About this file
This is Amendment 0006 to solicitation N4008526R0005, a Design-Bid-Build (DBB) project for P1112 B72 Resiliency Improvements at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine, issued by NAVFACSYSCOM Mid-Atlantic on 12 May 2026. The amendment extends the proposal due date from 21 May 2026 to 28 May 2026, both at 2:00 PM EDT, while the PPI (Prospective Prime Information) cutoff date remains unchanged at 23 April 2026. The contracting officer is James A. Godwin.
The amendment incorporates specification and drawing revisions across multiple disciplines and provides responses to 41 previously submitted PPIs. Key revisions include: specification changes to roof hatches (Section 05 50 13 2.10) detailing aluminum construction with specific dimensions and safety features; clarification on stair treads to be metal grate rather than concrete-filled; confirmation that all stairs use metal grate construction; specification updates for floor hatches with loading capacity of 300-lbf/sq ft; and deletion of manufacturer's technical representative requirements from final testing procedures. Additionally, the amendment clarifies bid option scopes, including confirmation that Option 8 (Workshop installation) is now a CLIN 0001O under the base bid; defines small business participation requirements at 20 percent minimum for Factor 5 evaluation; addresses extensive piping material specifications including copper-nickel (CuNi), super duplex stainless steel (SDSS), and polypropylene materials with specific clarifications on transition points and routing; confirms fire-rating requirements for structural members and wall assemblies; specifies 14 sample valve locations throughout the process system; and provides detailed responses on electrical equipment placement, HVAC sizing, and compliance with UFC 4-010-06 cybersecurity standards for networked devices. The PPI responses address technical questions regarding structural details, mechanical systems, electrical design, plumbing materials, and project scope clarifications essential for accurate proposal development.

system? If not, will NAVFAC please issue design specifications under UFC 4-010-06 for those other in-scope FRCS that require cybersecurity?
Current bid date of 4/30 overlaps with bid date for NAVFAC MACC
B60 project also at PNSY. Due to this and as PPI responses are still forthcoming, kindly request extension to 5/14/26 for final bid date for this project to ensure proper vendor coverage and ability to distribute PPI responses and accommodate associated updates once received.
See proposal due date extension.
As PPI responses have not yet been issued and the responses will need to be evaluated and acted upon by all vendors and contractors pricing this project, we request that the proposal submission date be extended to May 21, 2026, to allow for that effort to be effectively completed. It is also noted that some PPI responses may derive follow-up questions that will need to be resolved prior to proposal submission.
See proposal due date extension.
MD-103 Demolition
Key Notes
MD-103 states that there will be no demo in Room M under the base scope. However, per memorandum issued 12NOV2025, the base scope
(option 8) as identified on the correction table, line 0001O is considered option 8. Please confirm if the mechanical demo on
MD-103 is base scope or not, as the interchanged CLINs and options utilization is not clear.
Memorandum issued 12 Nov 2025 is clear as it changes Option 8 (formally
CLIN 009) to a CLIN 0001O which is now an item under the base bid.
BWRO from
SWRO
Cartridge
Filters
Please confirm that the cartridge filters prior to the BWRO are needed. Since the feed from the
BWRO is directly from the SWRO these cartridge filters will likely cause more harm that good. There will be increase hydrological issues, wear and tear of cartridges, and potential risk of adding contaminants via use. Ideally, these could eliminated from the scope/design.
The cartridge filters shall remain in the scope and design
