About this file

This document is a Pre-Proposal Questions & Answers (Notice No. 12) for a naval construction project for a Joint Consolidated Communications Center at Andersen Air Force Base in Guam. The solicitation (RFP N62742-25-R-1303) is for a complex facility estimated between $100-250 million, with a projected contract completion of 1,286 calendar days. The project involves constructing a two-story reinforced concrete communications center for the 36th Communications Squadron, including electrical, mechanical, communication, and security systems.

The document contains 160 technical questions and responses addressing various project specifications, including water softener requirements, engineering certifications, waterproofing details, paint finishes, and structural specifications. Many responses are deferred to future amendments, indicating ongoing design refinements. The procurement will use a Lowest Price Technically Acceptable (LPTA) source selection method, with only the three lowest-priced proposals being evaluated for technical acceptability. Notably, the project has strict requirements for U.S. citizenship for personnel handling sensitive documents, and contractors must demonstrate experience with precision cooling systems, uninterruptible power supply systems, and clean agent fire suppression systems.

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-25-R-1303

FY24 MCON PROJECT P-614 JOINT CONSOLIDATED COMMUNICATIONS

CENTER JOINT REGION MARIANAS ANDERSEN, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

RESPONSES DEFERRED FROM NOTICE NO. 8 DATED 14 April 2025

66. RFP Document 00 21 16, Section 1.1.c, page 1 – Regarding the submittal of the electronic copy of the price and non-price proposals, Amendment No. 0002 deleted “with the paper copy of the subcontracting plan”. However, to be clear, please confirm (i) when the electronic copy is to be submitted and (ii) if it is to be submitted as a separate package or with another submittal (i.e. packaged with price proposal or non-price proposal).

ANSWER: Please see Amendment 0008.

67. Small Business Subcontracting Plan – While Amendment No. 0002 deleted “with the paper copy of the subcontracting plan” from RFP Document 00 21 16, RFP Document 00 70 00 still includes and references clauses that pertain to a Small Business Subcontracting Plan. As neither RFP Document 00 21 16 – Instructions to Proposers or 00 22 00 – Evaluation Factors for Award require Offerors to submit a Subcontracting Plan, please clarify if such a plan indeed applies to the subject RFP and the awarded contract; if so, please revise the RFP accordingly so that offerors are clear on the requirement.

68. RFP Document 00 21 16 & Complementary Pricing Information (Template) – The initial RFP included an attached Complementary Pricing Information (Template) at the end of Document 00 21 16 that Offerors are to include with their proposal. Both Amendments No. 0002 and 0004 deleted RFP Document 00 21 16 in its entirety and reissued new pages, but did not include the Complementary Pricing Information document. As of now and unless revised by a future amendment, kindly confirm that Offerors are to refer to the initial RFP document for the pricing information template.

RFP N62742-25-R-1303

RESPONSES TO NOTICE NO. 12

119. The current bid due date is set at 14th May 2025. With all of the recent RFPs and Guam MACC Phase 2 bids, it is a very big strain on the estimating and subcontracting community to meet this deadline, especially considering the specialist requirements of this bid. In order to offer the Government the lowest cost proposal, we respectfully request a four (4)-week extension to the bid date.

ANSWER: Response deferred.

120. On the current pricing table, item 0001AC Over excavation is to be priced at a unit rate on an assumption of 6,000 cubic yards. Line items 0001A and 0001AD have a similar description but are listed as a Lump Sum. This appears to conflict with items 4, 5, and 6 on the following page, which state that all three (3) options will be paid based on actual quantities. Please clarify if there is to be a set volume for this option or if it is the intent of the Government to pay this line item as a lump sum regardless of the quantity removed.

121. The Government has issued Volume 2 as a CUI document but has not required the viewing contractor to have a security-level clearance. Upon review of Volume 2, there are multiple references to the use of CSP and Cleared American Workers (CAW), security technicians, etc. It does not make sense for the heightened security measures during construction to be implemented when, during the bid stage, any US person, cleared or not, can view the documents. In addition, many of the scope items required for the specialist subcontractor requirements would need to be covered by a CAW if that requirement was implemented, meaning we would need to source additional specialty subs to meet that requirement.

Please clarify if the intent is to provide a CSP level security and CAWs for the Volume 2 work or if this is an error in the specifications and US citizens with clearance and security protocols can perform the Volume 2 work.

122. The Government has requested Complementary pricing Information to remove one 50,000-gallon Double-Wall Tank. Each tank has different pricing, as the piping runs, 258 MAKALAPA DR STE 100

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

foundation detail, etc., will be different for each tank. Please advise which tank will be removed in this scenario to level the bidding field.

ANSWER: Fuel Oil Tank, 00-TNK-01, the north tank, nearest to the Generator Building, should be removed to minimize the piping requirements. Based on the interconnecting piping between the tank and the Fuel Oil Forwarding Pump Skid and Fuel Oil Polishers, tank 00-TNK-01 would have a higher quantity of piping required.

123. On page 2 of 5, the Government has listed its requirements for the past performance of the three (3) specialist subcontractors (Precision Cooling, UPS, and Clean Agent Fire). The past performance and experience of the installation subcontractor are required to demonstrate this experience. Considering the bid date, Government proposal review period, award, GEPA permitting, MEC clearance, and superstructure construction period, it is likely to be 2.5 to 3 years before these subcontractors can start on site.

Having prime contractors team with subs to meet this requirement this early in the process imposes significant risk on the Government and prime contractors as these subs are unwilling to commit to the project this far out. In addition, it would force bidders to add considerable risk factors to our bids that would need to be passed along to the Government via an increase in the proposal price.

Q1—Would the Government allow the prime contractor's experience supervising these specialist scopes of work as a General Contractor to qualify if those scopes were performed on a US DOD project? This would allow the bidders to lower the risk of execution and cost, and it would also allow us to be more competitive during subcontractor buyouts.

Q2- If the Government will not allow the prime contractor’s experience as noted in Q1, and the Government is requesting 100% P&P bonds from the prime contractor to ensure the project is completed on time and schedule, how does the Government intend to ensure that the submitted subcontractors be held accountable to performing the work considering that only bonds from the prime contractor will be accepted by the Government?

124. After a review of the contract drawings, there does not appear to be a location identified for the contractor's laydown yard and offices. Please advise on where this location will be and the location of tie-in utilities.

ANSWER: Approximate location and size for the contractor laydown area is shown on sheet CD105A. Refer to CU sheet series for utility connections.

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

125. Section 1 30 00, para 1.13 Mobilization states that the Contractor must mobilize to the jobsite within 60 calendar days. Mobilization is defined as having equipment and physical presence of at least one (1) person from the contractor’s team on the jobsite.

Considering the permitting requirements for construction projects in Guam, notably the Guam EPA permit, this requirement is impossible to meet and has previously been modified in more recent RFPs to accurately reflect the actual duration it takes to receive the Guam EPA permit.

Request that the Government revise this statement to read, “mobilize to the job site within one (1) month of receipt of the Guam EPA permit " or something similar.

126. Section 01 45 00, para 1.6.1.4 states, “provide a separate full time QC Manager at the following sites: A. AAFB Main Comms Building/Generation Plant Building and B.

Outside Pant and Electrical Distribution and Outside Plant telecom.”

Q1. Is the intent to provide a single additional QC Manager to cover both sites or one (1) additional QC Manager at each site?

Q2. Please clarify these locations as they do not appear in the drawings. We assume that the generator building/electrical yard is one area but cannot find the other.

127. Section 01 45 00, para 1.6.5 lists the Quality Control Specialists requirements.

The table lists the Geotech, Mechanical, Electrical, Telecoms, and Structural QC education requirements. Considering that the vast majority of engineering and management for Guam comes from the Philippines, requiring US Registration and territorial qualifications will require bidders to source exceptionally high-cost engineering support for these functions.

Request revision to the language to allow foreign-qualified engineering certifications to be accepted in lieu of US certifications for the named positions above.

ANSWER: Bid according to issued plans and specs.

128. Section 01 45 00, para 1.6.7 lists the Quality Submittal reviewer's requirements.

The table lists the Civil/Geotechnical, Mechanical, Electrical, and Structural reviewer education requirements. Considering that the vast majority of engineering and

management for Guam comes from the Philippines, requiring US Registration will require bidders to source exceptionally high-cost engineering support for these functions.

Request revision to the language to allow foreign-qualified engineering certifications to be accepted in lieu of US certifications for the named positions above.

ANSWER: Bid according to issued plans and spec

129. Section 01 45 00, para 3.5.1 lists the requirements for the administrative field office. Please confirm that this paragraph is for a Government field office and advise of the location where this office is to be placed.

130. Section 01 57 19, para 3.2.1.1 (and 3.2.1.2 for Notice of Intent) Storm Water Prevention Plan states, “Submit a project specific storm water pollution plan SWPP to the KO for approval within 30 days of contract award. The Government is aware and has transferred the responsibility for obtaining SWPP design from the Government DOR to the contractor and is also aware that this process can now take between 6-10 months for the permit to be applied for and received.”

Q1. Request revision of this requirement from 30 days after contract award to 30 days after receipt of the Guam EPA project permits.

Q2. Please confirm that the Government has already submitted and received approval from Guam EPA for the final SWPP requirements set forth in the permanent erosion control requirements within the contract drawings.

Q3. Please provide the basis of design for the design SWPP Erosion Control package so that bidders can consult with third-party DORs on the requirements for the Temp/Construction SWPP.

131. Section 01 91 00.15, para 3.2 Commissioning Kick Off Meeting states, “Conduct a commissioning kick off meeting no later than 60 days following construction notice to proceed.” Considering the large amount of time for Guam EPA permitting and MEC clearance, this 60-day window is unrealistic and does not offer value to the project.

Q1. Request revision from “60 days after notice to proceed” to “60 days after MEC clearance is complete.” This would give the best value to the project and allow the meeting to take place within a reasonable time for all stakeholders to maintain

258 MAKALAPA DR STE 100

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

engagement rather than having the meeting and then waiting for 1-2 years before building construction starts.

132. Section 01 91 19, para 1.8 Building Enclosure Esting Plan states, “Submit the following no later than 120 days following construction notice to proceed.” Considering the long time required for Guam EPA permitting and MEC clearance, this 120-day window is unrealistic and does not offer value to the project.

Q1. Request revision from “120 days after notice to proceed” to “120 days after MEC clearance is complete.” This would give the best value to the project and allow the deliverables to take place within a reasonable time for all stakeholders to maintain engagement rather than having the meeting and then waiting for 1-2 years before building construction starts.

133. Per Section 01 91 00.15 paragraph 1.2, the Government will hire a commissioning firm to lead, plan, and coordinate the Commissioning Team.

Q1. Please confirm this Government-hired entity will provide all commissioning services required in Section 01 91 00.15 Building Commissioning, Section 01 91 19 Building Enclosure Commissioning, and Section 23 08 00 Commissioning of Mechanical and Plumbing Systems.

Q2. Please confirm the commissioning services provided by the Government-hired entity will include the Preliminary Commissioning Plan, Final Commissioning Plan, Building Enclosure Commissioning Plans, Commissioning Construction Observation Checklists for mechanical and plumbing systems, Functional Performance Tests, Integrated Systems Tests, Re-Testing as necessary, Training, Final Testing, Seasonal Testing, Endurance Testing, and Warranty Inspection.

134. Section 01 57 19.03 20, Para 1.2 (a). Please provide the project-specific ESS annex.

135. Please advise if the Entry Control Point (ECP) and the Secured Storage Area (SSA) are to be provided by the Construction Contractor. If these are to be provided by

258 MAKALAPA DR STE 100

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

the Construction Contractor, please provide clarification on the items below regarding the ECP and SSA.

a. Please provide approximate locations and boundaries for the SSA and ECP.

b. Please advise if office areas need to be provided for the Site Security Manager and Construction Security Monitoring personnel. If needed, please provide the square footage area needed for each.

c. Please advise what furniture and equipment are to be provided by the Construction Contractor at the ECP and SSA.

d. Please confirm that the ECP and SSA can be removed once construction of the Controlled Area is completed.

e. Please provide requirements and details for the fencing required at the SSA and ECP boundaries.

f. Please advise if a temporary lighting system is needed on the fencing at the SSA and ECP boundaries. If needed, please advise if there are any specific requirements to follow.

g. Please advise if a CCTV surveillance monitoring system is needed for the SSA and ECP boundaries. If needed, please confirm wireless cameras can be used.

136. Once construction of the fixed facility is completed, please advise if this area can be turned over prior to the completion of the rest of the Consolidated Communications Center.

ANSWER: After the facility is complete, the area can be turned over to the SSM and SSO while remainder of the facility is being completed. All six sides have to be complete through, and nothing affecting the utilities that are associated with the facility in any way can be modified.

137. Reference: Non-CUI Spec. Section 03 30 30 para. 2.5, Low Density Concrete Fill

- Aggregates

Spec. section 03 30 00 para 2.5 Low Density Concrete Fill states” made from cement and light weight aggregate with no thickness limitations.”

258 MAKALAPA DR STE 100

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

We request the removal of the “light weight” aggregate designation and ask that locally sourced limestone aggregate be approved. Please advise.

ANSWER: Request to replace the lightweight aggregate to locally sourced limestone aggregate is not acceptable due to weight concerns. Contractor may use bagged products with approval from Structural Engineer.

138. Reference: Non-CUI Spec. Section 32 12 13 paras 2.1 and 2.2, LPrime and Tack

Coat

The product listed under spec. section 32 12 13 para. 2.1 and 2.2 do not correlate to the UFGS 32 12 13 spec. section products.

We propose to use emulsified asphalt conforming to ASTM D2397 type CSS-1h, which is a cationic asphalt that blends with the positive polarity of local water and is used and accepted on all NAVFAC projects on Guam. Additionally, 1) MCDACS does not require the use of AR-8000 for prime and tack coats and 2) the use of VOCs, as listed in the RFP spec. section, are prohibited for use in Guam.

Please confirm CSS-1h emulsified asphalt conforming to ASTM D2397 is acceptable and revise the spec. section accordingly.

ANSWER: Please see Amendment 0009.

139. Reference: Non-CUI Spec. Section 05 50 13 para 2.6 and Detail C1/ CU511A, Utility Bollard - Material

Detail C1/CU511A calls for ductile iron bollard, whereas spec. section 05 50 13 para 2.6 calls for galvanized extra strong weight steel. Please advise which to follow and revise detail or spec. section to correspond.

ANSWER: Please see Amendment 0009.

140. Reference: Water Softener Schedule on Volume V, Drawing No. P-601A, Water Softener Detail B2 on Drawing No. P-502A. Subject: Water Softener Resin Requirements

Question / RFI:

The specified water softener resin requirements exceed all available resin specifications. It appears there was an oversight by the design engineer on the specifications for this water softener system. The WS-1 schedule on drawing P-601A specifies:

• 82,233 Gallons of Metered Water Between Regenerations

• 15 Cubic Feet of Resin in a Single Softener

258 MAKALAPA DR STE 100

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

• 12.85 Grains per Gallon (GPG) Incoming Water Hardness

For 15 FT3 of resin to remove the 12.85 GPG from 82,233 gallons would require the resin to have a capacity of 70,446 Grains / FT3. This exceeds all available resin capacities by 235%.

Industry standard resin has a maximum capacity of 30,000 Grains / FT3 however designs normally use a lower salt dosage to operate at a capacity of only 20,000 Grains / FT3. Using the 20,000 Grains / FT3 capacity is more efficient and requires 40% less salt for the same hardness removal.

The WS-1 schedule indicates “Incoming Water Hardness” as 12.85 Gr/Gal (GPG). However, our recent field tests have determined the hardness to be higher at 14 GPG.

To design a water softener system following the 82,233 Gal/ regeneration specification using the highest salt efficiency standard, the system would require 58 FT3 of resin, not 15 FT3 as specified.

1. Please confirm resin design capacity OR provide the estimated daily gallons of soft water required (GPD) for the building’s use. We are available for design assistance anytime.

2. Also, please confirm if a Duplex Softener can be used vs. the Single as specified.

ANSWER: 1. 12.85 GRG was measured and given by site at time of design. This concentration will vary slightly when measured across the site, but please move forward with the 12.85 as a basis. The softener is only removing about 9.85 GRG because the design supply water hardness is 3.0 GRG. This puts the grains per FT3 of resin at 54,000. Based on the anticipated water usage at the site we can increase the frequency of regen so that we fall within the 20,000-30,000 range without increasing resin volume. The metered water before regen will be changed to 40,000 gallons. Please see Amendment 0009.

2. Only a single is required. Duplex is acceptable as long as the footprint fits in the designated area without interfering with doorways or other equipment and softener is still accessible.

141. Question: "In the specs, it has section 26 41 00 GALVANIC (SACRIFICIAL)

ANODE CATHODIC PROTECTION (GACP) SYSTEM. No drawing has shown details of cathodic protection to be installed in the project.

258 MAKALAPA DR STE 100

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

Would there be new drawings to be provided that would show where cathodic protection is required?"

ANSWER: Cathodic protection shall be provided per the specification for any steel equipment or piping that is buried, i.e. the Oil Water Separator (OWS).

142. Factor 1 – Experience, Area of Relevant Facility for Clean Agent Fire Suppression, Somewhat of an unusual feature of utilizing the Clean Agent Fire Suppression as a fire extinguishing method. Will the Government consider lowering the required square footage of the relevant facility size to a minimum of 8,000 square feet instead of the currently required 10,000 square feet?

ANSWER: Please provide the source of this requirement for additional comment.

143. Non-CUI Dwgs CS121A, CS122A, CS123A, CS124A, CS; PCC Pavement – Edge Details; Dwgs CS507A and CS508A show details for multiple edging scenarios for PCC Pavement. We were unable to locate callouts on the site civil and jointing plans to direct which detail(s) apply (i.e. where thickened edge is required). Please advise locations that require thickened edge, if any, and revise drawings to show which detail applies at all edge locations.

ANSWER: Please see Amendment 0010.

145. Communication Center Drawing A-502A; Provide location of Partition Wall Type H3; In Sheet A-502A, there is a detail for Partition Wall Type H3, but it is not reflected on the drawings/plan. Please revisit and clarify.

146. Communication Center Drawing A-504A, S-301A; Waterproofing; Details A1, A2, and A3 in drawing A-504A show below-grade waterproofing. Please confirm if waterproofing and protection board is also required in the areas highlighted below.

ANSWER: Vapor Barrier is beneath slab-on-grade. Waterproofing and protection board required at foundation walls below grade adjacent to occupied spaces.

258 MAKALAPA DR STE 100

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

147. Communication Center Drawing A-501A; Wall Type D and D2; In Sheet A- 501A, we noticed that Wall Type D and Wall Type D2 have no overall differences in the details, except for the description indicating that Wall Type D is STC 45 and Wall Type D2 is UL U419. Please clarify the intent.

ANSWER: Confirming that it is similar construction but intent was to separate the two wall types so the acoustical wall will not be construed as a fire rated wall.

148. Communication Center; Conflict between Material Schedule (A-602A) and Spec Section (09 90 00) Paints and Coatings; There are conflicts between the Material Schedule (A-602A) and the Spec Section (09 90 00). Please revisit and clarify.

a. In Material Schedule PT-2, paint to Concrete Ceiling is in Satin Finish, but in Specification para 3.14.2 it is Flat Finish.

b. In Material Schedule PT-5 and PT-2, paint to Gypsum Board is in Satin Finish, but in Specification para 3.14.2.4 it is Flat and Semigloss Finish.

156. Reference Drawing: P-601A; This inquiry comes from one of our water softener suppliers regarding the WS-1 schedule on Drawing P-601A. The schedule indicates the following:

258 MAKALAPA DR STE 100

PEARL HARBOR HI 96860-3134

RFP N62742-25-R-1303

• Metered Water Between Regenerations: 82,233 gallons

• Resin Volume: 15 cubic feet per softener

• Incoming Water Hardness: 12.85 grains per gallon (GPG)

Based on these values, achieving 82,233 gallons per regeneration with 15 ft³ of resin at

12.85 GPG would require a resin capacity of approximately 70,446 grains per cubic foot, which exceeds the industry standard resin capacity by around 235%.

For reference:

• Typical maximum resin capacity: ~30,000 grains/ft³

• Efficient design capacity (low salt dosage): ~20,000 grains/ft³ (This lower salt dosage is more efficient and reduces salt use by ~40% for the same hardness removal.)

Additionally, our recent field testing shows the actual incoming water hardness to be 14 GPG, slightly higher than the 12.85 GPG specified.

Given the above, designing a water softener system to meet the 82,233 gallons per regeneration requirement at industry standard efficiency would require approximately 58 ft³ of resin, not 15 ft³ as currently indicated.

We kindly request clarification on the following points:

1. Please confirm the intended resin design capacity, or alternatively, provide the estimated daily soft water demand (GPD) for the building to allow for accurate system sizing. We're happy to assist with the design if needed.

2. Please confirm whether a duplex softener may be used in place of the single unit currently specified.
