About this file

This is a Small Business Participation Commitment Document (SBPCD) template for the P1112 B72 Resiliency Improvements project at Portsmouth Naval Shipyard in Kittery, Maine (Solicitation N40085-26-R-0005). The document is required to be completed by all offerors—both large businesses and small businesses—to demonstrate their commitment to small business subcontracting and to support evaluation under Factor 5, Small Business Utilization and Participation.

The SBPCD requires offerors to identify their business size classification and applicable socioeconomic categories (SDB, WOSB, EDWOSB, HUBZone SB, VOSB, SDVOSB), provide a subcontracting breakdown including total contract value, self-performed work, and subcontracted work, and commit to a minimum of 20% small business participation of total contract value. Offerors must complete a participation table detailing dollar values and percentages for each small business category and identify specific small businesses with firm written commitments (such as teaming agreements, joint venture agreements, or signed letters of commitment) that support the minimum participation requirement. If the 20% minimum small business participation is not met, a detailed explanation is required. Large business offerors not intending to subcontract must explain why subcontracting would not result in efficient contract performance, while small business offerors planning 100% self-performance are exempt from this requirement. All dollar amounts must be rounded to the nearest whole dollar and percentages to the nearest tenth of a percent.
