PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-25-R-1303

FY24 MCON PROJECT P-614 JOINT CONSOLIDATED COMMUNICATIONS

CENTER JOINT REGION MARIANAS ANDERSEN, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

RESPONSES DEFERRED FROM NOTICE NO. 12 DATED 02 MAY 2025

120. On the current pricing table, item 0001AC Over excavation is to be priced at a unit rate on an assumption of 6,000 cubic yards. Line items 0001A and 0001AD have a similar description but are listed as a Lump Sum. This appears to conflict with items 4, 5, and 6 on the following page, which state that all three (3) options will be paid based on actual quantities. Please clarify if there is to be a set volume for this option or if it is the intent of the Government to pay this line item as a lump sum regardless of the quantity removed.

ANSWER: “0001AB and 0001AD to be paid out as a lump sum, and 0001AC to be paid out based on a unit quantity”.

121. The Government has issued Volume 2 as a CUI document but has not required the viewing contractor to have a security-level clearance. Upon review of Volume 2, there are multiple references to the use of CSP and Cleared American Workers (CAW), security technicians, etc. It does not make sense for the heightened security measures during construction to be implemented when, during the bid stage, any US person, cleared or not, can view the documents. In addition, many of the scope items required for the specialist subcontractor requirements would need to be covered by a CAW if that requirement was implemented, meaning we would need to source additional specialty subs to meet that requirement.

Please clarify if the intent is to provide a CSP level security and CAWs for the Volume 2 work or if this is an error in the specifications and US citizens with clearance and security protocols can perform the Volume 2 work.

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

ANSWER:

For CUI documents, you must be a government employee or a US person with authorization to view the documents. CLEARED American Workers does not mean they have a Security Clearance, but have been CLEARED as a US Person. Those who require a Security Clearance would state that they must pass a trustworthiness determination and granted access to classified information. All persons who have been granted access to the CUI documents have been CLEARED to do so by me. If they have NOT been cleared by me, then whomever disclosed that information needs to report it to their security manager and have them call me.

Anyone doing work that requires specialty, such as RF Shielding insulation WILL BE monitored by a security representative, REGARDLESS OF THEIR CLEARANCE LEVEL.

A contractor can hire an installer with a TS/SCI and all the caveats and read-ins that they want, they will still have the SSM or designated representative watching them install the materials, documenting the entire process, photographing the finished work, and reporting any anomalies to the SSM, SSO, and AO on a daily basis.

CLEARED US persons does not equal US PERSON with a CLEARANCE.

125. Section 1 30 00, para 1.13 Mobilization states that the Contractor must mobilize to the jobsite within 60 calendar days. Mobilization is defined as having equipment and physical presence of at least one (1) person from the contractor’s team on the jobsite. Considering the permitting requirements for construction projects in Guam, notably the Guam EPA permit, this requirement is impossible to meet and has previously been modified in more recent RFPs to accurately reflect the actual duration it takes to receive the Guam EPA permit.

Request that the Government revise this statement to read, “mobilize to the job site within one (1) month of receipt of the Guam EPA permit " or something similar.

ANSWER: We have reviewed your request, but the 60-day mobilization requirement remains unchanged.

126. Section 01 45 00, para 1.6.1.4 states, “provide a separate full time QC Manager at the following sites: A. AAFB Main Comms Building/Generation Plant Building and B. Outside Pant and Electrical Distribution and Outside Plant telecom.”

Q1. Is the intent to provide a single additional QC Manager to cover both sites or one (1) additional QC Manager at each site?

Q2. Please clarify these locations as they do not appear in the drawings. We assume that the generator building/electrical yard is one area but cannot find the other.

258 MAKALAPA DR STE 100

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

1. The intention is to have one QC manager for the entire project.

2. ‘Outside plant’, ‘Electrical Distribution’, and ‘outside plant telecom’ is referring to all work (Civil, Electrical, Telecom, etc) that is outside of the Comm bldg., Mechanical Yard, Electrical Yard, and Generator Building. Please refer to the Civil sheets, ES-series sheets, E-series sheets, T-series sheets, and XT-series sheets for additional details.

129. Section 01 45 00, para 3.5.1 lists the requirements for the administrative field office. Please confirm that this paragraph is for a Government field office and advise of the location where this office is to be placed.

ANSWER: Section 3.5 is referring to Contractor’s Temporary Facilities, not Government offices.

130. Section 01 57 19, para 3.2.1.1 (and 3.2.1.2 for Notice of Intent) Storm Water Prevention Plan states, “Submit a project specific storm water pollution plan SWPP to the KO for approval within 30 days of contract award. The Government is aware and has transferred the responsibility for obtaining SWPP design from the Government DOR to the contractor and is also aware that this process can now take between 6-10 months for the permit to be applied for and received.”

Q1. Request revision of this requirement from 30 days after contract award to 30 days after receipt of the Guam EPA project permits.

Q2. Please confirm that the Government has already submitted and received approval from Guam EPA for the final SWPP requirements set forth in the permanent erosion control requirements within the contract drawings.

Q3. Please provide the basis of design for the design SWPP Erosion Control package so that bidders can consult with third-party DORs on the requirements for the Temp/Construction SWPP.

Q1: Negative. Maintain the requirement for the Contractor to submit the SWPP to the KO within 30 days of contract award.

Q2. No, erosion control is Contractor Responsibility in accordance with NAVY Policy.

Q3. No, erosion control and SWPP are Contractor Responsibility in accordance with NAVY Policy.

131. Section 01 91 00.15, para 3.2 Commissioning Kick Off Meeting states, “Conduct a commissioning kick off meeting no later than 60 days following construction notice to proceed.” Considering the large amount of time for Guam EPA permitting and MEC clearance, this 60-day window is unrealistic and does not offer value to the project.

Q1. Request revision from “60 days after notice to proceed” to “60 days after MEC clearance is complete.” This would give the best value to the project and allow the meeting to take place within a reasonable time for all stakeholders to maintain engagement rather than having the meeting and then waiting for 1-2 years before building construction starts.

ANSWER: We have reviewed your request, and the 60 days after notice to proceed remains

132. Section 01 91 19, para 1.8 Building Enclosure Esting Plan states, “Submit the following no later than 120 days following construction notice to proceed.” Considering the long time required for Guam EPA permitting and MEC clearance, this 120-day window is unrealistic and does not offer value to the project.

Q1. Request revision from “120 days after notice to proceed” to “120 days after MEC clearance is complete.” This would give the best value to the project and allow the deliverables to take place within a reasonable time for all stakeholders to maintain engagement rather than having the meeting and then waiting for 1-2 years before building construction starts.

ANSWER: We have reviewed your request, and the 120 days after notice to proceed remains

133. Per Section 01 91 00.15 paragraph 1.2, the Government will hire a commissioning firm to lead, plan, and coordinate the Commissioning Team.

Q1. Please confirm this Government-hired entity will provide all commissioning services required in Section 01 91 00.15 Building Commissioning, Section 01 91 19 Building Enclosure Commissioning, and Section 23 08 00 Commissioning of Mechanical and Plumbing Systems.

Q2. Please confirm the commissioning services provided by the Government-hired entity will include the Preliminary Commissioning Plan, Final Commissioning Plan, Building
