1 Electrical Because this facility is owned by the

United States Federal Government, and is utilized as a Maintenance Utility

Building, we understand that Unified

Facilities Criteria (“UFC”) 3-520-01 and

Unified Facilities Guide Specifications

(UFGS) Section 26 05 19.10.10 shall apply for purposes of competitive bidding and project execution. To ensure that the project is bid and constructed in accordance with the applicable regulations and requirements, please confirm that UFC 3-520-01 and

UFGS Section 26 05 19.10.10 shall apply to this project. Specifically, please confirm that bidders are permitted to utilize the type(s) of material(s) described in UFC 3-520-01 and UFGS

Section 26 05 19.10.10 applicable to their scope of work despite any potentially contradictory provisions in the design plans and specifications.

As a federal project, all Department of

Defense UFC standards are applicable. Applicable UFGS specifications are included in the project technical specification sections, edited to project requirements. Reference the applicable technical specifications for requirements.

2 Electrical Regarding the Build America Buy

America Act (“BABA”), please confirm the products in this design and that are specified comply with all BABA requirements or otherwise please:

1. Identify any and all General

Applicability Waivers related to any products, categories of products or manufactured products specified for this project.

2. Name any and all project level waivers that have been proposed and/or awarded for this project.

Project is designed to comply with the

Buy American Act.

3 Given the complexity of this project and the level of effort required to prepare a comprehensive effort and proposal, we request that the proposal due date be extended to May 15, 2026. This will afford Contractors the time needed to provide the Government with comprehensive, cost efficient proposals.

See Amendment for due date extension.

4 Salvage disposition list, which items are assumed required and at what point during the project will the Government

Refer to AD101 for salvaged material.

Awardee shall submit post award RFI.

Contracting officer issue disposition for salvaged materials?

5 S-002 Pre-engineering metal building ,"Metal framed building, States the metal building manufacturer must provide supplemental framing to support the required building systems and equipment loads at no additional cost to owner."

Government to provide values for all equipment loads to be supported.

Contractor shall provide equipment loads based on selected manufacturer.

6 Please explicitly define the scope of the engineering requirements for the cold form metal framing

The Engineer delegates the design of the pre-engineered metal building

(PEMB) to the metal building manufacturer (MBM). The MBM will submit the design drawings and calculations to the Engineer I9:I213 for final review and approval after the

MBM has had the drawings and calculations stamped by a third-party licensed engineer.

7 S-101 Government to provide information related to size, depth, and installation date of existing duct banks shown on S-

101. Government to confirm existing ductbank conditions will be acceptable with proximity of pile installation efforts.

Location of ductbank was identified within design. Keynote #1 on S-104 indicates that the GC will need to field-verify the extents of the duct banks prior to pile installation and construction.

8 If specific manufacturers were used in space planning, design coordination and design of the building structure, please provide the information from the manufacturers that was incorporated into the building design. Please confirm design flexibility was incorporated to account for all approved manufacturers in the case an approved manufacturer is procured in lieu of the BOD.

Confirmed. Design flexibility was incorporated and no basis of design manufacture was required.

9 Will contaminated soils, classified as non-hazardous soil for disposal by spec definition be the responsibility of the contractor if discovered after bidding during soil classification testing?

Contaminated soils require increased

PPE controls and have special disposal restrictions as mandated by PNSY which will increase cost. How should bidders quantify this unforeseen increase?

The Contractor will need to dispose of all soils in accordance with the

Specifications in the RFP. The

Contractor should assume any soil determined 'contaminated' by the disposal facilities should be priced as hazardous soil for the purposes of bidding.

10 Confirm if any dust cleaning of the building surfaces will be necessary to remove hazardous dust prior to construction. E.g. lead, ACM, guano, pcb, etc.

Refer to RFP Specification Sections

02 82 00.00 22 and 02 83 00.00 22

11 Please confirm the building life safety has been evaluated by the

AHJ/Navfac/USACE FPE/QFPE and the layout shown on the drawings meets or exceeds the code requirements for the system. If not, please confirm how much scope is required to be installed for final acceptance but not shown on the documents.

Confirmed. NAVFAC Fire Protection

Engineer has reviewed the project bid documents.

12 C-001 Utility

Materials

Please confirm the extents of applicability of "yellow" and "orange-yellow", "Protective Clothing" under this section, particularly as it applies to typical construction PPE (i.e. vests, jackets, etc.)

Construction PPE such as safety vests/jackets, ear plugs, and safety goggles/glasses are allowed.

23 Please confirm any restricted areas, security islands, or other areas associated with this project that may require the use of escorts.

No escorts are required.

24 Government requires 3 week notice for escorts, confirm that escorts will be available 100% of the time provided 3 weeks notice is given and escorts are requested.

See response to PPI 23.

00.00 1.7

Government notes existing equipment and materials are to be protected during occupied building operations.

Government to provide a list of what materials, desks, chairs, office equipment etc. is anticipated to be covered, moved, or relocated during the duration of the project.

Equipment that requires protection during construction includes thermal and electrical equipment operating inside the facility.

28 Please identify any lighting that is considered to be "CIA Lighting", so that the proposers can quantify any potential temporary lighting necessary.

The lighting in this project is not part of enforcing security requirements for illumination of the CIA fence secure boundary and should comply with standard interior and exterior lighting requirements.

29 Please identify the specific ACI certification required for the "Lead

Foreman or Journeyman of the Concrete

Placing, Finishing, and Curing Crews" for cast in place foundations and/or flatwork.

The Lead Foreman or Journeyman must be an ACI certified Concrete

Flatwork Technician and Finisher.

30 How much ambient noise and visibility obstructions should be factored into the engineering of the fire alarm system?

Has the current design considered these factors?

Current design shows a general layout and location of fire alarm devices. It is the Contractors responsibility to determine the best location and characteristics for devices based on final equipment selections and layout.

31 Confirm if AACE 53R-06 will be used to determine if monthly NAS update will be accepted for payment or in lieu of this publication, please provide alternative standard or criteria.

Primavera P6 is required in accordance with specification 01 32

17.00 20.

32 Contract Documents include references for NFPA 101. Please confirm all applicable scope associated with this reference are detailed, described and/or identified in the plans and specifications and the design complies therewith.

Bid per plans and specifications.

33 Please confirm all existing pathways planned for installation and ductbanks depicted on this project have been evaluated for compliance with TIA-569 stipulations for bend, separation, etc.

Specification 27 10 00 and reference to TIA-569 is applicable to newly installed infrastructure only. Where identified for installation within existing infrastructure, compliance to this TIA-569 is not required.

34 Confirm the conduits sizes shown on the contract documents comply with the

TIA-569 requirements.

All conduits are sized minimum 3/4" in accordance with UFC standards and in compliance with TIA-569 requirements for horizontal installations.

37 E-002 Electrical

Demolitio n Notes

The BWRO treats SWRO permeate only and does not require seawater process design. However, as the units are located in a coastal/marine environment, materials must be suitable for external salt exposure.

Standard galvanized components and carbon steel fasteners are acceptable provided they have proven service experience in similar coastal

SWRO/BWRO installations and corrosive water will not be in contact with the galvanized components.

Financial statements can be submitted with the Offeror's price proposal as requested in the RFP. Alternately, if required, Offeror's may submit financial statements securely via

DoDSafe. Financial documents submitted this way must still comply with the proposal due date as stated in the RFP. Late submissions will not be accepted.
