Response: Historical information for tonnage is not available. Refer to J 1503030-02 for frequency of pick-ups.
13. Question: Wastewater Treatment Plant and Collection System Description and Inventory, para 4 states Public Works personnel have reported that they are averaging about 1 million gallons per month of wastewater removal, “while the historical figures given in 1604000-04 exceed 1.9 million gallons per year.
Apparently there is a huge disconnect between the two. Which one represents more the actual situation? If the historical are prepared by the incumbent please make sure they are not inflated to give the incumbent an unfair competitive edge.
Response: Refer to 1604000-04 for gallons of wastewater. See revised 1604000-03 attached.
14. Question: Please provide the historical monthly disposed tonnage for the previous 2 years. The government should have them handy since they are required to be submitted monthly with the invoice. “Individual weight tickets denoting the date, type of truck or container, and tonnage disposed shall be submitted with the Contractor's monthly invoice. The Contractor shall also provide the total tabulated tonnage disposed during the month”; and Spec Item 3 “The Contractor shall record the volume by weight of all refuse collected and disposed and submit a monthly summary report to the KO within five working days of the following month”.
Response: Historical information for tonnage is not available. Refer to J 1503030-02 for frequency of pick-ups.
15. Question: It is mentioned in Amendment 13 that the Fuel Delivery Requirement is removed from the solicitation. Part of this requirement was that the contractor shall staff the fuel dispensing station during normal working hours and be on call and available within one hour after normal working hours. If the Fuel Delivery Sub ELINs is no longer a requirement per Q&A 5,6,7,8, 24, 27, 28, 29, and 40 in amendment 13 does that also include this requirement? Will the Government please release a new Section C for BSVE 1700000 to match the Q&As and amend the Sub ELINs for A012AF accordingly?
Response: Revised 1700000 C was released in Amendment 0016. See revised ELINs attached.
16. Question: In amendment 13 Q&A it was mentioned in Q&A 5,6,7,8, 24, 27, 28, 29, and 40 that fuel delivery was no longer a part of this proposal. This requirement still shows in the last Attachment C for 1700000. If this is no longer a requirement will the Government remove this from Attachment C 1700000 and release a new Attachment C 1700000?
Response: Revised 1700000 C was released in Amendment 0016.
17. Question: Based on amendment 13 Q&A 43 we request more clarification. Are the items in attachment 1700000-09 that fail and need replacement due to wear and tear be fully reimbursed by the Government?
Response: The Government may replace the equipment in1700000-09 if determined necessary.
18. Question: Based on amendment 13 Q&A 43 we request more clarification. How does the Government expect the contractor to anticipate replacement rates for the GFE items when conditions are not identified or disclosed, particularly for items over ten years old where climate and region play a huge factor in the lifecycle of equipment? 1. Can the Government please supply the necessary build specifications for each vehicle so that the contractor can bid an accurate rate? 2. Can the Government provide an estimated dollar amount of repairs by year for the GFE provided in attachment 1700000-09? 3. How many non-scheduled maintenance service request items were accomplished on the current contract, by year, for each item listed in attachment 1700000-09?
Response: The Government may replace the equipment in1700000-09 if determined necessary.
19. Question: As long as the Government is reluctant to provide complete maintenance documentation, this solicitation seems to not be fairly equitable to bidders other than the incumbent. Will the Government provide complete maintenance history of all items in attachments 1700000-02, 1700000-03, and 1700000- 09?
Response: No additional detailed information is available. Offerors need to use their business acumen and expertise gained while providing similar services at other locations.

Response: Refer to 1700000 C Spec Item 3.2.
21. Question: Will the Government consider making maintenance of the equipment listed on 1700000-02 and 1700000-03 total IDIQ work? The contractor does not control the use and abuse of the said equipment and should not be held to the $1,500 maintenance cost.
Response: No.
22. Question: Is the dispatcher required to have access to a Government computer system and if so, can a Third Country National hold this position?
Response: There is no requirement for dispatch.
23. Question: The IDIQ ELINs 709AE and AF (Base and all options) Full Description may be misstated. The IDIQ ELINs are for the contractor to provide a 60 Passenger Bus for 12 and 16 hours, but under the full description it reads for a 26 passenger bus 12 and 16 hours. Will the Government please correct this and release an updated ELIN structure.
Response: See revised ELINs attached.
24. Question: Will the Government please release the specs for the new requirement under BSVE for the 24/7 Crane? We cannot price this requirement adequately without the specs for this equipment.

Response: J-1700000-05.1 Policy and Guidelines was released in Amendment 0014.
30. Question: Please provide workload for paragraph 3.1.3 WHE/MHE Services. This is needed to understand staffing to support crane services required. The availability requirement for the crane is not sufficient to understand the level of effort.
Response: No additional detailed information is available. Refer 1700000 C Spec Item 3.1.3.
31. Question: Please provide the Installation or Region Integrated Response Plan (IRP) referenced in paragraph
3.3 of Annex 1800000.

34. Question: ELIN A013AC identifies Medical Waste disposal. Please provide data on the level of effort to pick up and discard Medical Waste. How many locations/stops? What is the frequency of removal?
Response: ELIN A013AC has been deleted. See revised ELINs attached.
35. Question: Are the tools and shop equipment currently used by KBR to maintain all equipment falling under the BSVE maintenance requirements considered GFE for this upcoming BOS contract? If not, will the Government provide a list of tools and shop equipment currently in use?
Response: Yes, tools and equipment associated with services under technical specification 170000 will be provided as GFE under this contract. Offerors are advised that the listing of the tools included with this amendment may not be all inclusive and may change between now and the service start date. In accordance with NFAS Clause 5252.245-9300, Government-Furnished Property, Materials and Services clause in Section I, the Contractor and Contracting Officer will conduct a joint inventory before commencing work on the contract. Offerors are encouraged to familiarize themselves with the entire substance of this clause. See revised 0200000-09 attached.
36. Question: The Government clearly stated that they will not sponsor contractor personnel. Since G&A, 2.7 Expenses states that the contractor is responsible for all such costs and those costs must be in the contract price, the Government is now causing the contractor to incur all costs for “Bahrainization” and include those costs in the proposed price. Bahrainization requires the contractor to:- Establish a branch office, or other legal entity, to employ all of its Expat work force
• Lease property in Bahrain, usually for the local office
• Establish a company bank account with certain amounts of money which must stay in Bahrain during the company’s presence in Bahrain,
• Have all persons directly hired by the Branch office to establish their own personal bank accounts
• Have all persons directly hired by the Branch office to obtain Bahrain driver’s licenses
• Require application of all Bahraini labor laws to US Expats to include payment of overtime, allowance for vacation time, and special end of employment payments
• The contractor must hire a certain number of Bahraini citizens to be employed in their Branch office. The Bahrain Labour Market Regulatory Authority (LMRA) can require the number of Bahrainis employed to be up to 50% of the number of Expats employed in the Branch. The exact percentage will be determined at the discretion of the LMRA.
• It is our understanding that Bahraini nationals are not allowed on Isa Airbase. Therefore, all contractors will be required to hire a number of Bahraini citizens who cannot work on the base, but must be paid even if they do not work. This is a requirement under Bahraini law.
Please confirm that the Government understands that not sponsoring Expat employees as NAVCENT has done in the past will have significant cost impacts; and, will require all responsive, responsible contractors to include in their proposal the cost of hiring 50 or more Bahranis who cannot access the base and who most likely cannot work on the contract, but must be employed to meet Bahrain’s legal requirements.
Response: As stated in Amendment 0015 Question #1, "No. NAVCENT will no longer sponsor contractors with a 5-year multiple entry visa." Refer to the "Contractors Visa" memo attached.
37. Question: Since the Government will not sponsor Expat employees as NAVCENT has in the past, please explain how the Government will determine that any awardee is fully compliant with Bahraini law as required by the solicitation. In addition, please confirm that part of the Government’s evaluation criteria will be to fully evaluate compliance with local law as part of its FAR Part 9 responsibility determination.
Response: NAVCENT stopped sponsoring Expat employees in 2011 and numerous contracts have been awarded since that time. Some information regarding potential avenues offerors can follow regarding working in Bahrain are provided as an attachment to this amendment. The Contracting Officer is well aware of the requirement regarding responsibility. The evaluation criteria for this procurement remains unchanged.
38. Question: ELIN A012AK requires a 12 month price for BSVE Repair. Unlike the supporting notes for ELIN A012AH for Preventive Maintenance Inspections there is no supporting documentation within the solicitation to enable pricing for this ELIN. Is the pricing purely based upon expected labor costs? If not please explain?
Response: No additional detailed information is available. Offerors need to use their business acumen and expertise gained while providing similar services for facilities and equipment at other locations.
39. Question: Based on amendment 13 Q&A 43 we request more clarification. Have any of the items in Attachment 1700000-09 exceeded their maximum repair allowance?
Response: No historical information is available. Offerors will need to use their expertise and experience gained while providing similar services for vehicles and equipment of comparable use and age.
40. Question: ELIN A012AC requires pricing of Scheduled Bus Services LSA - NSA. There is no supporting evidence as to the capacity of bus required. Is this a 60 Passenger bus service requirement?
Response: ELIN A012AC is in reference to a 26 pax bus.
41. Question: Based on amendment 13 Q&A 43 we request more clairification. What is the in commission rate of the R-14 Hydrants, R-11 Fuel Trucks, and the 1654 Navistar?
Response: No additional detailed information is available.
42. Question: How any fuel meters are there?
Response: There are no fuel meters.
43. Question: In Annex 1700000 specification item 3.1.4 has been deleted. However, the Pricing ELIN schedule Attachment J-0200000-04 (sub ELIN A012AF, Fuel Delivery All Sites) has not been updated.
Based on Spec item 3.1.4 of Annex 1700000 being deleted, will Attachment J-0200000-04 be updated to reflect this deleted specification? If the response to this question is no, what scope of work/specification is to be included in Sub ELIN A012AF, Fuel Delivery Service All Sites?
Response: See revised ELINs attached.
REVISED RESPONSES TO IN PRIOR AMENDMENTS
1. Question: The equipment listed in J-1700000-02 is not available for contractor use in the performance of this contract. The contractor is responsible for support services and maintenance equipment listed in J-1700000-02.
Revised Response to Question #25 in Amendment 0008: The equipment listed in J-1700000-02 is not available for contractor use in the performance of this contract. The contractor is responsible for support services and maintenance equipment listed in J-1700000-02. See revised J-1700000-02 attached. J-1700000-04 “Equipment available for Contractor’s use in the performance of this contract” has been added.
2. Question: Amendment 008 - Question #5 response. Based on the answer given to this question, the GFE/GFP will be provided under Annex 1700000 - BSVE; however the only list of GFE under this specification is in Attachment J-1700000-02 Fleet Inventory and J-1700000-09 Fuel Farm Equipment Inventory, which are referred to in the Spec Items 2.3.5 - Special Vehicle Repair Maintenance and Repair Requirements, 3 - FFP Work, 3.2.1 - Inspection and Load Test Certification of WHE, MHE and OHE and 3.2.3 Mobile Fuel Farm Equipment, all of which deal directly with maintenance, repair and certifications of the listed equipment.
Question:
- Please confirm if there is any GFE/GFP for contractor use associated with this Annex?
- If yes, will a list of the GFE/GFP to be issued to the contractor, by location, be furnished under this annex, in order for the contractors to estimate the cost of providing BSVE services?
- If there is no GFE/GFP being provided for Annex 1700000, then please confirm that the contractor is responsible for providing all WHE, MHE, OHE, tools required to repair and maintain the equipment listed in J-1700000-02 and 09, as well as all vehicles and equipment in accordance with the level of service to be provided under this Annex in accordance with the outlined Performance Standards?
Revised Response to Question #14 in Amendment 00013: Equipment listed in J-1700000-09 is GFE.
The equipment listed in J-1700000-02 is not available for contractor use in the performance of this contract. The contractor is responsible for support services and maintenance equipment listed in J- 1700000-02. See revised J-1700000-02 attached. J-1700000-04 “Equipment available for Contractor’s use in the performance of this contract” has been added.
