About this file

This is a comprehensive Specifications document for delivery order N40085-23-F-4245 related to the P-1112 B72 Resiliency Improvement project at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. The project involves constructing a desalination facility within Buildings 242 and 72, including a new intake at Building 242, discharge at Berth 4, and repurposing Pump Room 5 in Building 72 into a dedicated desalination facility with multi-step treatment processes (ultrafiltration and reverse osmosis). Major components include a new desalination intake pump station, piping systems connecting the buildings, chemical storage facilities, electrical infrastructure, and associated appurtenances. The work encompasses 46 divisions of specifications addressing general requirements, existing conditions, concrete, masonry, metals, thermal and moisture protection, openings, finishes, specialties, fire suppression, plumbing, HVAC, electrical, communications, earthwork, and water/wastewater equipment.

Key administrative and technical requirements include: submission of detailed submittals (safety plans, schedules, quality control plans, shop drawings) using the eCMS system; compliance with EM 385-1-1 safety standards and OSHA regulations; maintenance of cost-loaded Network Analysis Schedules with monthly updates; preparation of as-built and record drawings in CAD format; provision of operation and maintenance manuals and eOMSI facility data workbooks; construction waste management with minimum 60 percent diversion from landfills; coordination of utility outages and critical infrastructure protection; and post-construction warranty management and facility turnover procedures. The contractor must comply with Portsmouth Naval Shipyard-specific regulations including DBIDS access requirements, security protocols, restricted material prohibitions, and work restrictions in occupied facilities operating 24/7. Work must adhere to historic preservation standards and include archaeological monitoring, environmental controls, and specialized testing and commissioning of mechanical and electrical systems.

1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

The work includes the construction of a desalination facility within the area of Building 242 and Building 72 and includes a new intake at Building 242 and a new discharge at Berth 4.

This project will repurpose the Pump Room 5 located in Building 72 to be modified and dedicated to the new desalination facility.

The desalination system will employ a multi-step treatment process to provide feed water for boiler and cooling water in Building 72. In the first treatment step of the process, seawater will be pumped through an ultrafiltration (UF) membrane process. This initial unit process is a prefiltration step before Reverse Osmosis (RO) desalination is used.

Treated water (permeate) from the UF will be pumped through a two stage, high pressure reverse osmosis membrane process.

The major components of this project include:

a. A new intake at Building 242.

b. A new desalination intake pump station within Building 242 that will be installed adjacent to the existing Auxiliary Sea Water (ASW) pump station. The desalination intake pump station will function independently (electrically and hydraulically) of the ASW pump station.

c. A new piping system that connects Building 242 and Building 72. This piping system will convey raw water from Building 242 and Building

72. New conduits for electrical power and signal wires will also be included.

d. A new desalination facility primarily placed within:

(1) The Pump Room S in Building 72

SECTION 01 11 00.00 22 Page 1

If determined necessary by the Contracting Officer, the Government will remove and relocate other Government property in the areas of the buildings scheduled to receive work. After providing written notification, allow 15 calendar days for the Government to relocate Government property.

1.8 FACILITY/UTILITY/SERVICE OUTAGE REQUIREMENTS

Outages are required when normal system operation is or could be impacted for any Portsmouth Naval Shipyard service or thoroughfare, including but not limited to roadways, parking spaces, crane rail, railroads, and utility services (i.e., water, sanitary sewer, storm sewer, electric service, fire alarm). This situation can occur when inspecting, repairing, or upgrading utility systems and equipment, buildings, and structures (facilities). These outages may affect one or several buildings, facilities, production processes, and/or geographical locations. Although most outage requirements are addressed in this section, the entire specification must be reviewed for additional outage requirements.

1.8.1 Operation of Portsmouth Naval Shipyard Utilities/Services

The Contractor shall make utility/service cut overs after normal working hours or on weekends/Federal holidays unless otherwise specified/stated on the contract drawings or approved by the Contracting Officer. This cut over time includes time for deactivation and reactivation. Conform to procedures required in paragraph WORK OUTSIDE REGULAR HOURS (PNSY) herein.

This includes interruption/outage to water, sanitary sewer, storm sewer, telecommunication services (telephone, internet, radio), electric service, air conditioning, heating, fire alarm, compressed air, and other utility services. Anticipated costs must be included in the bid.

The Contractor shall ensure that new utilities/service are complete, except for the connection, before interruption existing services.

The Contractor must not operate nor disturb the setting of control devices in the Portsmouth Naval Shipyard's utilities/service systems, including water, sewer, electrical, air and steam services, except as otherwise noted herein. The Government will operate 480V and 15KV utility systems for the purposes of securing the systems. The Contractor must notify the Contracting Officer giving 15 calendar days' notice when such operation is

SECTION 01 14 00.00 22 Page 7 required. The Contractor is responsible for lockout/tagout and grounding;

Connection to Existing Sanitary Sewer Line: Provide positive verification that the existing line conveys sanitary sewer; verify line is not incorrectly connected to a storm drain.

1.8.2 Outage Request Requirements

The outage request process includes development of an outage plan and package, coordination meetings to promote Shipyard and stakeholder understanding and alignment on outages, submittal of the outage request package, and Government approval.

Outages involving Critical Shipyard Infrastructure require a specific Risk Analysis and Risk Mitigation Plan as outlined in paragraph CRITICAL SHIPYARD INFRASTRUCTURE REQUIREMENTS. The Critical Infrastructure Risk Analysis and Risk Mitigation Plan must be submitted to the Contracting Officer for review and approval 15 calendar days prior to the submission of the outage request.

Significant outages required to execute the work may be outlined in the Contract Documents. The Contract Documents do not include all the outages that will be required to support the execution of all work. The Contractor is responsible for identifying all required outages and for all outage request packages.

All outage request packages must be submitted to the Contracting Officer, who will then submit to the Back Shift Representative for final stakeholder concurrence. Submission of an outage request package without prior coordination efforts with the Government, including but not limited to the Outage Coordination Meeting, may result in rejection/denial of the outage request. Any outage requests denied due to incomplete stakeholder alignment or information required to support the requested outages will not be justification for a delay claim. Outage request packages must be submitted at least 15 calendar days in advance of the target outage date.

The Contracting Officer will provide the Outage Request Form and the local Outage Instruction.

The Outage Coordination Meetings referenced below are intended to provide a forum to review the outage plan and information required to support outage reviews.

At a minimum, each outage request package must include the following:

1) Specific location/system requiring the outage (i.e., utility, roadway, parking space, crane rail).

2) Duration and timing of outage.

3) Scope of work required for the outage.

4) Outage work plan, including organization responsible for each step to accomplish the outage.

5) Adequate sketches/drawings that clearly depict location, SECTION 01 14 00.00 22 Page 8…
