GENERAL INFORMATION
Overview . Solid waste management is a comprehensive approach to managing non-hazardous solid waste that encompasses green procurement, waste prevention, and disposal programs. The Contractor shall dispose of all commercial and industrial waste generated by their projects in accordance with (IAW) all applicable federal, state, and local laws and regulations. The waste shall be disposed of at a Subtitle “D” Municipal Solid Waste (MSW) landfill located in the state of Arizona and approved and fully permitted by the Department of Environmental Management. The Contractor shall pay all applicable fees associated with disposal.
Co-mingling Waste . The Contractor shall not co-mingle or transport MSW refuse with off-post generated MSW refuse. Solid waste and recyclables generated (excluding regulated medical or hazardous waste) shall be collected, transported, and properly disposed of.
Outside Normal Duty Hours . Except for specials events, the Contractor shall not be required to provide services after normal duty hours, weekends and federal holidays. Services outside of normal duty hours must be authorized by the Contracting Officer’s Representative (COR)/Alternate Contracting Officer’s Representative (ACOR).
DESCRIPTION OF SERVICES
Scope . The Government will provide waste containers for Contractor use. For larger construction contracts the contract shall include waste removal as a part of the individual project costs. The Contractor shall maintain and operate the Whitside Clean Landfill and the Barber Green Maintenance Facility.
Ordnance . Under no circumstances shall the Contractor knowingly accept ammunition, explosives, or firearms. The Contractor shall immediately report all potentially explosive items or materials to the Provost Marshal’s Office and Explosive Ordnance Disposal.
Hazardous Materials . The Contractor shall not handle asbestos (without proper personal protective equipment (PPE) and environmental controls), human remains, or compact military food heaters. The Contractor shall not handle bio-medical (also known as “red bag”) or other hazardous materials. The Contractor shall report to the COR/ACOR any hazardous materials identified or discovered at the collection point.
Scavenging . The Contractor shall prohibit scavenging of materials. The Contractor shall not salvage materials. The Contractor shall maintain the collection points to discourage the harboring, feeding, and breeding of disease vectors.
Recycle Support
Recyclables Segregation . The Contractor shall segregate recyclable materials by commodity type. The Government will provide the contract with containers specifically designated for metal, pallets, and green waste.
Hazardous Items . Items such as refrigerators, freezers, and window air conditioner units may contain chlorofluorocarbon (CFC). Items containing CFC shall be picked up and properly disposed.
Scrap Metal Items . The Contactor shall provide the Government with a completed Department of Defense (DD) Form 1348-1A, Issue Release/Receipt Document, to coordinate scrap metal turn in, as needed.
Yard Waste Areas . Wood (tree limbs and branches) shall be collected and chipped. The Contractor shall remove metal objects or any materials that are destructive or damaging to the machines, prior to grinding. Pallets will be collected and disposed of in a Government provided container. Pallets may be reused to store/ship items as required.
Collection Containers
Hazardous Material (HAZMAT ). The Contractor shall notify the Directorate of Public Works (DPW) Environmental Division immediately after asbestos or other HAZMAT has been identified.
Container Spillage . The Contractor shall not overfill the containers provide to them by the Government. The Contractor shall pick up all spillage resulting from overfilling a container. The Contractor shall not fill the provided containers above the fill line. The Contractor shall be required to reimburse the Government for cost associated with overfilled containers. The Contractor will be responsible for any damages caused to the containers provided to them by the Government.
Complaints . Complaints regarding unsanitary conditions due to Contractor negligence shall be corrected by the Contractor within two (2) hours of notification.
Collection Vehicles
Vehicle Maintenance . All operators of Contractor-furnished vehicles shall be licensed by the state and operate IAW installation traffic regulations. The Contractor shall not leave vehicles unattended unless properly locked and secured.
Unserviceable Vehicles . The Contractor shall have serviceable vehicles to ensure completion of contract requirements in the event of breakdowns, repair, or other mechanical problems. Vehicles that are identified as unserviceable shall be repaired or replaced no later than (NLT) seven (7) calendar days at no additional cost to the Government. The Contractor shall provide maintenance and repair service.
Special Events/Tasks
Special Events Planning . The Contractor shall participate in the planning and coordinating of special events. Scheduled special events typically take place installation-wide.
Additional Services . The Contractor shall be allowed to dump asphalt millings, concrete, dirt and rock generated from the project’s activities in the Whitside Clean Landfill as directed by the Government. Material to be landfilled shall be deposited in the northern end of the landfill and pushed off periodically. The Contractor shall manage the asphalt recycling effort. Any asphalt millings generated on the installation may be dumped in the landfill to be recycled. The Contractor shall pile and screen the used asphalt, generating black aggregate base (AB) to be stockpiled and used on unimproved roads, parking lots, road shoulders, etc. on the installation. The Contractor shall stockpile wood chips generated from landscaping activities in the clean landfill. Vegetation shall not be landfilled. The Government shall provide a roll off dumpster in the landfill for the Contractor to deposit vegetation generated from landscaping activities that cannot be chipped. The dumpster shall be emptied by the Government upon notification from the Contractor. All landfill operations shall be performed as preventive maintenance. Access in and out of the landfill will be controlled by the Contractor, where gates shall be locked after hours, weekends and holidays to eliminate illegal dumping and unauthorized entry. Any access that is required by any other entity other than the Contractor shall be coordinated with the DPW Roads and Grounds Quality Assurance Evaluator (QAE) or the DPW COR/ACOR for the Operations and Maintenance (O&M) contract.
Materials . The Contractor shall notify the Government when materials need to be ordered. The Contractor shall pile and maintain construction material to include AB, concrete rock, concrete sand, bedding sand, mortar sand and cold mix asphalt in the bins provided at the Barber Greene Maintenance Facility for use on jobs located throughout the installation. The Contractor shall ensure there is sufficient dry concrete sand for use as emergency snow sand in the covered bin during the period when snow and ice can be expected, normally September through March. Topsoil extracted from the Site Boston borrow pit shall be stockpiled at the Barber Greene Maintenance Facility. Recycled asphalt or black AB shall be stockpiled in the Whitside Clean landfill. Various other rock material may be stored at the Barber Green Maintenance Facility as required.
Other Events

Examples may include abandoned property generated from unit departures or barracks clean-ups. The Contractor shall provide the appropriate labor.
Emergency Work . The COR/ACOR may designate a work requirement as an emergency. The Contractor shall respond immediately to emergency work requests. The Contractor shall divert employees, if necessary, to respond to and accomplish emergency work. Emergency work would be necessary for the protection of life, health, or safety. Response time shall not exceed one (1) hour and work shall commence within two (2) hours upon notification. The Contractor shall continue working until the work is complete.
Reports
Monthly Summary Report . The Contractor shall provide a monthly waste summary report of tonnage landfilled and materials recycled on all work to include sub-contracted work, that is not disposed of in a Government provided container. Waste disposed of in the Government provided containers shall not be reported. Summaries of the tonnage in Government provided containers are already reported on the solid waste contract.
Other Reports . The Contractor shall provide copies of other reports to the COR/ACOR, such as those reports the Contractor develops to submit to State Regulators or to support the Contractor's work system, within one (1) business day of completion.
