About this file
This is Amendment 0005 to Solicitation N4008526R0005, a Design-Bid-Build (DBB) contract for P1112 B72 Resiliency Improvements at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. The amendment is effective 05 May 2026 and was issued by NAVFACSYSCOM MID-ATLANTIC. The proposal due date remains unchanged at 21 May 2026 NLT 2:00 PM EDT.
The amendment incorporates specification revisions and provides responses to 41 Prequalification Issues (PPIs) submitted by potential bidders. Key specification changes include adding manhole sizing requirements (6' x 6' with minimum 6.5' height) and clarifying acoustic insulation details for wall type 3 (2 1/2" required). Substantive PPI responses address pump tag identification and location clarifications, equipment specifications including sump/drain pumps and chemical feed systems, piping materials and routing (including CPVC lines and CuNi expansion bellows specifications), equipment platform lighting and electrical panel locations, and scope clarifications regarding demolition, painting, and building washing. The responses also confirm design code compliance, fabrication timelines of 36-52 weeks, CLIN election dates of up to 180 days, and reference to DFARS 252.215-7013 regarding nontraditional defense contractor requirements. The government confirmed that fabrication timelines have been properly integrated into the 900-day schedule and that contractors should bid per the solicitation specifications, with technical specifications governing where discrepancies exist between specifications and drawings.

04-01-008, yet that pump has not been located or labeled on the associated process drawings.
The Process Flow Diagrams
(Drawings D-601 and D-602) identify all pump tag numbers associated with the project. These drawings should be used as the primary reference for pump tagging and identification. With respect to the
“Analyzer Pump to Waste” (e.g., tags
03-01-014 and 04-01-008). These pumps are specified 46 30 00

239 D-102
Drawing D-102, General Note 4 states "Reroute Steam and
Condensate Pipe for Ceiling
Heaters to maintain functionality", However, it does not appear that
There is a small diameter pipe (1 inch diameter or less) that provides steam and condensate water to the existing heaters (two in total both located at the corner). The heaters are mounted the heaters or piping are shown on the drawings. Please clarify the location of these existing items, and what the plan for rerouting the pipes may be, as well as the pipe material and size.
high at the ceiling, but the pipe is low, approximately half way up the wall.
The panels proposed are going to conflict with existing piping. Piping should be routed above the proposed equipment.
240 D-601
Drawing D-601 shows a pipe line connecting the Sulfuric Acid Tank
02-07-002 to the Sulfuric Acid
Scrubber 02-07-009. We do not see this line on the plan or section views. Please clarify the pipe size and routing.
A 1” CPVC line shall be provided from the sulfuric acid tank to the scrubber located in Room C. Final routing shall be determined by the contractor in coordination with site conditions and installation requirements, ensuring proper support, protection, and accessibility.

Drawing D-502, Detail B shows
Chemical Feed/Sample Tap
Corporation Guard. Please clarify if this Guard is to be provided at all
Chem Feed/Sample Taps or just where there are multiple taps.
The Chemical Feed / Sample Tap
Corporation Guard shown on
Drawing D-502, Detail B is required to be provided at all individual chemical feed and sample tap locations, not only at locations with multiple taps.
D-102 &
D-301
Drawings D-102 & D-301 both make reference to a "Pig
