GENERAL INFORMATION
Overview . The Directorate of Public Works (DPW) provides base operations support and maintenance through this Performance Work Statement (PWS) and its associated annexes, to its customers or receiving agencies, commands, or tenants on the installation. Base operations support is delivered based on the established baseline standard.
Purpose . The purpose of this annex is to describe direct and reimbursable Facilities Engineering Services (400) work requests.
SCOPE
Base Operations Baseline Support . The baseline standard for base operations support is the quality, quantity, frequency, or timeliness of service that is provided to tenants on the installation. These standards are established by statute, regulation, policy, higher headquarters, and by the Senior Mission Commander. Baseline operations standards are subject to adjustment. Established levels of service are dependent upon funding and the reimbursable category of the receiving agency, command, or tenant. If funding decreases, services decrease or reimbursable collections increase.
Above Baseline Services . Above baseline services are mission unique services or above the baseline standard. If neither is in the directed capability level, then the service is reimbursable. Reimbursement is required for levels of support that are customer unique, above the level funded, or when the support is deemed mission driven.
Facilities Engineering Services . Facilities Engineering Services (400) is work performed by the DPW on a non-reimbursable or reimbursable basis which is outside the scope of Sustainment (maintenance and repair), Restoration and Modernization. It includes the operation and maintenance of equipment-in-place such as clothes washers/dryers, ranges, refrigerators, freezers, portable dishwashers, portable fans, relocatable buildings, etc.
Reimbursable work that is less than thirty-two (32) hours will be considered as Facilities Engineering Services (400) and processed as a Demand Maintenance Order (DMO)/Operational Work Order (OWO). If work is greater than thirty-two (32) hours, work will be processed as a Project Work Order (PWO). The Contractor shall not dispute the service category assigned by the Government.
