About this file
This is an amendment list dated November 12, 2025, providing clarifications and corrections to bidders for Project P-1112 B72 Resiliency Improvement, a desalination plant project at Portsmouth Naval Shipyard (PNSY). The amendment addresses price proposal form corrections, drawing revisions, and specification updates necessary for accurate bid preparation.
The amendment reorganizes Cost Line Item Numbers (CLINs) and Sub-Line Item Numbers (SLINs) for the base price (0001) and eleven optional items (0002-0012). The base price encompasses hazardous material abatement in multiple pump rooms and buildings, structural work, desalinization process installation, electrical systems, site civil features, fire protection systems, spare parts, and maintenance workshop construction. Optional items include cooling tower permeate supply, piping material substitution, saltwater tunnels, storm drainage rerouting, post-construction services, temporary ASW system, staircase demolition, brick repointing, bridge crane installation, and accessory structures. The amendment provides 29 detailed drawing and specification corrections affecting mechanical systems, structural details, electrical layouts, and demolition plans. Key technical clarifications include valve installation locations, tunnel sediment management (assuming 50% sediment fill), electrical ductbank modifications for the B242 accessory structure, flowable fill placement procedures, and exhaust fan requirements. The document includes a figure showing scope boundaries for Building 242 process equipment and a diagram illustrating the planned electrical junction box manhole location relative to the accessory structure.

a. Sediment in tunnels. The contractor is advised that:
i. Flowable fill can be placed above the existing sediments.
ii. All efforts should be taken to dewater the sediments.
iii. Installing flowable fill above the sediments is not considered to be a structural, rather it will reduce the risk of collapse, so that in the event of a collapse, settlement will be reduced.
iv. As the entry points in the tunnels are established, additional information on the subsurface conditions will be evaluated to determine if additional actions are warranted.
27. The planned new electrical junction box on west face of Bldg 242:
a. Contractor to Modify the ductbank with installation of a manhole west of the accessory structure to better allow for additional bend in ductbank. This will Require confirmation that there is no impact with other utilities for the manhole structure and partial demo of a corner of the loading area which would generally be inaccessible. This brings the ductbank above grade directly below the intended location of the junction box at the face of the accessory structure.
28. The B242 accessory structure: Drawing EP-109
a. Add New Keynote 4:
Furnish and install exhaust fan with interlocked outdoor air louvers. Exhaust CFM to be determined by contractor via shop drawing submittals. The accessory building design drawings to be prepared to PWD-Maine CAD Standards.
