About this file

This technical exhibit outlines grounding point maintenance requirements for various facilities at Fort Huachuca, Arizona. The contractor shall perform semi-annual ground readings and inspections at ammunition storage areas to ensure ground rods have a maximum resistance of 23 ohms to earth and ground points have a resistance of 10 ohms or less. Annual inspections are also required for Building 61801 and aviation facilities, checking grounding electrode and point resistances. In addition, annual inspections of petroleum, oil and lubricants facilities must be done to verify ground point resistances of 23 ohms or less to earth. The contractor must correct any discrepancies within three days and submit completed inspection logs to the Directorate of Public Works within five days.

Base Operations (BASOPS) Performance Work Statement Technical Exhibit 36 – Grounding Points

1. The contractor shall repair, maintain, install and test interior electrical grounds and grounding systems IAW the following:

NEC

NFPA-99

NFPA-101

Types of components include: ground rods; grounding conductors; ground clamps;

ground wells; ground lanes; aircraft tie downs; and fueling ground points at petroleum oils and lubricants (POLs) and airfields. The contractor shall perform ground point maintenance on grounds listed upon receipt of a valid work document.

2. Types of Facilities-

2.1 Ammunition Storage Facilities: The contractor shall perform ground readings at the ammunition storage areas every 180 calendar days. The contractor shall conduct the tests using a grounding electrode (ground rod) as a reference ground. The maximum allowable resistance of the grounding electrode shall be 23 ohms to earth. The maximum allowable reading on any of the ground points listed below shall be 10 ohms. The contractor shall correct all discrepancies within 3 working days. The contractor shall prepare a Ground Safety Check Log (Forms). Detailing the locations of ground points, the type of ground point, the reading taken, any discrepancies found, and the corrective action performed. The contractor shall deliver the completed Ground Safety Check Log to the DPW within 5 working days of the completion of the ground point checks. The contractor shall take readings on the following points on each of the 15 facilities listed below: door; antenna 1, antenna 2, antenna 3, vent body; vent cover; and ground to ground.

13501, 13511, 13521, 13503, 13513, 13523, 13505, 13515, 13525, 13507, 13517, 13527, 13509, 13519, 13529

In addition, a ground reading shall be taken from the ground electrodes to the perimeter fence..

2.2 Building 61801, Rooms 1508, 1508A, 1516B, 1510, and 1510B:

The contractor shall accomplish ground readings at 12-month intervals on a total of 22 points in the above rooms normally in April. The contractor shall assure continuity of all grounding points to a grounding electrode using a volt meter or equivalent. The resistance measured from the facilities most remote grounding point to each grounding electrode shall be less than 2 ohms. The contractor shall assure that the maximum resistance of the grounding electrode to earth shall be 23 ohms or less. The contractor shall establish a grounding electrode that does not exceed a maximum resistance to ground of 23 ohms IAW the following:

NEC

The contractor shall correct all discrepancies found within 3 working days. The contractor shall prepare a Ground Safety Check Log . Detailing the locations of ground points, the type of ground point, the reading taken, and noting any discrepancies found and the corrective action preformed. The contractor shall deliver the completed Ground Safety Check Log (Form) to the DPW within 5 working days of the completion of the ground point checks.

2.3 Aviation Related Ground Point Checks:

When requested, the contractor shall perform ground point readings on all aviation related ground points listed below. The contractor shall take ground readings from a ground, with a resistance of 23 ohms or less to earth to the individual points. The contractor shall take readings with a volt meter or equivalent. The contractor shall correct all discrepancies found within 3 working days. The contractor shall prepare a Ground Safety Check Log. Detailing the locations of ground points, the type of ground point, the reading taken, and noting any discrepancies found and the corrective action performed. The contractor shall deliver the completed Ground Safety Check Log (Form) to the DPW within 5 working days of the completion of the ground point checks.
