Submit all questions via one document using Attachment J.B-2, Pre-Award Inquiry Form, by Email to: katie.fogle@navy.mil at least 15 days before the proposal due date or no later than August 15, 2013. This is the most efficient way to ensure all questions are addressed in a timely manner.
PRE-AWARD INQURIES
1. Question: 1700000 (3.1.4). The Contractor shall provide diesel fuel, delivery service to ensure fuel is readily available. Q Amendment 13 Questions and Answers, Question # 27 1700000 (3.1.4) How many deliveries do the fuel trucks make daily or weekly? How many gallons per delivery? Response: This is no longer a requirement. Question: Can the government clarify if this spec item is still a valid requirement?
Response: Per spec item 3.1.4, the contractor shall man the fuel dispensing station during normal working hours and be on call and available within one hour after normal working hours.
2. Question: 200000 (2.1) Non US Citizens are required to be escorted onto and while working on the Logistics Support Area (LSA), Flight Line, Fuel Farm Field Ammunition Supply Point (FASP) and Patriot Missile Battery sites. The escort ratios are as follows: (a) Navy: One escort for every ten TCNs. (b) Marine Corps: One escort for every four TCNs. (c) Army: One escort for every eight TCNs. The vehicle ratio is one escort for every six vehicles and one escort for every two buses. Is there an escort requirement for non-US citizens bus drivers on the daily shuttle bus routes?
Response: No, a Non-US Citizen bus driver must apply for the black (no escort) badge to get on to Isa. If a Non-US Citizen does not have a black badge, he/she must check in to the RBAF Visitor's Badging Center upon arrival at Isa, every time, to ensure his/her name is on the list of approved personnel.
3. Question: The limit of liability for Service Requests is $1,500. The paragraph states, “Should a Service Request exceed the limit of liability, at the discretion of the Government, the entire or remaining scope of the Service Request will be processed under the IDIQ provisions of the contract." Does this mean that the Government will pay the entire amount of a Service Request if it exceeds $1,500? Is the contractor expected to pay the first $1,500 of all Service Requests? Must the contractor absorb all costs below the Limits of Liability stated in the contract? The same question applies to all other limits of liability stated in other attachments to the model contract. Please clarify the requirement in order for all offerors to price the contract in the same manner and to have their offers evaluated on the same basis.
Response: Refer to the revised RFP J.C-1 technical specification 0200000 (Provided with Amendment 0013), Specification Item 2.18.2.4 that states in pertinent part “If the KO agrees that the labor and material required are beyond the FFP service request liability limit, the Government will pay for the portion of the labor and material that exceed the FFP limits under the IDIQ portion of the contract. The Contractor shall be responsible for all labor and material costs up to the FFP limits.”
4. Question: The Government has made either complete or partial updates to some of the PWS Annexes on multiple occasions through the course of several Amendments while other Annexes have remained unchanged, In some cases the Government has amended section J of a particular Annex in one Amendment and section C of the same Annex in another. Will the government provide an updated and complete PWS that is current as of the last Amendment?
Response: The Government will not provide an updated PWS. Offerors should ensure that they review/incorporate the amendments to the RFP in the order that the Amendments were released to ensure they understand the most up to date RFP requirements.
5. Question: 1502000 - Facility Investment, Spec Item 3.2.3. Please provide a "Historical Data and Sampling of Service Request" for the UPS Systems and Equipment Inventory List as it has for other "Labor Categories" in "Attachment J-0200000-07".
Response: This information is not available.
6. Question: Site Visit Follow-Up and Attachment J-020000-05. During the site visit, we were instructed by the government that expendables for the galley were covered under another contract. Are expendables for the Galley to be priced or not?
Response: Refer to the revised 1300000 C Spec Item 2.1.4. Consumable supplies are contractor-provided.
7. Question: Site Visit Follow-Up and Attachment J-020000-04. During the site visit, we were taken to a radar dome site and instructed that this would require support. However, there is no site number, nor Sub ELIN for this location. Are we to provide service to this location? If so, what service is required/ equipment to be maintained?
Response: Refer to the revised attachment 1604000-04 released in Amendment 0008 and the revised attachments 0200000 C and revised 0200000-04 ELINS released in Amendment 0014.
8. Question: Is Specification Item 3.1.4, Fuel Delivery Service and Fuel Program Requirements still part of the required scope for this contract? If not, please correct the above mentioned references and re-issue amended documents.
Response: Per spec item 3.1.4, the contractor shall man the fuel dispensing station during normal working hours and be on call and available within one hour after normal working hours. The deliverable is still a requirement for this spec item. The contractor is required to delivery Government provided fuel to the generators. There are two fuel trucks listed in GFE
9. Question: 1700000 J BSVE Attachment J-1700000-05.1 and 1700000 C BSVE, Spec Item 3.3.1. Please provide Attachment J-1700000-05.1, Policy and Guidelines for Wash Rack at Isa Air Base for Offeror's use and review.
Response: See attached J-1700000-05.1.
10. Question: 1700000 BSVE (3.1.4). Is the gas station automated?
Response: The gas station is not automated. There are regular diesel gas tanks, not a gas station.
11. Question: ATTACHMENT J-1700000-08. The Marcent shuttle schedule states 0630 -2200; however, the schedule ends at 1900 hours. Please clarify if the shuttle runs through 2200 hours.
Response: The last bus runs at 2000 per the revised attachment J-1700000-08 released in Amendment 0013.
12. Question: 1700000 C Base Support Vehicles and Equipment. In Amendment 13, Pre-Award Inquiry Questions 5, 6, 7, 24, 27 & 29 states in each response that Spec Item 3.1.4 of 1700000 BSVE is no longer a requirement. The last revised Annex 17_C_ document was issued in Amendment 11 & still contains the requirement for Fuel Delivery Services at all sites. In addition, Attachment J-200000-04 for CLIN 0001, ELIN A012AF Fuel Delivery Services, still requires pricing for all sites; Attachment J.F-1, Deliverables of Performance also still lists Section 1700000, 3.14 as a requirement. Attachment J-200000-09, GFE also lists two fuel trucks. Is Specification Item 3.1.4, Fuel Delivery Service and Fuel Program Requirements still part of the required scope for this contract? If not, please correct the above mentioned references and re-issue amended documents.
Response: Per spec item 3.1.4, the contractor shall man the fuel dispensing station during normal working hours and be on call and available within one hour after normal working hours. The deliverable is still a requirement for this spec item. The contractor is required to delivery Government provided fuel to the generators. There are two fuel trucks listed in GFE.
