Maximo Data Reporting Purpose and Overview
This attachment provides guidance to NAVFAC Contractors engaged in providing facility support to the Government via a Facility Service Contract (FSC) on how to submit work data to the government. This document outlines the various options that may be utilized by a contractor and associated NAVFAC business process and procedures.
The purpose of this attachment is to outline the option by which Contractors can integrate their system with and report data to NAVFAC’s MAXIMO management system. Contractors may review the existing options and choose the best method that is most applicable given their organizational constraints and resources. However it is mandatory that they choose a method(s) to provide all the required data to NAVFAC in a consistent, timely and accurate method.
This attachment references the Component Inventory Management Unit (CIMU) Training Manual which provides details to a contractor on how NAVFAC assets should be categorized into CIMU components.
Method for Data Transfer The option for data exchange into MAXIMO is:
Option A) NAVFAC MAXIMO Direct Data Entry: In this method a Contractor employee directly enters data into the NAVFAC MAXIMO system in a secure method via the internet or using a NMCI workstation. (“NAVFAC Contractor Data Requirements Ver 1-0 Sept 27.xls”, Attachment J-0200000-05a, Tab (1)) THIS IS THE PREFERRED METHOD.
Data Required From Contractors
The data elements required along with their format structure are provided in the attached spreadsheet (attachment J-0200000-05a). These are the data elements which are expected to be received from contractors. Field elements which are marked as “nullable” are allowed to have no data supplied. If a flat file is used, data elements not marked as “nullable” still must have the element in the flat file but the field may be empty (null).
Data are required for both completed work orders (emergency and service facility trouble calls, preventive maintenance, and work issued as IDIQ) and for structural and equipment changes or installation/removal.
Work order data are to be submitted via one of the above three methods. Structural and equipment data are to be submitted via spreadsheet in the format identified in attachment J-0200000-05a, Tabs (4, 4a, 4b, 5, 6, 7, 8).
An overall schematic of the process is shown below.
Option A: NAVFAC MAXIMO Direct Data Entry (Currently not authorized for SPM 5.2) Contractors must get direct access to enter data directly into NAVFAC MAXIMO by following the instructions below:
STEP 1: Enable Direct Access by the following method
A) DoD PKI External Certificate
Contractors may purchase external DoD PKI certificates from one of the approved ECA vendors listed on the DISA website: http://iase.disa.mil/pki/eca/index.html . Contractor may purchase as many external certificates as required using this method. This website has full details on purchase, cost and FAQ details for these certificates. Contractors may also contact local FEC POC for more details.
The following web links give more details on how/where to purchase the CAC card readers, software and steps to install and use the CAC cards and DOD certificates http://militarycac.com/ http://www.dmdc.osd.mil/smartcard/docs/FAQ_PKI-PKE.pdf or http://www.nmci-isf.com/downloads/userinfo/PKIInstallationGuide.pdf STEP 2: Authorize User Access
Contractor shall submit request for NAVFAC MAXIMO account access to Contracting Officer.
Contractor must satisfy security clearance requirements of local Information Assurance Manager (IAM) (submit required SAAR form, take required Information Assurance training, etc.) before access will be granted. Local NAVFAC Business Office will determine level of access and restrictions for users by configuring NAVFAC MAXIMO Work Center access.
Contractor receives notification that NAVFAC MAXIMO account has been created, as well as userid, password and NAVFAC MAXIMO access URL details.
STEP 3: Enter Work Order, Equipment, and Asset information:
All contractors who get authorized access will be able enter data directly into the work order and asset screens within NAVFAC MAXIMO. Further details and a user guide will be provided on how to use the data entry screens.
Contractors are to only attempt to view, edit, report or otherwise access data related to their work. Any unauthorized attempt to do otherwise may be grounds for removal of access privileges. Contractors will be assigned a specific work center code for their work and shall utilize this code for all such data entry and retrieval.
Data for work is to be entered and kept up to date as per Annex 0200000, Spec Item 2.7.6. If any data gets rejected the Contracting Officer will send the “rejected” data back to Contractor and the Contractor shall correct the data. Common causes for data reject are:
- Contractor does not follow the “status change rules” of NAVFAC MAXIMO
- Equipment is not yet loaded into NAVFAC MAXIMO
- CLINs used by the Contractor are not loaded into NAVFAC MAXIMO.
In all cases of data rejects the Contractor shall communicate with the Contracting Officer to rectify the data rejects.
Data Collection Instructions for Contractor The following guidelines apply to collect complete and accurate data for new construction and renovation projects (Attachment J-0200000-05a, Tabs 4, 4a, 4b, 5, 6, 7, 8).
Data should be collected and submitted to NAVFAC in all projects where any new construction or renovation work is done that affects the facility condition, or where equipment life is substantially altered or equipment is either installed or replaced.
Discussion on specific requirements for data collection shall be conducted during negotiations of IDIQ work ordered under this contract. Local Facility Management and Sustainment personnel can assist in the understanding of these requirements.
Contractor should make note to collect data for the following essential building components if their current project work impacts the facility’s condition.
Foundations
Basement construction
Superstructure
Exterior Enclosure
Roofing
Interior construction
Stairs
Interior Finishes
Conveying
Plumbing
HVAC
Fire Protection
Electrical
Contractor shall coordinate with the specific site facility personnel to collect the required data.
Contractor shall be responsible for conducting any on-site interviews and obtaining any information such as floor plans or as-built drawings required for the task.
NAVFAC recognizes there could be a significant number of facilities onsite that are less than 1000 SF in size. These facilities typically include guard or sentry shacks, equipment shelters and utility valve houses etc. It is not the intent or desire to identify a detail system component inventory for such facilities. An abbreviated inventory showing condition of exterior and services if applicable is acceptable for such facilities.
In the case of renovations in existing buildings, inventory may include two classes of equipment. The first class consists of significant installed equipment typically subject to routine scheduled maintenance that is identified but is NOT included in the current equipment inventory for the building. This class of equipment shall be identified and tagged under this task during renovation projects
The second class of inventory is the building systems or components (CIMUs) which are identified for lifecycle management and are the elements evaluated to establish an overall condition rating for the building.
CIMU: This class of equipment is considered a Component Inventory Management Unit (CIMU). CIMUs will include components that are not ordinarily subject to routine scheduled maintenance. This class of new equipment will include items such as exterior walls, exterior windows, interior finish etc. These CIMUs can include one or more items of installed equipment as identified in the previous class description.
Multiple small HVAC fan coils or lighting and power distribution panels may be identified as existing individual equipment items in MAXIMO but should be combined as a single CIMU. The basis for combining equipment or components into CIMUs is the anticipated lifecycle behavior. Equipment and components of similar age, material, or exposure that are anticipated to follow a common lifecycle degradation pattern are candidates for CIMUs. Since NAVFAC MAXIMO has a single equipment table both classes of equipment will be listed. Equipment records created for CIMUs will identify the record as for facility assessment. CIMUs that contain multiple items of existing identified equipment will be established as parent records for assessment.
Inventory will be primarily limited to items with a component replacement value (CRV) greater than $2,500. The inventory will also include any component that already has an MAXIMO equipment number or if the component is covered under the following paragraph regarding equipment tagging.
Tagging of Equipment for MAXIMO:
Tagging is required for all new equipment installed by CONTRACTOR. CONTRACTOR shall consult with the FEC POC for detailed instructions on how to tag assets installed on any project. Tagging will be limited to significant equipment (greater than $2,500 in value). Tag shall only be applied to equipment without an already designated MAXIMO equipment number. The tag must have a barcode with text font of BAR3OF9. If a piece of equipment is not on the SPM data list, the Contractor shall apply a tag to the piece of equipment and use that number as the equipment number for the new piece of equipment.
The inventory gathered shall be recorded in a data file suitable for importing into NAVFAC MAXIMO “Equipment Module” database. Each record shall include all of the data required to describe the equipment. The equipment records shall be associated with the appropriate facility system, sub-system, element or sub-element identifier as defined by ASTM Uniformat II. As a minimum, the equipment inventory record will include, but not be limited to, the following data fields: (Refer to the attachment J-1502000-XX for the detailed field list.)
