PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-25-R-1303

FY24 MCON PROJECT P-614 JOINT CONSOLIDATED COMMUNICATIONS

CENTER JOINT REGION MARIANAS ANDERSEN, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

RESPONSES FOR NOTICE NO. 21

272. Non-CUI Notice 14 Q/A #218 and Spec Section 03 30 00 para 3.9; Disposition of Surplus Material; Notice 14 answer 218 did not provide guidance to the question. The answer simply restated a sentence in the paragraph in question without offering appropriate clarification.

1. Please define the chemicals/compounds required to be tested and provide frequency of testing.

2. If testing confirms that it is contaminated material, please confirm that the materials will be disposed off at the North Ramp Stockpile.

ANSWER: Response deferred.

273. Communication Building and Generator Building Drawing A-605A, A-602B, and Spec.

Section 08 91 00; Wall Louvers; Spec Section 08 91 00 specifies hurricane resistant stainless-steel louvers. However, none in the industry has an AMCA rated stainless steel formed hurricane louver. Please confirm whether we may use extruded aluminum as an alternative since it will also meet all the requirements as per the specifications provided.

274. Based on the recently issued AM0011 for RFP N62742-25-R-1303 FY24 MCON P-614 Joint Consolidated Communications Center. Kindly confirm if the Subcontracting Plan submission date will be for May 28 or May 29 HST.

ANSWER: Please see Amendment 0013.

RFP N62742-25-R-1303

275. Reference Amendment 0011, revised DOCUMENT 00 21 16, INSTRUCTIONS TO PROPOSERS. The revised section adds the requirement of a Small Business Subcontracting Plan. This is typically submitted as its own volume. Please advise further on the Government’s instructions for submitting this document, as there are no instructions on where to include it. For example, how many copies do offerors submit? Do we provide them in a separate volume? Box labels?

ANSWER: Please see Amendment 0013.

276. Reference Amendment 0011, revised DOCUMENT 00 21 16, INSTRUCTIONS TO PROPOSERS. Please confirm that the Small Business Subcontracting Plan, which is based on the Offeror’s final bid price for the P-614 project, can be submitted up to five business days following the 28 May 2025 submission date. This period between the price proposal due date and submission of the plan has been a practice of NAVFAC Pacific on previous one-off project solicitations and is critical for Offerors to provide realistic goals and commitments to SBs based on bid day proposal submissions from the SB community to prime offerors.

ANSWER: See answer in Q275.

277. According to the civil drawing, the sewer line A3-1 near the Generator Building (CU105A) is indicated as 4". However, per mechanical drawing M704B and plumbing drawing P401B, the connected pipe inside the building is shown as 3".

Please confirm which pipe size is correct for coordination and installation.

278. The profiles for Water Line A4 (as shown on CU103A) and Water Line A2 (as shown on CU105A), which are part of the connection between the Main Water Line A and the Generator Building, do not appear to be included in the current drawing.

Kindly provide the missing profiles for coordination and construction reference.

279. Drawings C3 on XT110D and C3 on XT111D, both show electrical lines connecting TMH 27-B2 to the Generator Building. While the routes are not exactly identical, they appear to represent the same connection. Please confirm whether this is an intentional duplication or if one of the lines should be disregarded.

RFP N62742-25-R-1303

280. In drawing C3 on XT111D, the electrical line connecting THH-A1 to ICS references detail C3 on XT301D. However, this detail does not appear to exist in the current drawing. Please confirm whether this is a missing detail or if it has been renamed or relocated under a different drawing.

281. According to drawings P428A and P432A, there is a 1" CW pipe running from the building’s mechanical room to the mechanical yard. However, when reviewing the water riser diagram on drawing P907A, the length of this line appears to be incomplete or partially missing.

Please confirm whether there is a discrepancy and clarify the full extent of the line.

RFP N62742-25-R-1303

282. However, we also note the re-addition of the requirement for a subcontracting plan, which currently only states under Paragraph 1.1.c of RFP Document 00 21 16 that “PRICE AND NON- PRICE PROPOSAL PROPOSALS (ELECTRONIC): An electronic copy of the price and non-price proposal proposals shall be submitted in .pdf format on a CD-ROM with the paper copy of the subcontracting plan.” Therefore, we submit the following RFIs to hopefully clarify the subcontracting plan requirement:

1. With regard to the re-incorporation of the subcontracting plan requirement by Amendment No.

0011, please also provide the following information that is normally included in RFP Document 00 21 16 with regard to the subcontracting plan:

• The specific submission requirement for the Subcontracting Plan, i.e. number of copies, submittal due date/time, etc.

• The specific information Subcontracting Plan information, especially provided NAVFAC’s command-wide small business subcontracting targets that are applicable to this project.

2. Referring to the subcontracting plan template provided within Amendment No. 0011, page 12, Attachment 1 requires the breakdown of the base and three (3) option year periods. However referring to the SF1442, Price Proposal Schedule, it includes only a CLIN 0001 for the Base Item, CLIN 0002 for the Planned Modification, and CLIN 0003 for the Base Item No. 1.

Furthermore, option years are not applicable to this stand-alone project and Item 1 on page 2 of the Subcontracting Plan Template requires that the “Total Contract Value” reflect the “Total CLINS 0001 and 003”. Therefore, please revise Attachment 1 to match the Price Proposal Schedule or delete in its entirety.

3. Furthermore, as understood and allowed by most NAVFAC RFPs, please allow submission of the subcontracting plan within one (1) business day of the price proposal submission to assist offerors in providing a complete and competitive price, as well as non-price, proposal submission.

ANSWER: Please see Amendment 0013

283. Kindly confirm if the Subcontracting Plan submission date will be for May 28 or May 29

HST.

ANSWER: See answer Q282.

284. Under Paragraph 2.3 of RFP Document 00 22 00, it states that “The Government will evaluate only the information provided in Attachment A and all other information provided on other than Attachment A will not be considered. The Offeror may expand individual blocks on the Attachment A; however, Attachment A for each project submitted shall not exceed a total of four (4) single-sided pages [or, two (2) double-sided pages], 8.5” x 11”, 1” margin left/right/top/bottom, and 10-point font or larger. Attachment A submittals that do not comply with these requirements will not be evaluated.” Therefore:

a. As the margins of the Attachment A are not 1” margins on all sides, kindly confirm that offerors may utilize the Attachment A with its set margins, or confirm we are able to modify the form to conform to the 1” margin requirement.

b. Due to the empty space large space in Block 1, the empty space on page 2, as well as large spaces in Block 9 and page 4, please confirm that offerors may also narrow individual blocks on the Attachment A.

ANSWER:

a. Bid in accordance with the RFP.

b. See RFP Document 00 22 00, 2.3 Technical Evaluation, Factor 1 – Experience para. a.

285. Attachment A requires offeror to enter their Entity Identifier (DUNS #) in Block 1;

however, please note that DUNS is no longer utilized, and the proper acronym is UEI or UEID.

ANSWER: Please see Amendment 0011.

286. Blocks 8, 9, and 10 require offeror to enter redundant information. In particularly:

a. Block 8 requires offerors to identify the relevancy of the project, including the individual feature met; such information is also required to be inputted again in Block 10. Please clarify if that is indeed the government’s intent to have offerors provide repetitive information, especially given the four (4) single-sided page limitation of the attachment.

b. Bloc 9 requires offerors to “Provide a detailed description of the project and individual feature identified”. However, Block 10 also requires offerors to “Provide a detailed description of the relevant construction individual feature that was performed on this project AND the specific entity that performed the individual feature”. Please clarify if that is indeed the government’s intent to have offerors provide repetitive information, especially given the four (4) single-sided page limitation of the attachment.

ANSWER: Please see Amendment 0011.

Otherwise, plese indicate how the bidders are supposed to quantify and price this on their proposals.

293. Amendement No. 0011 introduced an Individual Small Business Subcontracting Plan. Plese provide the small business designations and goals expected by the Government.

ANSWER: Please refer to Amendment 0013.

295. Please confirm that the Subcontracting Plan shall be submitted the day after (5/29/2025) the Price Proposal is due as customarily required.

ANSWER: Confirming Total of CLINs 0001 and 0003.

297. Amendment No. 0011 Small Business Subcontracting Plan & SF1442 Price Proposal Schedule - Base Bid and Operations: Attachment 1 of the Subcontracting Plan requeires 5 pricing columns to be filled in: Base, Options 1 through 3 and Total.
