building 7.
The policy for key control is as follows:
DIRECTIVE NO. 549-PG-8700.1.1I Page 4 of 9
a. This instruction, key log, and authorized operator documentation shall be kept in each key storage area. The tool crib attendant or Shift Leader will only issue the appropriate LDE key to an operator if listed by one of the following methods:
i. The employee is included on the list of authorized operators. This list will be updated approximately quarterly.
ii. A signed copy of a “Code 549 Integration and Test Facility Lifting Device (LD) Operator Authorization Policy” is filed. This can be obtained from the Code 549 Branch Office.
b. The tool crib attendant or Shift Leader will check to ensure that the operator possesses a valid LDE license and is authorized for Code 549 equipment. However, the operator is ultimately responsible to ensure that his/her license is valid for the specific equipment type and lift type.
c. The tool crib attendant and Shift Leader shall maintain a log of keys released and returned, including the name of the licensed user, time and date the key was checked out, and time and date the key was returned.
d. It is the responsibility of the operator to ensure that the equipment is properly secured and charged (as applicable) after use and the key is promptly returned (normally by the end of the operator’s shift).
i. If the key is checked out on the morning of a weekday first shift, the operator will return the key before stopping for lunch and then check it out again after lunch.
ii. If the operator’s task is expected to continue after lunch, it will be noted in the log when the operator returns the key before lunch.
e. Operators are not permitted to keep “personal” keys for equipment controlled by this procedure, unless permitted case-by-case by the Code 549 Branch Head.
