About this file
This document is a Pre-Proposal Questions & Answers (Q&A) document for a federal contract solicitation for the FY24 MCON Project P-614 Joint Consolidated Communications Center at Joint Region Marianas Andersen, Guam. The document contains 53 technical and procedural questions from potential contractors, with corresponding responses from the Naval Facilities Engineering Systems Command Pacific regarding various specifications, drawing details, material requirements, and project logistics.
Key highlights include multiple requests for bid deadline extensions, clarifications on specific technical specifications like electrical systems, wall and ceiling details, environmental controls, and confirmation of requirements for specialized systems like precision cooling, uninterruptible power supply, and clean agent fire suppression. The government consistently defers some detailed responses, indicating potential forthcoming amendments, and maintains the core requirements for the project, which involves constructing a two-story reinforced concrete communications center with sensitive facility construction requirements, estimated between $100-250 million with a 1,286 calendar day completion period.

71. RFP Document 00 22 00, pages 5-6 – Concerning the response for Non-Price Proposal Factor 3 – Safety, the RFP requires Offerors to provide the DART and TRC Rate information, along with supporting OSHA 300 log and OSHA Form 300A summary, for the five previous complete calendar years; however, the RFP notes years 2023, 2022, 2021, 2020, and 2019.
Please confirm that those specified years are indeed the years of information the government indeed desires that Offerors submit information for.
ANSWER: See response to Q69.
RESPONSES DEFERRED FROM NOTICE NO. 12 DATED 02 May 2025
119. The current bid due date is set at 14th May 2025. With all of the recent RFPs and Guam MACC Phase 2 bids, it is a very big strain on the estimating and subcontracting community to meet this deadline, especially considering the specialist requirements of this bid. In order to offer the Government the lowest cost proposal, we respectfully request a four (4)-week extension to the bid date.
ANSWER: The proposal due date will be extended in a forthcoming amendment.
RESPONSES FOR NOTICE NO. 14
162. DIV 25; In the absence of UFGS 25 08 11.00 20 Risk Management Framework for Facility Related Control Systems specification, requesting confirmation if cybersecurity contractor is responsible for RMF and eMASS as outlined in DoDI 8510.01, or if the government will be responsible for this scope.
ANSWER: The goal of the UFGS 25 05 11 is not to achieve an ATO, it is to fundamentally incorporate cybersecurity into construction, in support of the RMF process outlined in the DODI
8510.01. The absence of the 25 08 11.00 20 indicates that administering eMASS and going through the complete RMF process is a separate effort that the government will have to pursue if required.

RFP N62742-25-R-1303
163. The specified 50,000 Gal fuel tanks present multiple and expensive logistical shipping challenges. A tank of this dimensions is too large and too heavy to be shipped to Guam. There are weight limitations to unload a tank of this magnitude at the Port of Guam. Also, to transport the tanks from the Port of Guam to the actual jobsite will present multiple challenges significantly increasing the cost. Special permits for transportation of cargo this size within Guam will cause unnecessary delays to the project. A 12,000 gal tank has the weight and dimensions that can be accommodated as regular cargo for ocean shipping and transport within Guam. 12,000 gal tanks and/or combination of them have been successfully specified and installed in recent similar projects in Guam. Please consider replacing the 50,000 gal fuel tanks for a combination of 12,000 gal fuel tanks that can provide the same amount of fuel storage at a fraction of the price.
ANSWER: It has been confirmed with the freight forwarding company and the basis of design tank manufacturer that it is possible to ship 50000gal tanks through the Port of Guam.
Additionally, a larger quantity of smaller tanks will not fit within the existing site constraints. As such, the 50,000gal tank design stands as-is.
164. SF1442; The Price Proposal Schedule CLIN 0001AD is based on a Lump Sum. Please consider changing this CLIN to a unit price ($/CY) based on 6,000 CY to match CLIN 0001AC.
Otherwise, bidders would have to assume that the entire volume of dirt under footings, SOG, pavements, and utility beddings is unsatisfactory unnecessarily increasing the cost to the Government.
ANSWER: See response to Q120.
165. SF1442; CLIN 0002AB has a 5% “Handling and Administrative Rate” for the Contractor to handle the FFE scope of work. Five percent is not enough to cover the scope and only covers the Guam Gross Receipts Tax. Please advise what CLIN should the bidders use to include the complete handling and administration such as staffing (bidding process, contracting, submittals, tracking materials, schedule updates, etc.), general conditions, general requirements, bonds and insurance, contingency, profit, etc.
ANSWER: Bid according to RFP.

Please confirm whether or not the above listed FARS are still applicable to this contract.
ANSWER: Please see Amendment 0004.
167. 00 70 00; Document 00 70 00 NEGOTIATED CONTRACT CLAUSES, Paragraph 1.71
FAR 52.225-11, BUY AMERICAN – CONSTRUCTION MATERIALS UNDER TRADE
AGREEMENTS (NOV 2023). Previous Free Trade Agreements are no longer in place due to the recently imposed tariffs by the current Administration. Please indicate how NAVFAC will handle material cost increases due to the volatility of market futures and uncertainty of the world markets. A 150 day award period is too long and difficult to forecast.
ANSWER: The solicitation remains unchanged. A contract resulting from this solicitation will be administered according to terms and conditions stated in the solicitation.
168. 01 35 13.04 30; Specification Section 01 35 13.04 30 INDUSTRIAL CONTROL SYSTEMS PROCUREMENT FOR AIR FORCE CONTROLS SYSTEMS/3.1.1 Contractor Personnel Requirements, the last sentence of the first paragraph states that a favorable security background check in accordance with IT-II designation.
A. Please provide details of what the IT-II designation requirements are for a favorable security background check.
B. Please indicate the duration of the security background check.
C. Please indicate the cost of the security background check.
D. Please indicate the entity responsible for performing the security background check.
ANSWER: Response deferred.
169. 01 50 00; Specification Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS/3.2.1/b. states that Contractor shall provide electric generation and controls for all AAFB sites that will be temporarily without electricity due to the outages required to connect P-614 to circuits P81 and P95.
A. Please provide size and quantity of the generators required.
B. Please provide electrical loads required and hours of operation of buildings to be serviced by temporary generators.

PEARL HARBOR HI 96860-3134
RFP N62742-25-R-1303
C. Please provide the type of controls (including compatibility requirements and functions) required.
ANSWER: A. If a circuit outage is required to connect the new JC3 (P614) building to P81 and/or P95, the Contractor should coordinate with the AAFB to determine how existing switches can be employed to isolate manholes MH-166 and MH 95-12 while minimize outages to existing buildings and base facilities. Existing base circuit maps and one-line diagrams can support plans for switching circuits on/off.
For MH 166:
There are two circuits that currently exist in this manhole. (P68 and P81). It is estimated that the following buildings will require some generation in order to connect the new JC3 (P614) building o Building 23008 fed from SW166 fed by T23008 (300KVA) o Building 23028 fed from SW166 fed by T23028 (750KVA) o Building 23010 fed from SW166 fed by T23010 (225KVA)
Note 1: Contractor to verify the number of circuits in manhole.
Note 2: Contractor may be able to use existing, on-site generation for one or more of these buildings. GOV will need to coordinate this.
For MH 95-12:
There is one circuit that currently exists in this manhole. (P95) It is estimated that no building or other base facilities will require temporary generation if this manhole is isolated via switching.
Note 1: Contractor to verify the number of circuits in manhole.
B. Government to provide hours of operations for building and base facilities that require temporary generation.
C. Government to provide a list of buildings that can provide on-site generation if disconnected from the AAFB grid.
170. 01 50 00; Specification Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS/3.5.1 Administrative Field Offices. Please clarify if these field office facilities are for the Government or for the Contractor. Also, the description includes providing a heater. Usually, space heaters are not required in Guam. Please confirm a heater is not required for this project.

171. 01 57 19.03 20; Specification Section 01 57 19.03 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS Munitions Response Explosives Safety Submission (MRESS) Guam Construction. Please provide the Annex developed for this specific site, if available.
ANSWER: Please see Amendment 0008.
172. 01 57 19.03 20; Specification Section 01 57 19.03 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS Munitions Response Explosives Safety Submission (MRESS) Guam Construction/1.3 ANOMALIES. The last sentence of the second paragraph states: “Contractor assumes the risk that the number of anomalies encountered at the project site may differ from historic averages.” Please consider removing this sentence from the RFP. The Government should assume this risk as the Government has all the pertinent information and the Contractor does not. If Contractor shall assume this risk, a sizeable contingency will be added to the cost of the project in order to deter the risk. This would not be the best use of taxpayers monies.
173. 02 61 13; Specification Section 02 61 13 EXCAVATION AND HANDLING OF CONTAMINATED MATERIAL/1.1.2 Payment states that compensation for excavation and onsite transportation of contaminated material will be paid as a unit cost. However, Form SF1442 Price Proposal Schedule doesn’t have a CLIN for such unit price.
A. Please advise how the bidders are to provide such unit price.
B. Please provide a quantity in cubic yards to use as a base to establish the unit price.
174. 02 61 13; Specification Section 02 61 13 EXCAVATION AND HANDLING OF CONTAMINATED MATERIAL/1.3 DESCRIPTION OF WORK. The second sentence of the first paragraph states that excavated soil material will be moved within AAFB to the North Ramp stockpile area. Please provide exact location of such stockpile area or provide distance from jobsite in order to establish the transportation cost.
ANSWER: Use of North Ramp stockpile location is confirmed. Haul distance is approximately 12 miles.

175. 02 61 13; Specification Section 02 61 13 EXCAVATION AND HANDLING OF CONTAMINATED MATERIAL/1.3 DESCRIPTION OF WORK. The fourth sentence of the first paragraph states that approximate locations and characterization data of contaminated material are shown on the Hazardous Material Survey and Soil Screening Report for FY24 MCON Project P-614 Guam Joint Consolidated Communications Center. Please provide such report.
ANSWER: Please see Amendment 0009.
176. 02 61 13; Specification Section 02 61 13 EXCAVATION AND HANDLING OF CONTAMINATED MATERIAL/3.6.3 Sampling Beneath Storage Units. This paragraph talks about collecting samples from beneath each storage unit prior to construction and after removal of storage unit. What storage units are these? Please provide a sheet number where these storage units can be found on the drawings.
ANSWER: These are storage units for contaminated soil or materials. The Contractor may or may not use storage units; however, if needed, contractor will propose the location for Government approval.
177. 02 61 23; Specification Section 02 61 23 REMOVAL AND DISPOSAL OF PCB CONTAMINATED SOILS. Please confirm that if PCB contaminated soil is found, it will be treated as a differing site condition and Contractor will be compensated via Change Order for all work related. Also, please confirm that Certified Industrial Hygienist testing shall be included with the Base Bid.
ANSWER: Confirming that should PCB contaminated soil be discovered, it will be treated as a differing site condition and addressed via Change Order, subject to Government review approval.
CIH testing will be included in the base bid for four (4) PCB soil samples.
178. 02 61 23; Specification Section 02 61 23 REMOVAL AND DISPOSAL OF PCB CONTAMINATED SOILS/3.6.2 Disposal. Please confirm there is an available regulated landfill in Guam that will receive PCB contaminated soil in accordance with 40 CFR 761 at TSCA and meeting the requirements of 40 CFR 761.75.
258 MAKALAPA DR STE 100
PEARL HARBOR HI 96860-3134
RFP N62742-25-R-1303
ANSWER: PCB-contaminated soil exceeding 50 ppm does not meet 40 CFR 761.75 criteria and must be disposed of at an approved off-island TSCA facility. Contractor will coordinate transportation, manifesting, and disposal in full compliance with applicable federal regulations and contract specifications.
179. 02 81 00; Specification Section 02 81 00 TRANSPORTATION AND DISPOSAL OF HAZARDOUS MATERIALS. Please provide the exact scope to be covered by this specification section (characterization of material, location, depth, quantity, area to be disposed off, etc.).
Also, please provide guidance as how the Contractor will be compensated (Unit price, Change Order, Unforeseen Condition, etc.)
ANSWER: Contractor shall characterize encountered materials and submit a Hazardous Waste Management Plan per paragraph 3.1. If unforeseen hazardous waste is found during earthwork, such as asbestos cement pipe, a Change Order may be submitted under the Differing Site Condition clause.
180. 02 82 00; Specification Section 02 82 00 ASBESTOS REMEDIATION/1.2.13 Disturbance mentions that there is a possibility to uncover utilities which may have potential asbestos containing materials. Please confirm that if this is the case, the Government will treat this as an unforeseen condition and the Contractor shall be compensated accordingly. Otherwise, please provide a complete Hazardous Material Investigation report for the project site.
ANSWER: In section 02 82 00, paragraph 1.2.13, disturbance of hidden or underground utilities that may contain asbestos is possible. Sampling of underground utility pipes or manhole interiors was not scoped in AE’s hazardous material surveys. Therefore, materials were assumed to be asbestos-containing material (ACM) and must be treated accordingly until proven otherwise through testing. If confirmed as ACM, the contractor may qualify for compensation under a Differing Site Condition via Change Order.
